Law clerks receive challenging, diverse assignments from the two divisions of the Legal Function, described in the “Overview of the New York Fed's Legal Function” section below. The assignments frequently involve legal research and writing and are typical of the assignments given to junior attorneys in the Legal Function. Law clerks are paired with mentors for the summer to provide guidance on a personal and professional basis. How You'll Make an Impact as a Law Clerk Contribute to the execution of various activities that support Legal & Compliance Group projects and programs which may include: Document Review and Analysis (assistance with review of documents maintained within the Division to determine whether they should be maintained or destroyed in accordance with Records Management Policy); Review of agreements/contracts (review compiled agreements and discuss relevant provisions); Case Law Update (review summary document of cases and descriptions; confirm each case has not been overturned); and Drive initiatives to meet business goals and implement operational efficiencies. Positions are filled on a rolling basis. The application deadline is February 27, 2026 (11:59 PM EST), although if all positions are filled, the application portal may be closed prior to February 27, 2026. Only first-year law school students will be considered. The program requires that applicants complete their first year of law school by the beginning of the clerkship, which is ordinarily in late May. Candidates must supply a cover letter and resume with their on-line application. An applicant's cover letter should be uploaded in the same section of the application site that asks for a resume to be uploaded. The cover letter should address the following questions: 1) Why do you want to work at the New York Fed? 2) How have your personal, professional, and academic experience contributed to your interest in public service? 3) What's one aspect of the New York Fed's work that you'd like to learn more about? In addition, all applicants must submit law school transcripts as soon as they are available. If a law school GPA is not yet available when applying, please enter “0.0” as a GPA. The function is headed by the Bank's general counsel and comprises two divisions, each headed by a deputy general counsel. The Supervision, Markets & Financial Services (SMFS) division provides legal advice in connection with: (i) financial institution supervisory and regulatory matters, including legal support for supervision and regulatory reporting and legal analysis of regulatory applications; (ii) the Bank's open market, U.S. Treasury auction, foreign exchange, reference rate and discount window operations; (iii) the Bank's external and sponsored committees and (iv) financial and account services of the Bank for the U.S. Treasury, foreign central banks and international organizations, depository institutions, and other customers, and analyzes pending legislation. The Enterprise Legal Services (ELS) division provides a range of expertise in support of the Bank's mission and operations. Low-Income Taxpayer Clinic (LITC) - Albany Office The Low-Income Taxpayer Clinic (LITC) offers free tax advice and representation to low-income New Yorkers living in sixteen counties. The law clerk will assist the LITC Staff Attorneys with preparing forms, interviewing clients, researching areas of tax law, preparing tax returns, collecting financial information from clients, and other tasks as assigned. The LITC assists taxpayers with federal tax issues, including innocent spouse relief requests, injured spouse claims, audits/examinations, earned income tax credit appeals, deficiency notices, liens and levies, alternative collection methods, settlement of tax debts, and identity theft issues, among others. The LITC can also help with New York State tax disputes where the client also has a dispute with the IRS. Most taxpayers assisted by the LITC have incomes at or below 250% of the federal poverty level. Worker Protection Program - Albany Office The Worker Protection Program provides free legal assistance to low-income workers with employment-related legal claims. The WPP represents individuals with employment discrimination claims before the New York State Division of Human Rights and Federal Equal Employment Opportunity Commission, wage and hour claims before the New York State Department of Labor, and workplace safety or whistleblower complaints before the Occupational Safety and Health Administration. The Worker Protection Program Law Clerk would research anti-discrimination laws and labor laws, observe and participate in client interviews, case meetings, and case acceptance meetings, draft memorandums of law, and attend administrative conferences, investigations, and hearings. Interest in Employment Law, particularly geared towards issues impacting low-income workers, is a plus but is not required. Economic Justice - Albany Office The goal of the Economic Justice staff attorneys is to ensure that low-income residents of our Capital Region community have sufficient income to maintain their housing and the essentials of daily living and that those in need are served by systems that are just, fair, and responsive. Through the legal work of the Economic Justice attorney, households will access and secure the financial support necessary to meet basic human needs (public assistance, including emergency assistance, SNAP, Medicaid, childcare assistance, unemployment insurance benefits, and SSI). Through working with the individuals and families served by this project, the program also identifies and secures changes needed in the delivery of income supports and related human services so that the systems serving low-income residents of the Capital Region respond as the law requires and in a manner that supports and develops human potential. The Economic Justice law clerk will have the opportunity to perform research and writing for fair hearings and administrative appeals as well as possibly assist the attorney with Article 78 appeals. They will also call clients, observe meetings and hearings, and assist the staff attorney in preparing evidence for hearings. We secure basic needs, protect and preserve legal rights, provide equal access to justice, and seek fairness and dignity for all our clients. We have offices in Albany, Amsterdam, Canton, Gloversville, Plattsburgh, and Saratoga Springs to serve low and moderate-income residents of Albany, Clinton, Columbia, Essex, Franklin, Fulton, Greene, Hamilton, Montgomery, Rensselaer, Saratoga, St. Lawrence, Schenectady, Schoharie, Warren, and Washington Counties and the St. Regis Reservation. HIRING CRITERIA: Commitment to providing legal services to the poor. Excellent research and writing skills. Ability to work well under stress and time pressure. Prior relevant experience in legal services to the poor, especially law school clinical experience, and the ability to speak Spanish is a plus. Law clerks will be paid $25 per hour.
