Lawyers in the Housing Unit zealously represent private, public, and subsidized housing tenants in matters involving eviction, illegal lockouts, fair housing violations, termination or loss of subsidy, substandard housing, and discrimination, as well as barriers to stable housing for those with criminal records or domestic or sexual violence issues. Representation includes all the elements of litigation including client interviewing, investigation, discovery, identifying and preparing witnesses and exhibits, pleadings, briefs, and representation at hearings at trial level and appellate levels as appropriate in state and federal court. The staff attorney will primarily represent a high volume of individual clients each week in court hearings and administrative hearings. Position Summary
LASP seeks an experienced attorney to serve as Supervising Attorney for its VOCA Program Services. This position oversees and manages the delivery of legal services to crime victims, primarily survivors of domestic violence seeking Protection from Abuse (PFA) orders and related civil legal remedies. The Supervising Attorney ensures compliance with VOCA grant requirements administered by the Pennsylvania Commission on Crime and Delinquency (PCCD), applicable regulations, and professional standards, while maintaining a limited caseload appropriate to supervisory responsibilities.

Key Responsibilities
MANAGERIAL DUTIES AND RESPONSIBILITIES:
With the assistance of local office managing attorneys, supervising the activities of staff in providing legal services to LASP clients who are victims of domestic violence, including advice, negotiation, litigation, and administrative advocacy, in accordance with LASP priorities and case handling policies.
Ensuring that staff have accurate, timely, and complete information about the legal issues within their scope of responsibility, including training in their basic responsibilities.
Evaluating staff on an annual basis, including the identification of training needs to be incorporated into the employee's work plan.
Encouraging staff to develop appropriate knowledge of laws affecting individuals in poverty and the skills they need to assist clients and acting as a resource for other staff to help them develop and use their knowledge and skills.
Conducting regular case review and unit meetings to ensure that legal services provided are consistent with LASP priorities, policies, and procedures, that office resources are maximized to provide the highest quality client service, and to provide announcements, solicit feedback, share information, and update staff on program-wide issues.
Attending monthly LASP management meetings to provide updates on casework, events, activities, and accomplishments.
Ensuring that the legal services provided comply with PCCD/VOCA requirements, LSC regulations, PLAN and IOLTA requirements, and terms of other grants and contracts supporting the work.
In coordination with the LASP management team, supervising staff in providing local community education opportunities and supervising the preparation of materials for these presentations.
Assisting in completing programmatic reporting requirements for work done under VOCA grants.
Acting as liaison with the community, including the Bar, and working with LASP management and Board to identify annual office priorities.
Assisting the Executive team with recruiting, hiring, training, evaluating, and retaining excellent staff and working with LASP Human Resources personnel to ensure that all employees comply with LASP employee policies and procedures.
Cooperating with LASP's Financial Department in ensuring sound fiscal policy.
Assisting LASP Development and Grants and Compliance staff in seeking grants and contracts to support LASP's work and to ensure compliance with reporting and other requirements of grants and contracts.
CASEHANDLING AND DIRECT SERVICES DUTIES AND RESPONSIBILITIES:
Interviewing clients, assisting in determining eligibility for services, and ascertaining and investigating facts.
Conducting legal research and interpreting statutes, case law, regulations, and other sources of law.
Providing advice and counsel to clients.
Preparing legal documents, including but not necessarily limited to briefs, pleadings, motions, notices, correspondence, memoranda, discovery, and documents responsive to discovery requests.
Developing strategy and arguments for presentation of cases and assisting in preparation of witnesses for hearings and trials.
Representing clients at hearings, in trial and appellate courts, and before quasi-judicial or administrative agencies.
Reviewing decisions and consulting with management team to determine the merit of potential appeals.
Participating in external professional and community organizations relevant to casework.
Conducting clinics, community education, and workshops.
Becoming engaged in LASP team efforts to achieve office and program goals, including participation in program-wide affinity groups and task forces.
Developing knowledge of community referral resources and assessing community and client needs.
Enhancing skills and substantive knowledge through training, CLE, and other educational opportunities.
Abiding by all applicable professional standards of ethics and practice.
Completing required administrative tasks including entering of notes and timekeeping in LASP case management software, and maintaining of physical files.
Ensuring that requirements of grants and contracts which may provide funding for the position are met, and assisting with grant reports.
Performing other duties and responsibilities as may be assigned.
Qualifications
Licensed to practice law in Pennsylvania or eligible for admission.
Minimum three (3) years of management or supervisory experience, preferably in nonprofit legal services.
Minimum three (3) years of litigation experience.
Strong knowledge of family law and issues affecting survivors of domestic violence preferred.
Demonstrated commitment to public interest law and serving low-income and vulnerable populations.
Excellent written, oral advocacy, and organizational skills.
Proficiency with Microsoft Office, case management systems, and online legal research tools.
Spanish language fluency preferred.
