Job Description Position: ETL Developer with “OSC” experience Location: Albany, NY Duration: 12+ Months Only Local candidates as F2F interview is required The New York State Office of the State Comptroller (“OSC”) intends to procure Extract/Transform/Load (ETL) developer staff augmentation services to assist with data analytics initiatives pursuant to its discretionary purchasing authority under State Finance Law § 163(6). This procurement opportunity is limited to New York State businesses certified pursuant to Article 15-A of the New York State Executive Law. Background OSC has commenced a Data Analytics Initiative to support the Agency's audit planning and analysis activities; increase fraud, waste and abuse recoveries using new protocols established under the Enterprise Fraud Prevention Act (Chapter 566); expand Open Book New York web portal and related transparency efforts; and increase operational efficiencies through the use of performance analysis. The initial step in this project is the development of an Analytics Data Warehouse based on a formally architected framework to build an environment for OSC examiners, auditors and analytics staff to fully realize the benefits of business intelligence and data analytics tools. The ETL developer (the “Consultant”) will assist OSC with these efforts. Scope of Work The Consultant shall: · Working with the Data Analytics Bureau and the Division of the Chief Information Officer (“CIO”) staff, assist with the build-out of the current OSC environment for both infrastructure and tools as they relate to Data Analytics and the necessary supporting technologies, such as data warehousing, business intelligence, statistical analysis, and data exchanges with external agencies/entities. Tasks will include, but are not limited to: o Reviewing and analyzing the existing FirstNY and new Data Analytics warehouse environments' design architecture and communicating this information to Data Analytics Bureau staff; o Assisting with the implementation of Data Analytics architecture design to accept structured and unstructured datasets as they are acquired through the Data Analytics Bureau; o Assisting with the implementation of Oracle Business Intelligence Enterprise Edition (“OBIEE”) RPD environment as defined through user story and use case development from business analysis teams; and o Assisting in the design and development of OBIEE dashboards and reporting as defined through user story and use case development from business analysis teams. o Providing ongoing knowledge transfer to State resources on all work completed above. · Assist CIO with the extraction, transformation and loading of newly identified/acquired data into the FirstNY environment. · Work with CIO and OSC business customers to define and build OBIEE reports/queries. · Assist CIO staff with maintenance and troubleshooting of FirstNY warehouse environment, OBIEE tool, and other tools as needed. Minimum Qualifications The Consultant must possess the following minimum qualifications: · A Bachelor's Degree (4-year degree); · Five years of experience developing and maintaining a data interchange system interfacing with a custom financial system (e.g.,PeopleSoft or Oracle Applications); · Five years of experience working with an ETL tool such as Oracle Warehouse Builder or Oracle Data Integrator; · Five years of experience working with Oracle Business Intelligence (i.e., OBIEE, Discoverer, Oracle Reports); · Five years of experience with Oracle SQL; · Five years of experience with technical user documentation for knowledge transfers; and · Five years of experience with standardizing and streamlining co mplex SQLs to enhance performance. Preferred Qualifications OSC will give preference to candidates with the following qualifications: · Strong communication skills working with both technical and non-technical people, including: o Strong presentation and verbal skills demonstrating the ability to communicate complex technical information to a non-technical audience, o Strong written skills with the ability to document technical designs, and o Strong instructional skills for mentoring and knowledge transfer through hands-on training.
