    This is a responsible and technical leadership position within the Public Works Department with responsibility for overseeing the maintenance and management of the Boone County's fleet assets. This role involves a wide range of responsibilities related to fleet operations, including preventive maintenance, repairs, equipment procurement, fleet sustainability, and ensuring compliance with safety and operational standards. The Fleet Services Manager also coordinates closely with other County departments and external agencies, ensuring efficient and reliable fleet support across a broad range of public services. Major Essential Duties Plan, direct, and manage the operations of the Fleet Services Division, ensuring efficient maintenance, repair, acquisition, and disposal of vehicles and equipment in compliance with applicable regulations, safety standards, and budgetary constraints. Develop and implement policies, procedures, and programs for preventive maintenance, asset management, vehicle replacement, and fleet sustainability in coordination with County departments and partner agencies. Manage and oversee fleet procurement activities, including the development of technical specifications for new vehicles and equipment, bid evaluations, vendor selection, and contract administration. Analyze fleet usage and maintenance data to evaluate performance, optimize lifecycle costs, identify trends, and support capital planning and budget development. Oversee surplus vehicle and equipment disposition, ensuring compliance with legal and financial procedures while maximizing return on investment. Oversee the division's budget preparation and monitoring, including cost analysis, forecasting, and procurement strategies for parts, fuel, tools, and services. Lead and supervise Fleet Services staff, ensuring appropriate training, certifications, and adherence to safety standards. Ensure compliance with environmental, safety, and regulatory standards, including emissions testing, hazardous materials handling, and workplace safety laws. Serve as the primary liaison to County departments and external stakeholders, providing consultation and assistance on fleet needs, service expectations, and performance metrics. Utilize and manage fleet management software systems to track maintenance schedules, repair history, parts inventory, and operational data; generate and present reports for decision-making. Develop emergency response protocols and coordinate fleet readiness for natural disasters or other critical incidents, ensuring continuity of service for essential operations. Conduct performance evaluations, workforce planning, and succession development to align staff competencies with long-term strategic fleet goals. Proven ability to draft technical documentation, statements of work, or project requirements. Good attention to detail and organizational skill in managing multiple objectives simultaneously. Responsibilities: Manage, implement, and supervise all daily parking operations Organize, maintain, and reconcile financial records using both manual and automated methods Oversee the claims process to limit and reduce liability and maintain overall property safety Train, supervise, counsel, schedule, and evaluate parking attendant staff Assist in setting up special event parking programs Provide technical assistance and work direction to support personnel Ensure equipment upkeep and property maintenance Operate office equipment such as computer terminals, calculators, and copiers Prepare and maintain daily/weekly volume and manager reports Undertake special projects as assigned or required Perform various activities, functions, and related tasks as necessary to support operations Administer and maintain the transportation or parking program Transportation Specific Responsibilities: Maintaining ridership logs Managing a maintenance program Utilizing our fleet management software and hardware systems Provide safe and courteous transportation under various driving conditions Follow designated routes and schedules Adhere to traffic regulations Complete trip documentation Assist passengers during loading and unloading Operate wheelchair lift Secure wheelchairs with restraints Perform opening & closing vehicle inspections Report defects or discrepancies Fueling fleet Check and fill fluids as necessary Provide information to passengers regarding schedules and trips Communicate and interact with diverse individuals potentially including physical and/or mental disabilities Qualifications General Qualifications: High school diploma or GED equivalent Preferably at least 1 year of management experience in shuttle or parking lot operations An associate or advanced degree is a plus Proficiency in property maintenance and upkeep Ability to work flexible shifts, including the operation of manual transmission vehicles Leadership skills to effectively direct the work of others if required Strong mathematical abilities for rapid and accurate computations Knowledge of record-keeping procedures and practices Familiarity with applicable laws, regulations, and ordinances related to parking Some understanding of personnel policies and procedures Competence in using calculators, computers, and software applications Ability to maintain records and prepare accurate reports and correspondence Effective written and verbal communication skills Initiative, sound judgment, and discretion in varying conditions Capability to establish and maintain positive relationships with the public and medical facility personnel Leadership Skills: Performance Management, Project Management, Coaching, Supervision, Quality Management, Results Driven, Developing Budgets, Developing Standards, Foster Teamwork, Handles Pressure, Giving Feedback Transportation specific requirements Must possess a valid CDL drivers license with Passenger endorsement Must have ADA experience or training Work Environment/Physical Demands: Schedules may vary Must be able to traverse work site Prolonged periods of standing and walking Must be able to work through heavy traffic Must be able to work in hot and cold climates Visual acuity to inspect equipment Ability to lift up to 50 lbs.
