About the Role
The Cloud Operations and Systems Engineering Manager leads our cloud infrastructure and systems operations team within our Technology organization. This role is responsible for AWS cloud deployments and operations, and oversight of Microsoft 365 (M365) environments. This role requires a strong blend of leadership, technical expertise, and operational discipline to drive excellence across our IT operations.
Responsibilities
Leadership & Strategy
Lead and mentor a high-performing team of cloud and systems engineers.

Technical Execution
Oversee AWS cloud architecture, deployment, monitoring, and optimization.

Operational Excellence

Collaborate with Information Security and Compliance team to implement IAM policies, secrets management practices, and audit controls across environments, ensuring alignment with frameworks like HIPAA, SOC2, HITRUST, and AWS Best Practices.
Ensure infrastructure and systems are designed and maintained in compliance with HIPAA and PCI standards.
Support the deployment and operationalization of internally engineered solutions, including our client's patient portal and admin portal, and third-party solutions including Salesforce, Snowflake, Tableau.
Team Development
Provide technical leadership, guidance and mentoring to Site Reliability Engineers, System Engineers and System Administrators.
Conduct regular performance reviews, training, and career development planning.
Promote knowledge sharing and best practices across the IT Operations team.
Qualifications
Bachelor's degree in systems engineering, computer science, or a related field and a minimum of 5 years' experience deploying cloud-based applications or developing in cloud environments, or equivalent combination of education and experience. AWS certification preferred.

The Senior Lead Network Engineer collaborates with client teams to assess requirements, evaluate emerging technologies, and drive workflow efficiencies. This position also supervises technical staff, ensures interoperability and integration across network systems, and supports mission-critical operations through seamless, secure network services.
This position is contingent upon the successful award of a government contract and subsequent government approval.
Requirements:
Direct and oversee network activities, with overall responsibility for financial management, methodologies, and staffing to ensure all technical requirements are met
Plan, design, and implement enterprise-wide LANs, WANs, communications systems, and supporting infrastructure
Collaborate with client personnel to identify voice, data, and video communications requirements and conduct system-level assessments
Research, evaluate, and recommend network technologies, protocols, and applications suitable for the client environment
Support the customer's mission by ensuring seamless, secure connectivity to all endpoints within the infrastructure
Plan, acquire, deploy, operate, and maintain network equipment and related technologies, including firewalls and Internet access tools
Analyze interoperability, implementation, and integration issues related to network topology, deployment strategies, operations, and management using network design tools and techniques
Develop and implement network designs to support e-commerce and electronic data interchange (EDI) functions
Optimize network topologies and site configurations for performance, reliability, and scalability
Perform modeling and analysis across physical, data, control, and higher-order protocol layers and develop or prototype network/communications systems
Evaluate network characteristics and provide recommendations for procurement, removal, or modification of network components
Supervise, mentor, and guide team members to achieve project and operational objectives
Required Qualifications:
Candidate must be a United States Citizen and present proof of Citizenship, if selected
Bachelor's degree in Computer Science, Engineering, Information Systems, Business, or a related discipline
12-15 years of progressive experience in network engineering, systems administration, or a related technical field as an individual contributor
3-5 years of experience in a leadership or supervisory role with responsibilities similar to this position
Foundational IT certification, such as CompTIA A+, Security+, or Network+
Advanced, role-specific certification within their functional area, such as CCNA, CCNP, or CCIE

As the Senior Lead Network Engineer you will be responsible for leading and overseeing the design, implementation, operation, and modernization of enterprise-level network infrastructure to ensure secure, reliable, and mission-critical communication across the Capitol complex.
What does a typical day look like for the Senior Lead
Network Engineer?
You will:
Direct and control activities, having overall responsibility for financial management, methods, and staffing to ensure that all network technical requirements are met.
Plan, design, and implement physical and logical wide-area networks (WAN), local-area networks (LAN), communications, and infrastructure across the client enterprise.
Work with client staff to identify voice/data/video communications requirements and perform system level assessments of communications systems.
Research and evaluate network technologies, protocols, and applications for application to the client environment.
Support the USCP mission through seamless, secure connectivity to all endpoints in the USCP infrastructure.
Plan, acquire, field, and operate network equipment and related technologies. Set up, maintain, and support the USCP networks, firewalls, and Internet access tools.
Provide analysis of interoperability, implementation, and integration issues related to topology, deployment strategies, operations, and management using network design tools and techniques.
Develop designs that support e-commerce and electronic data interchange (EDI) functions.
Design and optimize network topologies and site configurations.
Perform modeling and analysis at physical, data, control, and higher order protocol layers and develop/prototype network/communications systems.
Analyze network characteristics and recommends procurement, removal, and modification to network components.
Supervise the Network Engineering Team.
Work onsite in downtown Washington, DC three (3) days per week.
What qualifications do you look for?
You might be the professional we're looking for if you have:
Authorization to work in the U.S. permanently without sponsorship.
A Bachelor's degree in Computer Science/Engineering, Information Systems, Business, or other relevant discipline or related field.
Have a minimum of 12-15 years of experience in the related area as an individual contributor.
Have a minimum of 3-5 years of experience in a leadership role similar to this requirement.
Possess a base-level certification, such as A+, Security+, or Network+.
Possess a Core certification within their functional area, such as a CCNA, CCNP, CCIE.
We are extra impressed by folks with:
A Master's degree in Information Technology or related discipline.
Experience with SaaS solutions and contract management (e.g., acting as COR).
Knowledge of enterprise architecture or experience aligning network strategy with broader IT goals.
