Responsibilities
The Quality Program Manager serves as a crucial member of the hospital-based Quality Department, working in close collaboration with the multidisciplinary teams of the Quality Division. The Quality Program Manager reports directly to the Director of Quality. This role entails collaborative leadership and partnership in overseeing the organization's quality assurance and improvement initiatives, focusing on enhancing patient safety, clinical effectiveness, and overall healthcare outcomes. Qualifications
Education:

Minimum of 3 years of experience in healthcare quality or patient safety, clinical quality improvement, LEAN process improvement, or related fields (required).

POSITION OVERVIEW: The Radiology Assistant / Transporter, at St. Charles Health System, provides transportation of patients to and from the Radiology Services Department, as requested with careful consideration for the patient's experience and condition. This position does not directly manage any other caregivers.
ESSENTIAL FUNCTIONS AND DUTIES:
Follows established department procedures to accurately verify and transport the proper patient by visually checking patient identification and verifying with nursing staff.
Transports patients to and from radiology, ED and inpatient areas via wheelchair, bed or gurney. Assists patient in and out of bed using proper patient care and lifting techniques. Assists technologists with patient movement and positioning.
Observes patient and equipment during transport and reports unusual occurrences and records patient's condition to sending and/or receiving clinical staff.
Comforts patients and families offering support and encouragement with the goal of alleviating anxiety and fear surrounding the Radiology process. Informs those accompanying the patient regarding waiting areas, expected timelines, and procedures.

Performs psychodiagnostics and/or neuropsychological assessment and testing in both inpatient and outpatient settings as needed to diagnose and plan treatment, and to evaluate the effectiveness of treatment. Certification/Licensure:

Verifies insurance coverage and secures authorization.
Contacts insurance companies and/or medical review departments by phone, Internet, fax (face sheets), electronic interface and provides minimal necessary patient information.
Verifies coverage eligibility and obtains benefit information, deductible, co-pays if applicable, co-insurance, out-of-pocket maximums and accumulators, authorization requirements, referral requirements, days approved if inpatient, correct billing address.
Initiates and validates authorization, notification and ensures authorizations, pre-certifications and referrals are secured, when appropriate, and follows up on all pending authorizations until account is secured.

**Background/Expertise:**
* Master's degree in psychology, counseling, education, social work or marriage and family therapy required.
* 6 months to one year of adult assessment experience is preferred. Crisis assessment experience is strongly preferred.
* An active Oregon license in Behavioral Health is preferred. Registered intern with behavioral health board is also preferred; Consideration to those with QMHP equivalency with experience will be made.
* Strong assessment and mental health interviewing and evaluation skills including mental status exam, alcohol/drug evaluation and work with the severely and persistently mentally ill; DSM diagnoses; Involuntary psychiatric hospitalization procedures.

Responsibilities
Working under general supervision, the PBS Claims Specialist-Denial Management resolves delinquent payment issues of complex (high dollar and specialty) accounts requiring advanced knowledge of multi-payor system. Investigates and evaluates patient account information, medical records and bills, billing and reimbursement regulations. Analyzes each account and, using independent judgment and, in conjunction with PBS leadership, decides how to best proceed with followup to optimize reimbursement. Removes barriers to processing claims. At the direction of PBS leadership, negotiates financial arrangements and individual contracts with third-party payors. Rebills, transfers payments, requests refunds or adjusts misapplied payments as necessary. Understands and follows Legacy procedures for writing off balances and adjustments.
Utilizes a specialized Denial Management software package, authors appeal letters, coordinates authoring appeals with other departments, and utilizes an extensive database of online tools and references. Serves as a resource for other team members, consults with outside counsel and provider representatives of health plans, and may attend hearings in person with payers. Represents the Denial Management Function on monthly Revenue & Reimbursement meetings, and attends meetings quarterly with the Utilization Review Department. Compiles payer trends regarding denial activity, and reports on collected dollars and appeal review activity for PBS Management and various Legacy Departments wherein denial activity originates. Coordinates meetings with internal departments to enhance Revenue Cycle Operations.
