The Northeast Region is filled with history. The Opportunity
HLA's Summer Law Clerk Program aims to contribute to the development of law students into public interest attorneys who serve people facing barriers to care and coverage. Our Access to Care & Coverage Practice (ACC) is seeking two law clerks for a 10-week internship (full-time - 40 hours per week) during the Summer of 2026.
HLA is currently operating in a hybrid model with staff working both on-site and remotely. Arrangements for the Summer Law Clerks are flexible. HLA has run highly successful remote and hybrid Law Clerk programs since 2020.
About Access to Care & Coverage
HLA's Access to Care and Coverage Practice (ACC) specializes in challenging errors in health insurance enrollment, fighting denials of coverage for health care services, and protecting patients from illegal medical billing and collection practices. We serve people with coverage under Medicaid (MassHealth) and private health insurance. Our ACC team devotes particular attention to the health care problems faced by immigrants, trans and gender diverse people, and patients with long-term care needs. A top priority for all of HLA is pursuing racial and ethnic equity in health care.
Responsibilities
Availability to work full-time for a 10-week period during the summer of 2024. Internship dates are May 18, 2026 - July 24, 2026.
Assist attorneys in the representation of individual clients with duties including legal research, analyzing health insurance and medical billing records, advocating with health insurers and health care providers, drafting letters and other communications to parties, and connecting with clients and key collaterals by phone and email.
Participate in advocacy to reform public policies through legal research, writing, and attending meetings with state leaders and advocacy partners.

The Government Bureau represents state agencies and officials in a broad range of appeals and civil litigation in state and federal courts. As part of that effort, the Constitutional & Administrative Law Division defends constitutional and other legal challenges to state statutes and regulations; suits that challenge the implementation of state policies and programs; and suits for judicial review of the decisions of state administrative agencies.
Litigation in the Constitutional & Administrative Law Division reflects the breadth of state governmental activity. Recent case examples have included defending the state's various affordable housing laws and policies, defending state gun-safety laws against Second Amendment challenges, defending state policies and rules against various forms of First Amendment challenges, and handling litigation involving education reform, health care, campaign finance, environmental permitting, transportation, and child welfare and human services programs. The Division's cases often involve constitutional issues, questions of statutory interpretation, and claims concerning the authority of state administrative agencies. In addition to a substantial trial-court caseload, Division attorneys handle about 80 appeals each year, in the Appeals Court, SJC, and the U.S. Court of Appeals for the First Circuit.
Primary Duties: Assistant Attorneys General in the Constitutional & Administrative Law Division represent state officials and agencies in appeals and litigation in state and federal courts regarding state statutes, regulations, policies, and agency adjudicatory decisions.
Position Requirements:
Must be a member of the Massachusetts bar or have a pending application for admission.
Must be a member of the bar of the United States District Court for Massachusetts or be eligible for admission in short order.
At least three (3) to five (5) years of relevant legal experience is preferred.
Familiarity with constitutional law, administrative law, civil and appellate procedure, and trial practice.
Effective legal writing skills and the ability to independently handle litigation in the trial and appellate courts.
Demonstrated interest in public service and working in a collaborative, public-law environment.
The successful candidate will be able to demonstrate a connection to the people and communities we serve and an interest in supporting a respectful and inclusive work environment.
Position Type: Full-time/Exempt

The Fair Labor Division (FLD) investigates and enforces the Massachusetts wage and hour and other laws governing fair labor standards and public construction bidding laws under Chapters 149 and 151 of the Massachusetts General Laws and related regulations. The candidate for this position will be primarily responsible for enforcing violations of labor standards under M.G.L. Chapter 149, M.G.L Chapter 151 and other related regulations and statutes.
Primary Duties: Assistant Attorneys General are responsible for the enforcement of Massachusetts labor standards, including statutes that address non-payment of wages, overtime, minimum wage, child labor, public construction bidding, prevailing wages, labor trafficking, and diverse related statutes. Assistant Attorneys General maintain an active case load and prosecute violations in civil, criminal and administrative proceedings. Assistant Attorneys General also participate in community engagement initiatives, including making public presentations to employers and employees concerning the wage and hour laws.
Position Requirements: Applicants must have a Juris Doctor (JD) degree, admission to the Massachusetts Bar, and at least three years of full-time, or equivalent part-time, professional experience in the practice of law.
Applicants must be Massachusetts Bar eligible at the time of application and must apply for admission before their start date. Candidates who are not yet admitted may be hired as 'Counsel' and must pass the Massachusetts Bar within one year of their start date.
Preferred Qualifications: Legal experience and/or interest in protecting the rights of vulnerable populations, civil enforcement of labor standards or other rights, and/or criminal litigation experience in the district and superior courts including grand jury. Excellent research, writing, and analytical skills. Interest in developing novel legal strategies to effectively combat wage theft and a working knowledge of Massachusetts labor and employment laws. Ability to advise Office of the Attorney General staff and the public on legal matters by interpreting M.G.L. Chapter 149, M.G.L Chapter 149A, M.G.L. Chapter 30, 39M and M.G.L. Chapter 7C and other related regulations, statutes and case law. This includes educating the public on the laws, rules and policies governing Office operations, and investigating and adjudicating cases where violations of the public construction bidding laws may have occurred.
The candidate must be able to interact effectively and convey information. The candidate must have the ability to adjust to changing situations and priorities and be comfortable spending significant portions of each day on the telephone and on virtual platforms. The ideal candidate will be able to exercise discretion in handling confidential information, exercise sound judgment, recognize problems in daily work activities and bring solutions to address them. We seek an individual who possesses excellent organizational skills, excellent computer skills including a proficiency in Microsoft Office, and who demonstrates an attention to detail.
