*REQUIREMENTS:* Senior Attorney must be a graduate of an accredited law school and a member of the New Mexico bar, or if licensed in another jurisdiction, able to gain admission to the New Mexico Bar within one year by motion or reciprocity. Admission to the Arizona or Utah bar is a plus, as is admission to the Navajo, Hopi, or Jicarilla Tribal Court bar. Must have at least five (5) years of experience as an attorney in a legal aid organization or similar non-profit law firm with strong litigation skills; strong oral and written communication skills; the ability to travel and work throughout the DNA service area; competence in working with diverse individuals and communities, especially with Native Americans, persons of color, and other marginalized communities; a commitment to providing legal services to the poor; the ability to identify and successfully pursue strategic, systemic, and affirmative advocacy; good judgment, the ability to handle stress, take initiative, and have a willingness to work as a team; and the ability to manage and supervise others, including the ability to mentor other staff and law students. *RESPONSIBILITIES INCLUDE: *
(a) Under the supervision of the Director of Litigation and the Executive Director, the Senior Attorney oversees all activities in the designated jurisdiction to ensure that clients receive the full range of high-quality legal services.
(b) Responsible for the day-to-day oversight of the offices and projects operating in the designated jurisdiction.
(c) Engages with client and community groups, local stakeholders, bar associations, funders, and governmental associations to identify, assess, and meet client and community legal needs.
(d) Follows all DNA and funder policies and all applicable state, federal, and local regulations.
(e) Participates in community outreach, training programs, client education events, and management meetings.
(f) Participates and coordinate remote, local, and online intake in the designated jurisdiction.
(g) Handles a caseload consistent with Senior Attorney responsibilities and case staffing needs.
(h) Participates in grant writing, grant reporting, and grant management applicable to the designated jurisdiction.
(i) Performs all other duties as assigned.
*SALARY RANGE (depending on experience): $89,610 - $100,425*

Responsible for maximizing the recovery of charged-off loans and share accounts, including analyzing and evaluating debts, debtors, and courses of action consistent with applicable department standards, as well as working with collection agency partners and legal representatives. Provide supporting information and updates requested by authorized parties. Ensure accurate financial record-keeping for amounts received as recoveries, as well as tracking of amounts owed, including through judgment and garnishment or under a stipulated agreement. Interact with debtors, co-workers, attorneys, credit reporting agencies, debt collection agencies, and others as required by each situation. Primary Job Duties:
Assumes responsibility for ensuring post charge-off collection efforts are timely, efficient, and accurate.
Understands and assesses the different avenues for post charge-off debt collection, including the various potential outcomes of collections lawsuits, including stipulated agreements and judgment and garnishment.
Understands and maintains current working knowledge of all applicable federal and state consumer credit collection laws and regulations, i.e., Fair Debt Collection Practices Act, Fair Credit Reporting Act, and the Uniform Commercial Code as adopted in applicable states, as well as bankruptcy laws.

Exercises ability to make sound decisions in routine and non-routine situations with minimal supervision.

Researches, evaluates, and analyzes a host of factors to inform decisions consistent with Account Resolution Department standards and procedures and, as appropriate, in consultation with the VP of Accounts Resolution, to maximize recovery of charged off debts, including whether and how to seek recovery.
Assesses the status of the debt (such as whether there have been or are any post-charge off collections activities, whether it is one of multiple debts owed, the age of the debt, and whether an enforceable security interest exists). This may include reviewing contracts to determine applicable provisions.
Researches status of the debtor(s), including location to understand which laws and recovery options apply.
Calculates and tracks amounts owed by debtors and applies payments properly to interest, costs and fees, and damages.
Evaluates debt posture to understand status of debt at time payment is received, including whether payment is being made pursuant to a settlement arrangement or agreement, garnishment, or otherwise.
Education/Certification:
A two-year college degree (Associate's degree in Business, Finance, or Paralegal Studies) is required.
Bachelor's degree in business, finance, or related field preferred.
Experience Required:
One to three years of recent experience in a legal, debt collection, or related field.
Working knowledge of all applicable federal and state consumer credit collection laws and regulations, i.e., Fair Debt Collection Practices Act, Fair Credit Reporting Act, and the Uniform Commercial Code as adopted in applicable states, as well as bankruptcy laws, preferred.

These positions are located within the Department of the Interior, Office of the Secretary, DAS-Administrative Services, Office of Hearings and Appeals, Probate Hearings Division, Albuquerque Field Office, duty stationed in Albuquerque, New Mexico.
At the full performance level (GS-07) the major duties of this position include, but are not limited to the following:
1. Receive and transfer phone calls, take and timely communicate phone messages in a professional manner; answer basic and routine questions and inquiries from interested parties; prepare and send faxes and emails; prepare and review time and attendance records.
2. Process all incoming mail, including correspondence from parties or attorneys, returned mail from notices and decisions, additional document submissions from agencies or other parties. Copy, mail, and scan documents.
3. Review incoming probate case material to ensure it is current and complete; maintain case files from initial filing to completion, correctly input data into docketing system on a timely basis, and search various system records when additional information is required. Maintain complete and orderly files in a manner that expedites retrieval; understand and ensure record and privacy requirements are followed.
4. Use online legal, tracking, or other resources and databases to obtain information. Retrieve and input data into electronic docketing systems; perform administrative duties using electronic databases, systems, and software.
5. Review outgoing decisions, notices, and other documents for grammatical and spelling errors.
6. Coordinate travel arrangements, prepare travel authorizations, and prepare vouchers in a timely manner.
7. Arrange facilities for conferences and hearings and prepare presentation material or background documentation.
8. Responsible for ordering and maintaining adequate supply inventories, tracking property, and ensuring equipment such as copiers, faxes, and shredders are maintained in good working order and in accordance with requirements.
Telework:
The Office of the Secretary has determined that the duties of this position are suitable for situational telework and the selectee may be allowed to telework with supervisor approval.

$41,178 - $53,531 per annum
GS-06:
$45,901 - $59,671 per annum

A. Specialized Experience

Specialized experience is defined as demonstrated experience: (MUST MEET ALL THREE)

3. Utilizing basic computer software skills to produce reports, correspondence, spreadsheets; and keeping calendars.
