    Reports to the UM Manager. This position is a position for a California Licensed Nurse whose primary responsibilities are to perform the prospective and retrospective review of the requests for service authorizations in order to monitor the continuity and coordination of care and to assist in the utilization of appropriate services. The Prior authorization Nurse conducts these reviews of authorization requests to verify accurate provider specialties, medical treatments and services, place of service and or facilities. Also oversees the Prior Authorization Coordinators to direct appropriate utilization and data. RESPONSIBILITIES & DUTIES: Determines compliance of pre-established medical necessity criteria applying Milliman, and Healthcare Management Guidelines. Redirects members for alternative treatment/service that are appropriate to the members condition after they have been reviewed with the UM Manager or Medical Director. Will identify cases requiring potential or actual use of medically in appropriate interventions and refers these to the UM Director & Medical Director for review. Should be able to process a minimum of 100-150 auths per day. Will interact with providers for medical information necessary to adjudicate authorizations. Will review authorizations and see if it's clinical history supports service/procedure that's being requested. Will review requested authorizations and verify it is requested to appropriate provider and service area. Will review potential denial of service with the UM Director & Medical Director. Must investigate and follow up on all requests for additional information by UM Manager and/or Medical Director. Will be the primary resource for the Prior Authorization Coordinators. Will educate providers as needed with the Authorization/Referral process. Will be primary point of contact with the providers on urgent authorization requests. Must identify and report to the QM Department of any potential quality of care issues and /or pre-established UM referral indicators. Must maintain confidentiality on all member medical/clinical information. Will perform other job duties as necessary to accommodate departmental change, workload and/or emergencies. Must ensure the privacy and security of PHI(Protected Health Information) as outlined in policies & procedures relating to HIPPA compliance. Must have understanding of all Medical Management policy and procedures, and NCQA guidelines. JOB REQUIREMENTS Language and communication skills, must be able to communicate both orally and in writing, have the ability to read and comprehend simple instructions. Mathematical skills have the ability to add, subtract, multiply and divide in all units of measure using whole numbers, common fractions & decimals. Have the ability to compute rate, ratio, percent and to draw and interpret bar graphs. Decision making be able to recognize and properly handle confidential health information. Be able to efficiently prioritize multiple high priority tasks. Define problems and collect data, establish the facts, and draw a valid conclusion. Interpret an extensive variety of technical instructions in mathematical form. Computer skills: have knowledge of the Internet, MS Word and Excel. Knowledge of office machinery (phones, fax machines, etc). And the willingness and capacity to learn new software tools when necessary. Must have graduated from an accredited Nursing program. Must have current CA LVN license. One to two years related experience of education and experience. Experience using MCG Criteria. Is alert to physical and emotional changes and complications related to patient disease process and reports such immediately to the RN. • Observes patient's changing condition and reports and records changes on the nursing progress note and care plan. Enters accurate, complete information in the medical record about patient's condition and responses to treatment and actions taken to carry out nursing care. • Reinforces instructions to patient scheduled for invasive, diagnostic, or pre/post operative procedures. Instructs patients on use of equipment (i.e. oxygen, suction, incentive spirometry, etc.). Reinforces instructions to patients and families on the use of prescribed medications. • Performs a range of treatment and procedures that include but are not limited to changing sterile dressings, inserting urinary drainage catheters, irrigating catheters and/or nasogastric tubes, irrigation wounds, giving enemas, using various forms of body temperature control, administering oral, topical, and intramuscular medications and reporting information, concerning adverse effects, caring for patients in isolation, and/or continuous observation status, and giving treatments that require use of specialized oxygen, suction, or other supplies. • Observers, promptly reports, and documents observations regarding the physical and emotional status of patients, including such things as changes in vital signs, bodily functions, clarity of speech and/or orientation to time place, or person. • Performs a range of diagnostic support duties which include taking vital signs, during neurological check, collecting specimens, obtaining laboratory reports, and assisting in a variety of examinations such as lumbar punctures, paracentesis, liver biopsies, thoracentesis, and bone marrow examinations by positioning and draping patients and providing other assistance as needed. • Recognizes emergency situations (i.e. cardio-pulmonary arrest, chocking, etc.) and takes promp appropriate action. • Initiates emergency measures to control patients' disruptive or violent behavior. Assumes responsibility for patients requiring constant observation, including those placed on legal holds as a danger to themselves, others or gravely disabled, which includes fifteen (15) minute documentation of patient's condition on appropriate forms. • Prepares, administers, and records prescribed medication in accordance with Medical Center's Policy and Procedures which shall be provided by the Government upon assignment. Observes and reports physical and emotional reaction to medications. • Meets safety and security needs of the patient at all times. • Promotes a sense of dignity and self-worth for all patients and staff • Consistently demonstrates helpful, courteous, respectful conduct at all times • Respect patient's rights, including not limited to visual and auditory privacy. MINIMUM REQUIREMENTS: • Graduate of approved nursing program through an accredited nursing school approved by the State at the time the program was completed • Must possess current nursing license in any state, territory, or commonwealth in the U.S. or the District of Columbia • Minimum 1 year direct patient care experience within the last three years • Ability to be favorably credentialed • Current BLS issued through the American Heart Association or Military Training Network Preferred experience for a PACT (Patient Aligned Care Team) LVN: • Basic computer literacy proficiency with the use of Microsoft Office programs or comparable word processing, spreadsheet and graphic software and the ability to learn new programs specific to the VA. • Minimum 2 years of recent, successful clinical nursing practice as an LVN/LPN preferred. • At least 1 year of formal phlebotomy experience and competency in designated areas preferred. • Intravenous Therapy and Blood Withdrawal Certification in designated areas preferred. • Demonstrated evidence of interdisciplinary collaboration, teamwork, and excellent interpersonal skills.
