Functional Purpose
Acts as the Postal Service's representative during all aspects of selected administrative complaint proceedings before the EEOC.
DUTIES AND RESPONSIBILITIES
1. Investigates EEO matters by gathering and reviewing Postal Service investigative documents, including the EEO file, locating and interviewing Postal Service and third-party witnesses, and collecting and evaluating other available evidence.
2. Researches and analyzes EEOC and Federal Court legal precedent to aid in representation of the Postal Service.
3. Integrates specific case facts with primary and secondary law to determine the nature, cause, legal responsibility and potential value of complaints made under Title VII, the ADEA, the Rehabilitation Act and the Equal Pay Act.
4. Communicates the Law Department's assessment of EEO cases to postal clients, including the presentation and discussion of potential settlement options.
5. Negotiates resolutions with complainants or their legal representatives based on authorized monetary limits and/or non-monetary consideration.
6. Prepares both written discovery requests and Postal Service discovery responses; planning, conducting and defending depositions.
7. Prepares motions and pre and post hearing submissions to EEO Judges; prepares witnesses for EEO Hearings and represents the Postal Service at EEO Hearings.
8. Represents the Postal Service in the filing of and defense of appeals before the EEOC Office of Federal Operations.
Qualifications/Requirements
1. Ability to identify legal issues presented by moderately complex factual situations and to perform investigations of the factual circumstances underlying legal issues presented.
2. Ability to collect evidence, information, and documents (informally and through formal discovery) from complainants, witnesses, management officials and other postal employees.
3. Ability to communicate in writing to prepare correspondence, statement of facts and issues, pre and post hearing submissions and motions, as well as litigation reports and legal pleadings.
4. Ability to communicate orally to present the Law Department's assessment of EEO cases, including potential settlement options and the negotiation of a resolution, based on authorized monetary limits and/or non-monetary considerations, with attorneys, legal representatives, and postal clients.
5. Ability to integrate specific facts and evidence obtained from investigations with primary and secondary law to determine the nature, cause, legal responsibility and potential value of complaints, and develop appropriate defense theories and case strategy.
6. Ability to serve as a representative of the Postal Service at EEO hearings and mediations.
7. Knowledge of EEOC and federal case law, statutes and regulations, as they relate to the analysis and resolution of complaints filed pursuant to Title VII, the Age Discrimination Act, the Rehabilitation Act, and the Equal Pay Act.
8. Knowledge of EEOC procedures to include basic legal terminology and principles.

POSITION DESCRIPTION
Under the supervision of the Residential Manager, the Behavioral Health Technician will perform designated non-clinical tasks that promote the overall health and well-being for both inpatient and outpatient clients. Provide exceptional direct and supportive services to include crisis management, assist with therapeutic activities and the facilitation of groups. These duties will be performed in a highly professional and enthusiastic manner in direct alignment with the mission, vision and values of Queen of Peace Center.
CORE FUNCTIONS

Assist clients in meeting goals as developed by the treatment team.
Provide continuous supervision of clients ensuring compliance with scheduled services
Complete intake, orientation, explain rules, complete introductions to encourage participation
Complete safety check of client's personal belongings
Maintain confidentiality as dictated by HIPAA
Monitor/Supervise client participation in assigned activities/requirements
Answer phones professionally
Document any and all concerns related to clients behavior in daily shift log and in Electronic Health Record and communicate to proper staff members
Maintain a clean and safe environment in addition to supervising chores
Monitor vital signs as required
Serve as a positive role model
Complete documentation of group logs and following safety and programmatic protocols
Adhere to medication policies and work collaboratively with nursing staff to ensure all medication protocols are followed and charted accurately and appropriately
Complete daily progress notes for each client within program guidelines
Facilitate assigned and scheduled groups as requested
Screen and monitor detoxification clients
Maintain licensure (LIMA, CPR, FA)

Examples of Duties
Assess patients for substance use disorders and evaluate to determine the most appropriate level of care and treatment support needed.
Make referrals, when determined appropriate and support patient access to treatment and needed services.
Provide substance use counseling and interventions either individually or in group sessions to promote recovery and good behavioral and mental health.
Develop and implement patient treatment plans based on clinical experience and knowledge.
Use a strengths-based and trauma-informed approach to work collaboratively with patients to support their treatment and recovery.

Minimum Qualifications
Graduation from an accredited college or university with aMasters Degree in Social Work or Counseling and a minimum of one year of related counseling experience or any equivalent combination of experience and post graduate training. Must possess a valid driver's license. Licensure by the State of Missourias a Licensed Clinical Social Worker (LCSW)or ProfessionalCounselor (LPC) must be obtained prior to completion of a six month probationary period. SELECTION AND APPOINTMENT: A selection committee will evaluate the qualifications of each applicant which will include recentness and appropriateness of the applicant's education and experience, answers to the supplemental questions, results of employment references investigated and any other appropriate information available. The selection committee will admit to the interview only those persons who possess the most job-related qualifications and may establish admittance criteria beyond the minimum qualifications stated above. The interview will comprise 100% of the applicant's earned grade. A candidate must earn a qualifying grade of 70 or more on the interview to be eligible for appointment. After initial interviews with the selected candidates are conducted, an email will be sent to the address on file with instructions on how to complete and submit a Conviction Questionnaire. Candidates have 3 days to complete the required questionnaire.
