The Washoe County Employees Association (WCEA) Non-Supervisory Collective Bargaining Agreement (CBA) covers the Mental Health Counselor II positions at Human Services Agency and the Sheriff's Office.
Juvenile Services falls under the direction of the District Court, and as such, Juvenile Services is not a part of Washoe County's merit personnel system, and Juvenile Services employees are not members of a bargaining unit. However, full-time or part-time permanent employment with the Department of Juvenile Services offers the same attractive benefit package and salary schedule as any other Washoe County Department.
Background checks will be conducted on selected applicants through the State of Nevada and the Federal Bureau of Investigation (FBI).
Per the Washoe County Background and Reference Checks Policy, new and rehired employees are required to submit to a fingerprint based background investigation. Effective January 1, 2025, the $39.00 fee associated with this background investigation will be paid by the employee (if applicable) and deducted automatically from the first paycheck. Employment is contingent upon the results of the background check, although a record of conviction will not necessarily bar an applicant from employment.
Additionally, Human Services Agency will run a background check via the Child Abuse and Neglect Registry and employees will be required to have a tuberculosis test. The cost of the test will be borne by the selected applicant(s).
Additionally, for positions with Juvenile Services, a CPR/First Aid certification is required at the time of appointment; after the interview, top candidates must pass a background investigation which includes:

Certain positions in the Sheriff's Office have access to criminal justice agency systems including NCIC and CJIS. As a DUI Counselor, you will provide education, counseling, and support services to individuals participating in court-mandated or DMV-referred Driving Under the Influence (DUI) programs. You will facilitate group and individual counseling sessions, maintain compliance with California Code of Regulations Title 9, and help clients meet the legal and behavioral health requirements necessary for program completion.
You'll play a key role in fostering accountability and recovery, helping participants understand the impact of substance use on driving safety and supporting behavior change through evidence-based interventions. This position provides optimal patient care by utilizing both professional mental health counseling skills and knowledge of community resources. Nature and Scope
This position provides services/intervention for patients and families referred to the Institute for Cancer; demonstrating the ability to work with patients' physical, cognitive, emotional and psychosocial needs specific to the population being served. This position provides psychosocial services to patients and families in an outpatient setting to lessen the stress experienced due to a cancer diagnosis and the treatment process, to enhance patient and family coping skills, and maximize patient outcomes. This position has the authority to make psychosocial assessments and involving patients and families; to make mental health recommendations and referrals; to initiate and follow through on referral plans; and to prioritize caseload needs. This position also participates in community outreach efforts, actively supports community agencies and foundations with cancer-related events, and is available for public speaking engagements as authorized by Administration. The social worker performs all clerical duties associated with the essential functions of this position.
The major challenges to this position is providing support to patients, families and staff in mentally and emotionally stressful situations, keeping abreast of relevant cutting edge developments, participating in continuing education to maintain a current knowledge base of social work practice, and demonstrating excellent time management skills to accommodate for varying caseloads. Other related duties may be required.
This position has the authority to review and evaluate each case; establish work priorities; and differentiate between services the hospital can provide and those services, which can be provided more appropriately by the community.
This position does provide patient care.

Leadership Coaching/Support Initiatives - work to ensure successful implementation of primary objectives through the facilitation of cross-functional meetings and internal department level meetings. Provide real-time coaching to clients, program leadership, sub-group chairs, meeting participants, and other stakeholders on ways to enhance group meetings and/or project/taskforce initiatives focused on the clearly defined meeting objectives that achieve desired results.
Follow-Up Deliverables - work to improve the contributions from meeting participants; coordinate meeting schedules; provide assistance with creation of agendas; facilitate meetings; distribute meeting minutes, and maintain task and issues logs.
Post-Event Hot Wash / After-Action Analysis / After Action Reports - after the session is over, a complete report describing everything that went on in group meetings and/or project/taskforce initiatives shall be prepared. An organized debrief post-meeting and provide post-meeting feedback session held to provide suggestions and improvements for future meetings. All action items agreed to by the participants are documented as part of this report.
Public Involvement And Communications - foster collaboration and communication through open, ongoing and effective maintenance of knowledge repositories to include correspondence, presentations, meeting summaries, work products, and responses to information requests by ensuring distribution of requested information.
Document Retention And Knowledge Repositories - live capture of meeting discussion/decisions in Microsoft word or excel is also expected. Maintain a library per established guidelines as a repository of related information co-located with the clients, program leadership, sub-group chairs, meeting participants, and other stakeholders as the official record required (i.e. Per Federal Advisory Committee Act - FACA) for an information repository.
Program/Recommendations Implementation - help participants reach decisions and accomplish goals. Help facilitate group meetings and/or project/taskforce initiatives, gain consensus, and manage the execution of action items, recommendations, and resolutions through counsel and support to clients, program leadership, sub-group chairs, meeting participants, and other stakeholders.
Qualifications
A Bachelor's Degree or a minimum of 3 years' experience in a similar position.
Knowledge of and experience running a multi-day in-person workshop.
Ability to foster collaboration and communication, lead coordination of meeting schedules, assist with the creation of agendas, facilitate group meetings and/or project/taskforce initiatives and distribute of meeting minutes are expected.
Ability to live capture of meeting discussion/decisions in Microsoft word or excel and able to summarize chunks of information for clarity and understanding.

This job requires the ability to identify issues related to professional and facility provider claims data including determining appropriateness of code submission, analysis of the claim rejection and the proper action to complete the retrospective claim review with the goal of proper and timely payment to provider and member satisfaction. The incumbent is responsible for the implementation of effective Payment Integrity strategies on a pre-payment and retrospective claims review basis. Review process includes a review of medical documentation, itemized bills, and claims data to assure appropriate level of payment and resource utilization. It is also used to identify issues which can be used for education of network providers, identification and resolution of quality issues and inappropriate claim submission. The incumbent is expected to utilize specialized skills and knowledge to achieve successful and measurable outcomes. Will monitor and analyze the delivery of health care services in accordance with claims submitted, and analyzes qualitative and quantitative data in developing strategies to improve provider performance and member satisfaction. Will be expected to identify potential discrepancies in provider billing practices and intervene for resolution and education or if necessary involve Special Investigation Unit or the Utilization Management area.
