Deep and broad experience in leading R&D and standardization of advanced wireless technologies, encompassing cellular, satellite communications and Bluetooth. Also experienced in augmented high precision GPS, secure mobile payments, device development and HF communications. Commercialized advanced wireless technologies and built intellectual property (IP) portfolios valued at over $ 60 M.

• Thought leader in the adaptation of terrestrial 5G standards for mobile satellite application.

• Managed large, complex development programs (budget of over $ 60 M) involving innovative wireless technologies.

• Early advocate and innovative developer of mobile satellite terminals with cost/size similar to terrestrial terminals based on adapting mainstream terrestrial air interfaces.

• Led, through outsourced development, construction of first commercial ground-based beamformer for a mobile satellite system.

• Developed new standards at 3GPP, TIA and ETSI. Represented company interests in many external forums.

• Incubated new Bluetooth Low Energy (BLE) applications for cashless parking payment, used via smartphone apps.

Scott has over 25 years of telecommunications and technology experience in strategy, business planning, pricing management, marketing, and business development. Prior to joining Ligado Networks, Scott was co-founder and partner at Alta Nova Group, a Virginia-based consulting firm advising clients on market analysis and strategy, business planning, and pricing management. He previously held executive marketing and strategy roles at Nextel Communications and Sprint. Scott started his career as a market development manager and business development analyst at MCI. Scott holds a B.A. in American History from Brandeis University and received an M.B.A. from New York University’s Stern School of Business.

Valerie Green is an EVP and Chief Legal Officer at Ligado Networks and is based in Reston, Virginia. She has worked as General Counsel at Corporation for National & Community Service, Associate at CRAVATH SWAINE & MOORE, and Special Assistant to the President at The White House. Valerie attended New York University School of Law between 1993 and 1996 and Barnard College between 1987 and 1991.

Ashley Durmer is a Chief Communications Officer & Head of Congressional Affairs at Ligado Networks and is based in Washington, D.C.. She has worked as Senior Vice President, Government Relations & Corporate Communications at Ligado Networks. Ashley studied at Sacred Heart University.
