Eric Kroier and Aaron Kroier had the pleasure of working on family law and civil litigation under Elton Jenkins Law, PLLC for a few years before we all decided to re-organize the practice. The goal was to allow the practice to flourish and grow and so, in March 2025, Kroier Law, PLLC was organized to begin practice once more in Norman, Oklahoma. JOB SUMMARY
This position is in the Land Use Division of the Office of the Municipal Counselor and reports to the Land Use Division Head. This position requires that the applicant be admitted to practice law in the State of Oklahoma and a member, or eligible for immediate admission to the United States District Court for the Western District of Oklahoma and the United States Courts of Appeals for the Tenth Circuit. An Assistant Municipal Counselor provides legal services and guidance to the City, its officers, and departments to ensure that all City operations are performed in a manner consistent with the requirements of federal, state and City laws and ordinances. Essential job functions include representing the City, its boards and commissions before Federal and State Courts, involving development services and land use matters including issues related to eminent domain, zoning appeals, Board of Adjustment and Planning Commission appeals, and other property related litigation. Litigation experience, including taking and defending depositions, issuing, and responding to discovery, drafting briefs and trial experience, is beneficial. Drafting ordinances, resolutions, contracts, including real estate documents such as purchase agreements and easements, legal opinions and memorandums, and other documents as required by boards, department heads, City administration and management for review by supervising attorneys and the Municipal Counselor. Attending meetings of boards and commissions in the capacity of legal advisor. WORKING CONDITIONS
Primarily inside in climate-controlled environment in office and court buildings.
Appearances and hearings in Oklahoma state and/or federal court, as necessary.

JOB SUMMARY
This position is located in the Utilities Division of the Office of the Municipal Counselor and reports to the Utilities Division Head. This division is responsible for representing the Utilities Department and the Oklahoma City Water Utilities Trust (“OCWUT”). ESSENTIAL FUNCTIONS
Handling legal issues and providing legal services and counsel to the City Council, City Departments, Trusts and their staff.
Assisting staff in drafting and revising permits, leases, contracts, ordinances, policies and procedures.
Handling and advising on legal questions related to municipal, public trust and City operations, management, and finance.
Attending meetings, hearings, and trials; performing legal research; writing memos, letters, and briefs; advising on compliance with applicable federal, state and local laws; and assisting staff in responding to Open Records requests.
The drafting and complex analysis of statutes, ordinances, resolutions, contracts, administrative service agreements and other documents as required, and to advise the Municipal Counselor, City Management and administration, and Boards of Trustees or the various public trusts of their effect on municipal operations.

WORKING CONDITIONS
Primarily inside in climate-controlled environment in office and court buildings.
Appearances and hearings in municipal, state and/or federal court, as necessary.
Subject to occasional local or out-of-town travel to attend meetings, conferences, seminars, etc.
Occasionally required to work hours beyond the normal scheduled work hours.
