Our practice groups have several openings for defense litigators with a variety of practice area experience, including specializations in: Employment, Complex Commercial, Construction, Healthcare, Professional Liability, Insurance Coverage and Bad Faith, Construction, Environmental, Product Liability, and General Liability. OPLA is the largest legal program in the Department of Homeland Security (DHS), employing over 1,700 attorneys nationwide. In addition to Headquarters in Washington, D.C., there are 24 OPLA Field Locations in more than 60 cities throughout the United States. Pursuant to statute, OPLA serves as the exclusive representative of DHS in removal proceedings before the Executive Office for Immigration Review litigating cases involving criminal aliens, terrorists, human rights violators, and other priority aliens. OPLA also provides a full range of legal services to all ICE programs and offices.
OPLA attorneys provide legal advice and prudential counsel to ICE personnel on their law enforcement authorities, legal liability under the Federal Tort Claims Act and Bivens v. Six Unknown Named Agents of Fed. Bureau of Narcotics, 403 U.S. 388 (1971), the Freedom of Information Act and Privacy Act, ethics, and a range of administrative law issues, such as contract, fiscal and employment law. OPLA attorneys represent the agency before the Merit Systems Protection Board, the Equal Employment Opportunity Commission, and the Contract Board of Appeals. OPLA attorneys support the Department of Justice in the prosecution of ICE cases and in the defense of civil cases against ICE.
The selected attorney will immediately be given significant responsibilities and will be expected to craft legally supportable policies to address the needs of agency operational components. The attorney will be expected to routinely provide timely legal opinions to ICE officers and agents, management, and leadership within OPLA, ICE, and DHS's Office of the General Counsel Headquarters. The selected attorney will be required to assess litigation risk and provide litigation support to the Department of Justice.
As a General Attorney, you will perform the following duties at the full performance level:
* Represent the United States Government in removal proceedings before immigration judges, frequently involving applicants for asylum or for other forms of relief under immigration laws;
* Provide expert legal counsel in the interpretation of highly complex immigration and customs laws including comprehensive and in-depth knowledge of statutory, regulatory and case authorities;
* Prepare cases for litigation by conducting legal research; prepare pleadings, motions, briefs, stipulations, affidavits, and other legal documents;
* Prepare witnesses for litigation; conduct direct examination and cross examination; present oral arguments advancing ICE's legal position; negotiate the disposition of cases with opposing counsel; and advise the Chief Counsel and/or Deputy Chief Counsel on cases potentially warranting deferred action or other exercise of prosecutorial discretion;
* Construct litigation reports for United States Attorney's Offices on civil matters pending in the federal courts involving ICE, and serve as liaison between Department of Justice's Office of Immigration Litigation and the local Enforcement and Removal Field Office on immigration matters pending in the Circuit Courts of Appeals;
* Provide legal advice and support to the other ICE components and litigation support to United States Attorney's Offices in immigration and/or customs matters. The position also involves appellate advocacy before the Board of Immigration Appeals, including the preparation of briefs and other pleadings.

Position Description:
The Attorney is responsible for conducting legal research and provide legal representation and advice to clients in government-related areas of expertise (e.g., oil and gas, public utility, and transportation, regulatory compliance, rulemaking, employment/labor, ethics, health and human services, or other areas of law as may be applicable). This position will be expected to work under minimal supervision with considerable latitude for the use of initiative and independent judgment in legal issues large in scope, complexity, and activity.
Position Responsibilities/Essential Functions:
* Analyzes complex factual and legal issues and prepares legal opinions, memorandums of fact and law and other legal documents.
* Evaluates complex legal issues and provides advice, counsel and assistance regarding legal matters.
* Assist the various program areas of the agency in the negotiation process and the official drafting of contract documents.
* Reviews existing contracts, providing legal advice and counsel regarding the terms and conditions.
* Conducts or assists in the enforcement of agency rules, including action taken against licensees when in violation of agency rules.
* Advises agency directors, managers, and other relevant staff on administrative, and operational rules, laws, and procedures to include but not limited to agency policy, federal and state laws, Attorney General opinions and other regulatory mandates required for the agency to conduct business.
* Advises on questions of law or administrative policy involved in the operation of the agency and its contacts with industry, private or professional associations, state, federal, or local government, and the general public.
* Mentors or oversees lower-level staff and projects within an assigned area in an effective and professional manner, reviews and provides guidance on cases including cases involving litigation; may recommend or provide training, guidance, motivation, and support of staff.
* Being present at the office is an essential function of the job.

Minimum Qualifications:
Education and Experience requirements at this level consists of a Juris Doctor degree from an accredited law school, a license to practice law in State of Oklahoma, membership in Oklahoma Bar Association, and five or more years of legal experience
An applicant may substitute up to two years of health law experience, litigation experience, and large entity in-house experience to meet the required experience. Additionally, experience may be substituted by demonstrating the following:
* Executable specialized knowledge or experience applicable to the job duties or ongoing needs of the division.
* The ability to work independently through completing job duties or projects with minimal oversight or direction
* The ability to prioritize tasks based on client need or operational importance.
* Consistent quality work-product and timely client-communication; and
* The ability to meet agency and division-specific expectations regarding reporting, time entry, absences or leave.
Preferred Qualifications:
Experience in administrative law, litigation, and/or other areas of law involved in the operations of a government agency preferred.
Knowledge of the Oklahoma Central Purchasing Act and experience with negotiating state and federal contract provisions is preferred.

Physical Demands and Work Environment:
Work is typically performed in an office setting with climate-controlled settings and exposure to moderate noise levels. While performing the duties of the job, employees are required to talk, stand, walk, and reach with hands and arms. His position requires long periods of sitting and daily use of computers and phones. Employees must be willing to complete all job-related travel associated with this position. Being present at the office is an essential function of the job.

Your Job Description

Position Summary:
VASU is responsible for, among other things, providing direct services, resources, and referrals to victims of crime; ensuring grant awards administered by the OAG are property expended; certifying and monitoring domestic violence/sexual assault programs and batterers intervention programs; and facilitating trainings for law enforcement agencies, certified programs, and other stakeholders to help better assist victims. VASU's Assistant Attorney General provides counsel to the unit's Director and its staff.
Essential Functions:
* Ensure all legal requirements of VASU's programs and other responsibilities and tasks are met.
* Review and provide guidance to the OAG on administrative rules, legislation, and proposed bills for impacts on VASU and/or victims.
* Attend all required meetings and provide updates on VASU's activities as needed and as appropriate.
* Ensure all Open Meetings Act requirements are satisfied for meetings conducted by VASU.
* Prepare and submit weekly reports on VASU's activities and other important updates.
* Review all VASU contracts, make any required amendments, and submit for leadership execution.
* Conduct legal research to assist with the administration of VASU's programs or as otherwise needed.
* Draft memorandums and correspondence as needed for VASU matters.
* Review and edit reports or other publications drafted by the unit.
* Review and update internal VASU policies as necessary and in consultation with VASU's Director.
* Assist with training and outreach efforts offered by the unit.
* Make enforcement recommendations against certified programs in violation of standards and criteria or grant recipients misusing awarded funds.
* File administrative actions against certified programs when required.
* Advise the OAG on issues affecting or related to VASU and/or victims.
* Other duties as assigned.
Required Qualifications:
Applicants must be, or be eligible to become, licensed attorneys in the State of Oklahoma. Strong writing, research, and oral advocacy skills are required. Preference will be given to candidates with experience in victim services.
