Responsibilities
Government and Commercial contractsmanagement, throughout the contract lifecycle, including:

Leading the proposal cost volume preparation, compliance, rate negotiations, profitability analyses, risk mitigation, subcontract management, purchasing, and contract closeouts.

Support audits of Company systems, processes, and schedules, as required.

Required skills and qualifications
Bachelor's degree is required; Master's degree and/or professional certification is preferred.

MUST have a Top Secret/SCI Clearance to be considered for this role.

Position Summary
Reporting to the Director of Global Sourcing, the Strategic Sourcing Manager will be responsible for managing our global supplier relationships, total overall spend, and strategic procurement for the supply categories they manage as well as their financial and operational performance. The role's responsibilities will cover the entire sourcing and procurement process, including strategy development and execution, risk management, supplier identification and selection, negotiation, order management, invoice resolution, reporting, and budget forecasting. The Strategic Sourcing Manager will also work closely with Mini-Circuits' Engineering, Quality, and NPI teams to enhance our global product generation process to ensure we incorporate our strategic supplier partnerships in our new product innovation process.

Job Function
Develop and lead the implementation of global strategic sourcing and risk mitigation strategies for the supply categories managed.
Align strategies to Mini-Circuits overall business strategy and new product growth initiatives.
Build and manage relationships with key internal stakeholders across Mini-Circuits sites to ensure successful execution and alignment of sourcing / risk strategies and ongoing supplier activities.

Proactively communicate and collaborate with internal engineering, quality, supply chain, manufacturing, and product development teams on supply chain related statuses, priorities, and issue resolution.
Continuously evaluate supplier category markets to evaluate new suppliers, report on market conditions, understand trends related to cost drivers and global pricing, to ensure our strategic sourcing competitiveness.
Maintain clear, effective, timely, and regular communication at all levels within the company.
Define, develop, and implement regular and detailed reporting to management as required.
Rapidly synthesize and communicate potential supply issues to senior leaders and relevant stakeholders while proactively identifying and acting upon mitigation and/or resolution activities to eliminate or minimize any adverse impact to material flow.
In collaboration with Product Development and QA, align all specification and documentation between Mini-Circuits and our strategic suppliers.
Supervisory Responsibilities
As an experienced Sourcing professional, the Strategic Sourcing Manager will be looked at as an expert in the department to help provide guidance and direction to less experienced buyers.

Guided by company policies and procedures, the Manager is a functional expert who coordinates team priorities, troubleshoots operational challenges, and collaborates across departments to deliver compliant, efficient, and cost-effective contractual solutions. This position will require an experienced and analytical, contractsmanagement professional with responsibility for the following:
Oversee and contribute to the execution of Non-Disclosure, Teaming & Subcontract Agreements as well as the contribute to the development of associated proposals across multiple stakeholders and program requirements in line with Peraton's Service Delivery Descriptions (SDDs), achieving enterprise service level agreements (SLAs).
Provide oversight and coaching to a team of contracts administrators to ensure accurate and compliant negotiations, reviews, and finalization of NDAs, TAs, and subcontracts across multiple stakeholders and program requirements.
Oversee and conduct Restricted Party reviews, organizational conflict of interest (OCI) vetting, and compliance checks to ensure all agreements meet regulatory and strategic requirements.
Support the maintenance of procedures to ensure compliance with company policies and additional contractual and/or reporting requirements. Reviews and resolves issues affecting company compliance and ensures satisfaction with legal requirements, Company, and customer objectives by working closely with Sr. Leadership on such complex issues.
Monitor and analyze performance metrics against SDD standards, including quality, efficiency, compliance, and speed of delivery in support of strategic and business optimization initiatives.
Leverage AI-enable solutions to gather business intelligence respective to agreements to ensure consistency in redlining, alternative language, and contract terms to maintain consolidated strategic alignment for Peraton.
Ensures assigned contracts/subcontracts achieves optimal operational performance by adhering to contract policies, procedures, methods, operating practices, and working in partnership with the business leaders to drive performance standards for contractual programs to culminate in excellent CPARs/performance reviews.
Duties may include management and administration of company contracts, including contract negotiations, to achieve company annual operating plan. Advises management of contractual rights and obligations, identifying risk areas and mitigation strategies, and provides interpretation of terms and conditions including providing closeout support.
Facilitate training for team members, stakeholder groups, and internal customers to ensure awareness and compliance with contractual procedures and reporting requirements. Assist in delivering and reinforcing training on the use of collaborative tools that are leveraged for various agreements intake, data and document storage and reporting.
Qualifications
At least 10 years of relevant work experience in federal government contracting. Candidates must also have at least 3 years of managing team members. Prefer candidates experienced working in matrixed environments.
An in-depth knowledge about federal government contracting, to include federal acquisition process and regulations. Experience managing a variety of contract types.
Ability to proactively identify risks and opportunities within operational processes and take decisive action to resolve issues.
Business acumen with ability to think critically and develop creative and practical solutions.
In-depth knowledge on developing organizational conflict of interest mitigation plans and teaming agreements.

Target Salary Range $104,000 - $166,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual's experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. About the Role:
As a contract administrator in the Contracts department, you will collaborate with team members to support all aspects of state and federal contracts and subcontracts for the organization. Job Description
MHI Ship Repair & Services is a major marine repair and conversion contractor serving the U.S. Navy, Military Sealift Command, Maritime Administration and Commercial ship owners and operators worldwide.
The Contract Administrator for MHI is responsible for all aspects of contract administration to include adherence to performance, schedule and cost including contract change pricing and interpreting contract language. This position handles multiple complex contracts at one time, including negotiations and disputes.
ESSENTIAL FUNCTIONS
Conducts initial contract review for acceptance of proposed/negotiated price, schedule, and other terms and conditions.
Monitors contract performance to delivery schedules and other terms and conditions.
Works with other company departments to ensure contract compliance across all functional areas to include interpreting contract language and meaning for production crafts.
Serves as the primary point of contact with our customers, meets with them to discuss progress, quality, costs, or other contractual performance and adherence issues and presents company's position in contract negotiations and disputes.
Reviews contract modifications for accuracy and completeness.
For cost type contracts, interfaces with Estimating and Planning as necessary for submittal and negotiation of work packages, prepares and submits Cost Schedule Status Reports and Cost Schedule Funding Reports. Reviews cost performance and submits Variance Reports when necessary. Notifies customer of Limitation of Costs at 75% point.
Gathers pricing data and prepares contract change pricing, submits to the customer and negotiates the change pricing.
Chairs weekly financial status meeting with the Government.
MINIMUM QUALIFICATIONS
Bachelor's degree in business administration or accounting or an equivalent combination of education and experience.
At least three years of federal government contracting experience to include knowledge of FAR/DFARS.
Good organizational skills.
Strong analytical abilities and quantitative skills. Must be capable of performing detail-oriented work.
