Serco is seeking a Program Manager Representative (PMR) to coordinate and implement the pre-planning and execution of NAVSEA ship modernization. This includes identification and integration of alteration work packages, repair work, work specifications, design requirements, alteration material requirements and identification of all required Integrated Logistics Support (ILS). The PMR coordinates work efforts with Regional Maintenance Centers, government installation team sponsors, Ships Force, ISEA tech codes, shipyard contractors and Planning Yard On-Site reps to ensure technical accuracy of all ship alteration data.
You will be a part of a large maintenance team that works closely with our customer and other Serco teams to deliver quality systems on time and on budget. Matt Weber is the senior manager for the team; he possesses many years of experience supporting shipyard modernization and is a Navy veteran. This team has been recognized by the Navy and the industry for their outstanding contributions to the contract and program.
The PMR is responsible for execution of the Modernization work package and adherence to the Entitled Process production milestones. You will work with the responsible shipyard to understand and identify all jobs that have been accomplished and planned dates for production completion. You then report to NAVSEA 21 the status of work and financial expenditures.
In this role, you will:
+ Monitor and report (a) MSR and AIT adherence to production and test milestone schedules, (b) financial monitoring and reporting of CNO availability, (c) MSR and/or AIT issues and deconflict with responsible shipyard and sponsoring government agency and, (d) overall condition of ship during the CNO Availability.
+ Collect, develop, and analyze complex specialized information on modernization production. Serve as a technical advisor to coordinate (via conferences, meetings, correspondence, etc.), the work of many organizations engaged in various equipment-related functions such as supply support, maintenance, and repair. Provide technical data necessary to establish deadlines and phase programs in and out, and to resolve wide-ranging sensitive or potentially difficult issues.
+ Assist in the coordination of visits to ships and Navy organizations, contractor plants, etc., to evaluate NAVSEA or TYCOM SHIPALTs, Program or Fleet SCDs, and equipment-level alteration installations.
+ Review and approve NAVSEA related Condition Found Reports (CFRs) for cost, production, and testing schedule impacts. Interface with Planning Yard On-Site Representatives to review/approve design changes or growth work. Negotiate costs with responsible NSA and assigned MSR. Identify changes, track, and report all growth and new work sequences to NAVSEA 21 and responsible shipyard.
+ Coordinate all testing efforts with responsible shipyard and applicable Navy sponsoring commands. Schedule is determined by the Entitled Process Milestones and milestone dates set forth by the shipyard and ship. Ensure required delays or testing milestone changes are quickly and effectively communicated to all stakeholders.
+ Participate in Lessons Learned conferences and other post-installation meetings. Post-install meetings include reviewing red-lined design drawings and capturing any design changes made via the LAR/RLAR process during installations.
+ Demonstrate superior writing and presentation skills to develop briefings, documents, papers, conceptual, and analytical reports for clients.
+ Maintain and comply with security procedures in the performance of duties.
+ Provide direction, training, and assistance to other PMR support as an expert in a particular field of endeavor as applicable.
+ Perform additional duties and responsibilities as assigned by the lead Program Manager Representative.
To be successful in this role, you will have:
+ An Active DoD Govt Issued Secret Clearance
+ A Bachelor's degree plus 6 years directly relevant work experience
+ In some cases, educational requirements may be adjusted or waived for more than 10 years applicable work experience.
+ Up too 10% travel

This position provides direct modernization, sustainment planning, and financial execution support for the LPD 17 ship class. This position works on behalf of NAVSEA Class Managers to coordinate lifecycle modernization, manage installation schedules, support budget planning, and ensure alignment of technical and financial requirements for Fleet readiness. The Analyst oversees coordination across Navy stakeholders, technical authorities, cost modeling teams, and modernization databases to support planning, programming, budgeting, and installation execution.
**In this role, you will:**
+ Support Class Managers in planning and scheduling modernization and sustainment alterations across the LPD platform.
+ Synchronize modernization technical planning with funding lines (OMN, OPN) to ensure executable installation packages.
+ Track, validate, and prioritize financial requirements across CLINs supporting alteration design, engineering, and installation (e.g., CLIN 2/4 DSA Production and Engineering Support).
+ Manage execution reporting, late-add funding requests, and delta funding associated with technical maturity or emergent Fleet requirements.
+ Develop and maintain installation planning artifacts (Fielding Plan, Poker Chip, APS) to ensure scheduling and funding readiness.
+ Conduct risk assessments related to cost, schedule, and technical maturity; recommend mitigation strategies to leadership.
+ Maintain and validate modernization data within NDE and the Navy Modernization Process (NMP) to ensure alignment with planned budgets and technical baselines.
+ Support Cost Model teams in budgeting efforts including POM, PB, DON submissions, and Final Snapshot Summary (FSS) updates.
+ Prepare executive-level briefs, reports, and Microsoft Office deliverables summarizing modernization cost, schedule, and capability impacts.
**Financial & Program Accountability**
+ Supports planning and oversight of multi-million-dollar annual modernization and sustainment budgets for LPD lifecycle execution.
+ Analyzes cost impacts of schedule deferrals, late technical changes, and installation growth.
+ Validates cost realism and funding sufficiency of modernization packages before authorization.
+ Provide a lead role in providing direct support to the LPD Class Ship Manager for the complete life cycle (Availability) of each modernization period at ship level. This will involve working with other members of the SPM support team and ensuring accuracy and consistency in government deliverables.
+ Ensure LPD Class maintenance and modernization alterations are properly planned and scheduled, fully developed to maturity, and authorized for installation for each Availability in accordance with applicable fielding plans.
+ Assist in preparing or coordinating the preparation of Microsoft Office based products.
+ Collaborate with stakeholders regarding technical, logistics, and other fleet issues and coordinate resolution of these issues.
+ Attend meetings, draft written reports, and provide recommendations.
+ Perform additional duties and responsibilities as assigned by the Ship Manager.
**To be successful in this role, you will have:**
+ An Active U.S. Government DoD Issued Secret Clearance
+ Bachelor's degree with minimum 5 years of relevant work experience

In this role, you will:
+ Monitor and report (a) MSR and AIT adherence to production and test milestone schedules, (b) financial monitoring and reporting of CNO availability, (c) MSR and/or AIT issues and deconflict with responsible shipyard and sponsoring government agency and, (d) overall condition of ship during the CNO Availability.
+ Collect, develop, and analyze complex specialized information on modernization production. Serve as a technical advisor to coordinate (via conferences, meetings, correspondence, etc.), the work of many organizations engaged in various equipment-related functions such as supply support, maintenance, and repair. Provide technical data necessary to establish deadlines and phase programs in and out, and to resolve wide-ranging sensitive or potentially difficult issues.
+ Assist in the coordination of visits to ships and Navy organizations, contractor plants, etc., to evaluate NAVSEA or TYCOM SHIPALTs, Program or Fleet SCDs, and equipment-level alteration installations.
+ Review and approve NAVSEA related Condition Found Reports (CFRs) for cost, production, and testing schedule impacts. Interface with Planning Yard On-Site Representatives to review/approve design changes or growth work. Negotiate costs with responsible NSA and assigned MSR. Identify changes, track, and report all growth and new work sequences to NAVSEA 21 and responsible shipyard.
+ Coordinate all testing efforts with responsible shipyard and applicable Navy sponsoring commands. Schedule is determined by the Entitled Process Milestones and milestone dates set forth by the shipyard and ship. Ensure required delays or testing milestone changes are quickly and effectively communicated to all stakeholders.
+ Participate in Lessons Learned conferences and other post-installation meetings. Post-install meetings include reviewing red-lined design drawings and capturing any design changes made via the LAR/RLAR process during installations.
+ Demonstrate superior writing and presentation skills to develop briefings, documents, papers, conceptual, and analytical reports for clients.
+ Maintain and comply with security procedures in the performance of duties.
+ Provide direction, training, and assistance to other PMR support as an expert in a particular field of endeavor as applicable.

Position Summary
Trideum is seeking a highly experienced Operational Testing (OT) Senior Military Analyst to lead capability development for the Advancing Operational Test Infrastructure (AOTI) program in support of the U.S. Army Operational Test Command (OTC). This role shapes next-generation digital tools, workflows, and systems that modernize how the Army plans, executes, and assesses operational testing in Multi-Domain Operations (MDO) environments.
The ideal candidate blends deep Operational Test & Evaluation (OT&E) experience with systems engineering, software integration, and the ability to conceptualize innovative solutions that directly support Soldier-focused test outcomes. This position will work from Trideums office in Killeen, TX with occasional remote work as the project allows. This position may require travel up to 25% of the time.
What Youll Do
* Lead and contribute to systems engineering efforts ensuring AOTI capabilities support operational test workflows, data lineage, and evaluation needs.
* Derive, refine, and trace requirements aligned to user needs, mission threads, and operational scenarios.
* Partner with UX researchers, SE&I staff, and developers to translate operational needs into actionable system concepts.
* Assess existing OT requirements and recommend refinements based on doctrine, processes, and emerging Army modernization needs.
* Provide OT&E training, mentorship, and SME support to product owners and development teams.
* Support MBSE activitiesincluding model development, architecture definition, and digital traceability.
* Coordinate with program leadership to prioritize technical objectives, schedule alignment, and roadmap execution.
* Participate in agile scrum ceremonies, backlog refinement, story estimation, and daily workflow reporting.
* Manage system interface requirements and support data architecture alignment with Live, Virtual, and Constructive Distributed Live, Virtual, & Constructive (D-LVC) processes.
Requirements and Qualifications:
* Bachelors degree in Systems Engineering, Aerospace, Aviation, Computer Science, Operations Research, or related technical discipline.
* Minimum 10 years experience in DoD Operational Test and Evaluation.
* Experience with LVC or MDO test/training environments.

As a Geospatial Analyst Deployer, you will use satellite imagery, terrain data, and other geospatial sources to create timely maps, graphics, and analytical products that directly support operational planning, targeting, and situational awareness. Requirements:
Active TS/SCI clearance with willingness to undergo a CI Polygraph exam upon hire

Experience applying Activity Based Intelligence and Pattern of Life analysis to identify behaviors, detect change, and inform operational decision making
Experience supporting counterterrorism, counter narcotics, or counter threat finance missions
Proficiency with GEOINT tools and software (e.g., ArcGIS, RemoteView, SocetGXP, QT Modeler, IEC) and a strong foundation in GIS, digital cartography, imagery analysis, remote sensing, and geospatial production techniques
Knowledge of programming or scripting languages (e.g., Python, SQL, JavaScript) to automate workflows or enhance geospatial analysis
Experience conducting Helicopter Landing Zone (HLZ), Slope, Line of Sight, or Viewshed analysis to support operational planning and mission execution
Willingness and ability to deploy from 2 to 6 months at a time in CONUS and OCONUS Combatant Command Areas of Responsibility (AORs)
