* Manages a caseload of clients; conducts assessments and case studies to evaluate social service needs; develops and carries out service plans according to client initial and ongoing needs.
* Assesses reports of suspected child abuse; conducts investigations related to allegations of child abuse including interviews and home visits to determine if abuse, neglect, or exploitation has occurred and/or evaluate risk for same, often under critical time constraints and stressful conditions.
* Screens and interviews clients and client families in their homes, in the office, over the phone, and in other field locations to assess the basic social, physical, and mental needs of clients and obtain health information in order to identify and provide social services.
* Conducts home visits in connection with casework assignments.
* Assess suitability of living conditions and capabilities of parents and/or caretakers.
* Evaluates the presence and level or risk to the client.
* Make decisions to remove the client from unsuitable living conditions according to legal guidelines and restrictions.
* Plans, arranges and supervises parent/child visitation at Agency office or other off-site locations.
* Transport children to protective facilities, to court, and/or visitation and other appointments as needed.

* Responds to after-hours emergency calls related to child welfare, abuse, neglect, or other urgent casework associated with safety and well-being of minor clientele.
* Refers complex cases requiring a higher level of care and/or specialized services to appropriate staff.
* Composes and prepares a variety of program related documentation including case notes and dictation, correspondence, documents, reports, and statistical data.
* Prepares court reports and associated legal documents.
* Testify in court and assist attorneys in the preparation of court actions.
* Coordinating service of subpoenas and responding to inquiries regarding court actions.
* Evaluates compliance with court orders.
* Evaluates the suitability of adoption placements.
* Administers and processes court-ordered drug tests.
* Maintains accurate and detailed records, files, and databases related to case actions and client interactions; inputs and updates information into electronic case management systems; maintain confidential client documentation.
* Attends and participates in a variety of meetings, case conferences, joint team meetings, in-service trainings, and other staff development activities.
* Assist law enforcement during investigations.
* Establish and maintain professional working relationships with community service providers.
* Provides training to subordinate and less experienced staff and volunteers as assigned.
* Performs other related duties as assigned.

Education:

Licenses:

Qualify for security clearance through a background investigation and fingerprint check. Ability to work 24-hour stand-by/on-call assignments and after-hours rotational assignments. BASIC FUNCTION: Under joint administrative and clinical supervision, the ERMHS SocialWorker provides a full range of mental health services to designated students with special education services. The ERMHS SocialWorker provides services in the District's Special Education programs to students diagnosed with mental health disorders.
REPRESENTATIVE DUTIES: Incumbent may perform any combination of the essential functions shown below. This position description is not intended to be an exhaustive list of all duties, knowledge, or abilities associated with this classification, but are intended to accurately reflect the principal job elements.
ESSENTIAL FUNCTIONS:
Perform ERMHS social work services for a caseload of students at various school sites, and/or in an assigned Counseling Enriched Special Day Classroom on site, and in the field.
Develop a therapeutic milieu that is based on understanding the effects of human feelings, conflicts, and trauma on students' learning ability and behavior if working in a Counseling Enriched Special Day Classroom; collaborate with the team to develop and implement a positive behavior management/intervention system to improve student functioning and academic success.
Conduct initial assessments and evaluations of students' mental health, behavioral, social and emotional problems and needs per Federal Special Education, Medi-Cal, and Board of Behavioral Sciences (BBS) requirements. Develop individualized mental health treatment plans that meet standards of clinical and ethical practice, referencing ERMHS and Individualized Education Program (IEP) goals and objectives. Maintain confidential client records per Health Insurance Portability and Accountability Act (HIPAA) regulations.
Diagnose mental health conditions using the Diagnostic and Statistical Manual of Mental Disorders (DSM V) under the supervision of a Licensed Clinical SocialWorker (LCSW).
Complete daily progress notes and submit into the county- and district-adopted tracking and billing system for Medi-Cal billing. Bill for clinical services provided under Medi-Cal contract with Alameda County Behavioral Health Care Services.
Participate on the Individualized Education Program team and prepare IEP documentation as required. Along with the IEP case manager, develop social-emotional goals and objectives and positive behavior intervention plans for each student that are consistent with his/her individualized mental health treatment plan and Alameda County mental health goals, and report progress on those goals at intervals designated within the IEP.
Collaborate with staff to develop an appropriate level of support and plan for each student. Provide consultation to personnel about mental health diagnoses, social-emotional needs and behavioral interventions.
Facilitate individual, group, and milieu therapy services under the supervision of a LCSW. Provide case management, family intervention, support, and education.
Make referrals to appropriate outside agencies. Collaborate with outside agency providers, such as psychiatrists, psychologists, probation officers, and the Department of Social Services.
Provide clinical crisis intervention services.
Provide education and support to families about mental health diagnoses, social-emotional functioning and behavioral interventions.
Provide education, counseling, and case management services to support compliance with psychotropic medication prescriptions and on-going evaluation by the psychiatrist.
Participate in monthly Peer Review/Quality Assurance meetings per Medi-Cal and BBS requirements.
Prepare mental health charts for required six-month Clinical Quality Review per Medi-Cal and Alameda County Mental Health contract requirements.
Complete and submit appropriate reports and referrals when necessary, to Alameda County Mental Health, medication evaluations, and reports to the juvenile justice system, Department of Rehabilitation, Social Security/Disability and Transition Services.

The Child and Family Specialist (CFS) provides skills-based services to children and adolescents within our community-based programs aimed at improving anger management, social, communication, and/or daily living skills. The CFS actively engages clients in planned activities, community outings, social settings, and interpersonal interactions designed to practice these skills, problem-solve areas of challenge, and identify solutions towards improved overall functioning.
JOB DUTIES:
Meets face-to-face with each assigned client to provide Mental Health Rehabilitation services that are individualized and within the scope of practice
Develops, organizes, leads, and engages clients in activity-based opportunities to develop, practice, and apply effective anger management, social, communication, and daily living skills
Engages family members/caregivers/identified support persons in regular collateral contacts/sessions/CFT meetings
May provide Targeted Case Management services to link clients to community resources
Works collaboratively with the client, family, therapist, treatment team members, identified DCFS and/or Department of Probation personnel, school staff, and all other inter and intra-agency personnel
Attends and participates in regularly scheduled Child and Family Team (CFT) Meetings and contributes to Treatment Team Meetings (TTM) in an effort to coordinate the client's services and care with treatment team members
Completes all documentation in accordance with deadlines and performance standards established by Policy and Procedures and/or the Director of Mental Health
Attends individual and/or group supervision
PHYSICAL REQUIREMENTS:
In the course of performing this job, the incumbent typically spends time standing, walking on sloped/hilly areas of campus, carrying, driving, lifting (up to 40 pounds), listening, speaking, reaching, writing, and participating in restraint procedures.
Qualifications
QUALIFICATIONS:
Master's of Arts/Science (M.A./M.S.) Degree in Psychology, Social Work, Counseling or related field plus two (2) years of experience in a mental health setting as a specialist in the fields of physical restoration, social adjustment, or vocational adjustment OR
Bachelor's of Arts/Science (B.A./B.S.) Degree in Psychology, Social Work, Counseling or related field plus four (4) years of experience in a mental health setting as a specialist in the fields of physical restoration, social adjustment, or vocational adjustment OR
Associates of Applied Science's Degree (A.A.) plus six (6) years of experience in a mental health setting as a specialist in the fields of physical restoration, social adjustment, or vocational adjustment required.
Experience working high-risk children, adolescents, adults and/or families within the, Mental Health, Educational, Child Welfare and/or Juvenile Probation systems required.
Availability to be on-call for crisis related services required.
Bi-lingual/Bi-literate in Spanish highly preferred.
Valid California Driver's License and proof of Auto Insurance required.
Must fulfill all requirements of employment, including clearance of all required background records (e.g. Department of Justice, Child Abuse, California Community Care Licensing, County Sanction List, etc.), professional reference checks, physical examination, and drug testing.

Certificated Field Experience/SocialWorker Intern
As of January 1, 2025: In accordance with Education Code section 44939.5, you are required by law to provide a complete list of every school district, county office of education, charter school and/or state special school that you have previously been employed no matter the length of service. We currently have Board approval for up to $2,000 per semester for SocialWorker interns. Once the budgeted cap has been reached, the District will still support unpaid internships for qualified candidates based on site need and capacity.
For paid internships, the candidate will receive funds at the end of the semester to ensure services were provided throughout.
The process to become a school counseling intern with our District includes:
Candidates submit an application.
Pending need, candidates may be contacted by a Human Resources representative or site administrator.
If a mutual fit between a candidate and CUHSD has been confirmed with the Principal, the Human Resources department will confirm that there is an active Memorandum of Understanding (MOU) with the candidate's program.
If there is an active MOU, the candidate will be sent a packet to get cleared for service as a SocialWorker Intern.
If there is NOT an active MOU, a Human Resources representative will initiate the process with the candidate's Field Placement Coordinator. This process includes reviewing and confirming terms of the agreement, followed by Board approval, and formally signing the agreement.
Once the candidate has been cleared, the site administrator lead will be notified and details finalized.
