The Talent Acquisition Specialist is responsible for all facets of the recruitment process from sourcing through onboarding. Responsibilities Actively source and recruit candidates using databases and recruiting portals Screen applicants by using structured, position-specific questions created for the interview and customized in conjunction with management to obtain all requirements of the position Identifies, develops, and maintains a network of contacts to help identify and source qualified candidates including the use of job boards, news publications, the Employment Development Department, schools, alumni groups, public organizations, and transit websites Coordinates and participates in job fairs at various local colleges, sets up displays, responds to candidate questions; prepares materials for presentations as necessary, regarding the benefits of LBT as an employer Develops and updates s and job specifications to perform job and task analysis Develops and coordinates internal job posting program, identification of posting locations and posting frequency; composes job postings for positions at all levels within the organization Extend job offers and negotiate terms with candidates. Stay informed about industry trends and innovative recruiting techniques. Ensures appropriate, required employment documents are prepared, signed, properly executed, and maintained for future reference and legal compliance, e.g., background check information, medical certification, Department of Motor Vehicle records, I-9 documentation, etc. Maintains recruitment database and recruitment data utilizing current applicant tracking system software or hard-copy records for high-volume recruitments not yet transitioned to electronic format Initiates, develops and proposes process and procedure changes applicable to recruiting to enhance the effectiveness of operations, such as personnel requisition, applicant workflow, and onboarding Performs other duties within the scope and complexity of the position as may be assigned Ability to build and maintain relationships with candidates and hiring managers. This includes effectively managing candidate and stakeholder expectations throughout the recruitment process. WHAT YOU'LL DO: * Contribute to the preparation of the City's mid-year and annual budget and assist in the year-end budget to actual variance analysis * Conduct comprehensive financial analyses, including development of recommendations for budget adjustments as necessary * Assist in reviewing data and research related to Council agenda staff reports * Analyze departmental and citywide budgets for compliance with financial guidelines and City Policies and Procedures * Gather and analyze data on existing programs; perform complex statistical analysis, conduct surveys and prepare proposals, including financial policy and procedure requirements * Participate in ongoing budget software maintenance, proposal, and reporting setup for applicable budget cycle * Perform other duties of a similar nature and level as assigned Payroll/Classification Title: Administrative Services Analyst SUPERVISION EXERCISED / SUPERVISION RECEIVED: incumbents may serve as a lead worker, assigning work and monitoring work completion. Receives general supervision and is expected to prioritize work to meet deadlines and to keep the supervisor informed of issues that would impact achievement of a deadline, organizational policy or procedure or in consideration of risk management. DISTINGUISHING CHARACTERISTICS: This classification is distinguished from the Administrative Services Coordinator/Support Supervisor in that it performs professional financial, managerial and/or operational analysis work and/or provides professional program analysis, evaluation and administration. WORK SCHEDULE: The normal work week is Monday through Thursday 8:00am to 6:00pm and alternating Fridays 8:00am to 5:00pm. Depending on the work assignment staff may be assigned to a shift that is outside the standard work hours. In addition, this position may be required to be available to work additional hours in response to peaks in workloads and changes in department needs. The standard work environment varies depending on assignment but is typically either primarily in an office setting or out in the field. The City does not offer hybrid or remote work. (This class specification represents only the core areas of responsibilities; specific position assignments will vary depending on the needs of the Department.) * Performs professional financial, managerial and/or operational analysis work and/or provides program coordination and administration of assigned area. * Responds to inquiries from internal and external customers; conducts research, audits and/or assessments; provides information, guidance and materials in support of designated programs; troubleshoots issues and resolves problems; and, provides project staff support, liaison services and/or general oversight to designated committees, external stakeholders or project teams. Monitors and ensures compliance with policy, procedures, standards and/or regulations. * Gathers information, analyzes data, identifies requirements and trends, and presents findings; prepares, updates and maintains records, reports, presentations, marketing materials and databases; provides recommendations and implements solutions in support of assigned area. * Provides analytical support and coordination of special projects, as assigned. * Performs other duties of a similar nature and level as assigned. Positions assigned to management analysis/program administration may be responsible for: * Performing management analysis and policy support; * Developing, designing, coordinating and implementing programs; * Managing projects; * Conduct financial analyses; * Administering contracts; * Preparing agenda items for City council and other boards and commissions; * Compiling and analyzing data; * Preparing complex reports; * Representing the city in professional meetings and/or with other agencies; * Writing grant applications; * Conducting surveys; * Recommending policies and procedures; * Participating in the design of new and revised programs, systems, procedures and methods of operations; * Coordinating and reviewing transactions; * Planning and coordinating safety programs and emergency plans; * Performing injury/accident investigations. The following are the minimum qualifications necessary for entry into the classification: EDUCATION AND EXPERIENCE: * Bachelor's degree in business administration, finance, accounting or a related field, and two (2) years paraprofessional-level experience comparable to an Administrative Services Coordinator/Support Supervisor or Administrative Services Specialist, Senior with the City of Oxnard in area of assignment. Employees are required to participate in the City's direct deposit plan and are paid on a bi-weekly basis. This position requires a 12 month probationary period.
