Accounting Technician Job in Campbell, CA
Under general direction, performs complex and technical paraprofessional payroll responsibilities with a high degree of independence; prepares, reviews, verifies and processes payroll records requiring a thorough knowledge of applicable Federal and State laws and regulations as well as familiarity with negotiated labor agreements; and does related work as required.
Is responsible for preparing and processing the City's biweekly and special payrolls; maintains compliance with City, State and Federal requirements; maintains accurate payroll records including earnings statements, deductions and required schedules, summaries and journals; prepares and reconciles Public Employees' Retirement System (PERS) reports and employee insurances; implements confidential wage garnishments and withholdings; prepares statistical and governmental reports as required, including PERS and tax reports; prepares and transmits State and Federal payroll tax deposits and returns; prepares W-2 wage statements and Affordable Care Act (ACA) mandated reporting; maintains leave balance reports; prints checks and deposit advices; answers payroll questionnaires; performs a variety of complex and technical calculations and analyses related to Fair Labor Standards Act (FLSA) and other payroll issues; and difficult accounting and budgetary transactions of a paraprofessional nature; develops and maintains complex spreadsheets; prepares journal entries and may post same to general ledger accounts; assists with development of Comprehensive Annual Financial Report and annual Budget documents; conducts routine audits of budgetary accounts and provides reports; maintains asset inventories; assists accountants with a variety of projects; conducts routine and non-routine reconciliations of various payroll accounts; prepares a variety of financial reports for departmental use; responds to public records act requests; and performs other duties as required.
Organize, prioritize, multitask and coordinate work activities; interpret and apply rules, policies and procedures and implement provisions of Memoranda of Understanding with labor groups; analyze complex data and problem solve payroll issues; exercise discretion and tact in processing documents of a confidential nature; review and process documents and make calculations with speed and accuracy; effectively manage heavy workloads under pressure with tight deadlines while delivering an accurate payroll; use initiative and sound judgment; operate standard office equipment including desktop and network computers and applications; reconcile payroll reports to accounting ledgers; stay current of recent changes in laws affecting payroll; develop and maintain effective working relationships with others; communicate clearly and effectively, both orally and in writing; deal tactfully and courteously with others; understand, follow and carry out oral and written instructions; spell correctly and use proper English grammar; walk or stand for extended periods of time and bend, stoop, reach, carry, climb and lift as necessary to perform assigned duties; and work with limited supervision.
Accounting principles and practices of payroll administration; applicable Federal and State payroll laws and regulations; CalPERS requirements as they may apply to payroll reporting; FLSA requirements related to pay calculations; ACA requirements related to insurance coverage; financial mathematics and statistics; methods and practices of financial record keeping and reporting.
Education and Experience:
Graduation from high school and two years (60 units) college level coursework with an emphasis in finance, accounting or related field; plus at least three years increasingly responsible experience in accounting or payroll processing (preferably in a local governmental agency); or two additional years of accounting or payroll experience may be substituted for one year of college. A Certified Payroll Professional (CPP) certification is highly desirable.
Valid California Driver's License.
The City of Campbell's Finance Department is seeking
a Payroll/Accounting Technician who is driven, well-rounded, detailed oriented, and a team player; ready to join a welcoming and highly collaborative Finance team. The ideal candidate will have hands-on public sector experience in payroll, including the CalPERS retirement system, new HR/payroll system implementations, and best practices, and will join a fast-paced, dynamic team environment, performing various complex and technical paraprofessional payroll duties with a high degree of independence. The ideal candidate will have a proven knowledge and demonstrated work experience in payroll related to the Fair Labor Standard Act (FLSA), Affordable Care Act (ACA), and other federal and state labor laws as well as government accounting systems, policies, and procedures. The ideal candidate is comfortable with change and the use of technology to achieve efficiencies, can multi-task, is familiar with governmental organizational structure, is public service-oriented, and is willing and able to learn other aspects of accounting and finance and then put that newfound knowledge into action. Public sector experience preferred, but relevant and significant private sector experience will be considered as well if the candidate also has a demonstrated ability to learn quickly.

Effective January 1, 2022, the monthly Cafeteria Plan Allowance: Based on selected level of coverage, as follows: Employee Only Coverage: $879; Employee Plus One Coverage: $1,757, Employee Plus Family: $2,285 to use towards a CalPERS medical plan or cash out opt: $750/month.

Accruals are based on length of service. Employees can earn 11-21 days of vacation based on years of service.
