Purpose and Impact:
The Program Nurse provides Health Services to children and families and assists in the identification, coordination, completion of service and evaluation of health or family problems of enrolled children. Maintains awareness of current health services available in the community and works with physicians and other local health care providers to meet the needs of enrolled children. Responsible for the coordination of health follow-up services to identified children. Documents all health/family services that have been provided. Monitors health records at Head Start and Early Head Start center sites. Participates in the HS/EHS Quality Assurance efforts.
Essential Functions:
Reviews children's files during the enrollment process to identify any health concerns and assess the program's ability to meet a child's individual health needs before admitting a child into the program.
Evaluate, screen, and approve children with identified health needs.
Conduct child staffing meeting to address identified health concerns, accommodations required, development of health plan, and/or assess child's appropriateness for admission based on health needs.
Create and write Individual Health Plan for children with identified health, nutrition, or disability concerns based on physician order in collaboration with Child Health and Safety Manager.
Assist in administering lead screenings.
Monitor and track medication administration and health documentation for individual children with a health plan and/or identified health concerns.
Work in collaboration with the Disabilities Coordinator, Health Coordinator, and FACE Specialists regarding individual child's health needs.
Conduct regular site visits for center with children that have identified health plans as well as conduct medication management review.
Engage parents regarding their child's health needs to ensure resources and appropriate accommodations are in place.
Maintain efficient documentation and updated health case notes in ChildPlus database.
Conduct home visits as needed to educate, consult, and provide information to parents.
Obtain parent permission for further information from other health providers if needed to develop a child's individual health plan.
Maintains a good working relationship with physicians, dentists and other local health care providers in order to provide optimal healthcare for enrolled children.
Assist families with referrals and resources to appropriate community services for identified health needs.
Coordinate and assist parents with scheduling for their child's follow-up treatment.
Administers first-aid or other emergency care as necessary when on site.
Review and updates child medical records for completion, follow-up and/or current compliance every 30 days.
Maintains strict confidentiality at all times, including the ability to recognize situations in which confidentiality is required.
Attends all scheduled workshops and meetings.
Attends all required staff and parent meetings and activities as deemed necessary.
Prepares and delivers health related training and technical assistance (medication administration, medical procedures, health and wellness, etc.).
Other related duties as assigned.

Education:

PROGRAM OVERVIEW The Refugio Unaccompanied Children Shelter and Foster Care Program is a 24-hour program that serves young persons in immigration custody who are awaiting release to their sponsors. POSITION OVERVIEW Lead Clinicians conduct mental health assessments for all unaccompanied children (UC) in care, as well as provide ongoing individual and group counseling just as Clinicians, but with the added responsibilities of coordinating clinical services, training new clinicians, and supervising clinical staff. Lead clinicians are designated when more than one clinician is on staff at a care provider facility. TASKS AND RESPONSIBILITIES
Utilize trauma theory and brief therapeutic techniques to work with unaccompanied children entering the United States during a typical stay of 30-35 days.
Conduct mental health assessments of all children admitted to the UC program as well as provide ongoing individuals and group counseling, screening for human trafficking concerns.
Provide ongoing individual and crisis intervention.
Prepare goal-oriented diagnostic assessments, group counseling, staff training and program enrichment.
Provide guidance to all members of the program staff.
The Lead Clinician will carry up to nine cases, with additional supervisory and management responsibilities.
Upon request, this role may be required to travel with UC, 14 and under, to locations in the United States.

Participates with Program Director and Supervisor of Quality Assurance in formulation of agency policies, and with agency CQI activities.

The Director ensures all daily living needs and essential treatment services are provided to UACs. Meets with local officials, public and private agency heads, community groups, and the general public to explain the facility's functions, programs, and role in the community.

POSITION OVERVIEW The Prevention of Sexual Abuse (PSA) Compliance Manager is responsible for managing the implementation and ongoing compliance with the Interim Final Rule (IFR) on preventing, detecting, and responding to sexual abuse and sexual harassment. This manager will actively promote a culture of safety, proactive risk management, program excellence, and on-going regulatory readiness; and lead quality improvement activities. TASKS AND RESPONSIBILITIES
Responsible for managing the implementation and ongoing compliance with the Interim Final Rule (IFR) standards on preventing, detecting, and responding to sexual abuse and sexual harassment;
Work closely with site director and PO team to create written policies and procedures that provide a safe, structured, and productive environment that meet federal and state guidelines;
Ensure that all members of the team are actively functioning in accordance with the standards
Liaise with ORR's PSA Coordinator, the designated FFS, and the designated PO to implement the IFR within 6 months of shelter facility opening and ensure compliance with all the standards thereafter;
Serve as the point of contact for ORR's PSA Coordinator regarding matters related to the IFR standards and disseminate all information to site director and PO team;
Respond to all ORR and PSA Coordinator requests;
Be accountable for compliance issues at the UC Care Provider facility.
Compile Data and Create Reports as necessary;
Create and Provide effective communication for staff and children on PSA safety guidelines, i.e.: trainings, webinars and written notices;
Maintain all records for audit purposes

This employee works closely with Health Care Providers, Dental Providers, Program Director, Assistant Program Director, Youth Care Supervisors, Case Management, and Clinical Departments. TASKS AND RESPONSIBILITIES:
Manages and monitors the delivery of Health Care services to UC including medical examinations, vaccinations, specialty visits, communicable diseases, medication management, and knowledge of health and mental health resources for children.

Must be able to evacuate at short notice to accompany residents possibly to a different city for several days at a time.
Must be at minimum of 21 years of age or older.

PHYSICAL REQUIREMENTS: Ability to see at normal distance, hear normal conversations and sounds, and use hands and fingers to fill out required forms and perform computer work. Physically able to perform Emergency Behavior Interventions, First Aid, and CPR. The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Ability to ascend/descend stairs
Ability to lift up to 30 lbs.
Ability to physically intervene when necessary to ensure the safety of a child/children in care.
Able to withstand changing environmental conditions with weather (rain, lightning, extreme heat, and winds)
Able to withstand and manipulate through construction areas, sports fields, etc.
Ability to stand, particularly for sustained periods of time
Must be able to stand, bend, or stoop for the entire duration of the shift, as necessary.
In a sudden or emergency event, staff must at all times be physically able to run, jump, twist, push, pull, apply approved techniques and otherwise manage or coerce the full weight of an infant or adolescent.
Must be able to supervise children indoors and outdoors throughout the entire duration of their shift period, which lasts 8 hours or more on a typical shift.
Must be able to communicate verbally and listen for constant surveillance of staff activities.
May be exposed to illness-causing bacteria and viruses.
Able to provide visual and auditory supervision as needed to maintain the health and safety of children in care as required by the position.
Adjusts/position equipment such as scales, exam tables, furniture, and projector or screen

*Grandfather Clause: Medical staff employed prior to the effective date of this change are grandfathered employees and shall remain in assigned position so long as they remain employed with Urban Strategies Refugio. Effective 11/9/2022 new hires will need to meet the minimum requirements noted above in this Job Description.
Employment is conditional pending satisfactory results of all required tests and background
checks mentioned above. TB clearances will be required, if hired.
