Facilities Supervisor
General Statement of Job Under general direction, this position supervises, assigns, reviews, and participates in the work of staff responsible for maintaining and repairing municipal buildings, facilities, and grounds. Duties include performing various skilled and semi-skilled trades such as HVAC, carpentry, remodeling, painting, plumbing, electrical, roofing, and other maintenance tasks. The role ensures adherence to quality standards, policies, and procedures and may involve handling complex or technical tasks. This position reports to the Facilities Construction and Maintenance Manager.
Specific Duties and Responsibilities
Essential Functions:
Supervise facility maintenance personnel, including instructing, assigning, and reviewing work; maintaining work standards; and coordinating activities.
Manage personnel matters such as hiring, training, evaluating, and recommending transfers, promotions, or disciplinary actions.
Establish methods, controls, and standards for maintenance work execution.
Train, evaluate, and develop team members to meet operational needs.
Ensure equipment is serviced and maintained per the preventative maintenance schedule.
Oversee accurate inventory of facilities and equipment in the work order management system.
Develop and implement preventative maintenance programs.
Conduct inspections, ensuring timely completion of maintenance and repair tasks.
Review and assign work orders, ensuring proper allocation of personnel and resources.
Analyze situations, identify solutions, and make informed decisions in accordance with policies and procedures.
Coordinate activities with other departments and external agencies.
Ensure staff compliance with permitting requirements and that contractors obtain necessary permits for maintenance work.
Maintain safe working conditions, holding regular safety meetings to communicate policies and awareness.
Prepare, review, and manage various records and reports, including maintenance logs, work schedules, and inspection summaries.
Operate vehicles, lifts, and other equipment while ensuring safety protocols are followed.
Inspect work in progress and upon completion, making modifications or corrections as needed.
Provide technical instruction and training to employees on equipment, tools, and safety procedures.
Maintain high standards of accuracy and communication with internal and external stakeholders.
Additional Responsibilities:
May participate directly in maintenance tasks as needed.
May be required to undertake emergency standby duties citywide.
Perform other related duties as assigned.

Minimum Education and Training Requirements

Preferred two (2) years of supervisory experience in maintenance or equivalent experience/education.
Knowledgeable in industry-standard tools, materials, and practices.
Skilled in using and maintaining required tools and equipment.
* Must possess and maintain a valid state Florida driver's license
* Must submit to, and pass, a fingerprint-based national criminal history record check and must be able to obtain, and recertify as required, the appropriate Criminal Justice Security Awareness training.
* Must possess or obtain the most current FEMA 100, 200, 300, 400, 700, and 800 Incident Command System certifications within 12 months of appointment to the job.
Minimum Qualifications and Standards Required
Skill Requirements: Has thorough knowledge of the methods, procedures, and policies of the City as they pertain to the performance of duties of the Facilities Maintenance Supervisor. Is knowledgeable in the laws, ordinances, standards, and regulations pertaining to the specific duties and responsibilities of the position.
Has knowledge and skills in the areas of HVAC, electrical, plumbing, and mechanic repair and maintenance, general carpentry and construction and telecommunications system maintenance. Has knowledge of the standard tools, materials, and practices of the industry. Have skill in the care and use of required tools and equipment. Is able to plan and supervise the work of others.
Has the ability to offer instruction and advice to subordinates regarding departmental policies, methods, and regulations; is able to offer employee training as required.
Is able to perform employee evaluations and to make recommendations based on results.
Has the ability to offer assistance to co-workers and employees of other departments as required.
Is able to take the initiative to complete the duties of the position without the need of direct supervision.
Has the ability to plan, organize and prioritize daily assignments and work activities.

Physical Requirements: Must be physically able to operate a variety of machines and equipment including, as well as; computer, adding machine, telephone. Tasks include the ability to exert moderate, though not constant, physical efforts, typically involving some combination of climbing and balancing, stooping, kneeling, crouching, and crawling, and which may involve some lifting, carrying, pushing, and pulling of objects and materials of moderate weight (12-20 pounds) to heavyweight (up to 100 pounds).

Duties, Responsibilities, and Authority:
Coordinates and monitors aircraft maintenance activities for compliance with CFRs and Company policy and procedures.
Participates in the Company's Safety Management System (SMS), as required Complete Initial SMS Training and maintain currency as outlined in the SMS Manual, Chapter 4
Responsible for the overall performance of the MX Control Department
Reviews all processes and procedures to define and develop the most efficient manner of information distribution
Recruits and hires personnel that can perform their duties in a fast-paced environment, can multitask and provide the appropriate calmness and direction during stressful situations
Ensures all MOC personnel perform technical support duties in a safe, complete and timely manner
Works with all other department within the SOC to reduce reaction time, define and develop efficiencies and build a teamwork environment.
Assures processes and procedures are in place to provide the SOC with the continuing (real time) status of all aircraft, including delays, DMI/MEL items, and return to service times
Hires, trains, and supervises the MX Controllers and Supervisors of MX Control Department to include manning, shift assignments, job performance evaluations, and disciplinary actions
Develops and/or submits reports to Department Directors and Supervisors as necessary to monitor and plan maintenance activities, aircraft status and routing

Monitors activities concerning out of service aircraft and assures the most expeditious return to airworthy condition.
Reviews maintenance delays and system problems to determine root cause and make improvements to maintenance procedures to improve dispatch reliability and prevent reoccurring delays

Communicates the status of the Maintenance operation to Executive management and DOM to ensure proper corporate planning for the operation occurs
Manages the MX Control Department as the focal point within the SOC for all aircraft maintenance related items and provides constant communications to business unit members as required by the General Maintenance Manual and internal operating procedures
Provides real time recovery support for aircraft that are out of service, liaises with Technical Operations, Dispatch, and Flight Operations to establish a recovery plan of action
The Maintenance Control Supervisor is responsible for the quality of the MOC process and holds the authority to establish and modify the policy, procedures, information, and instructions for the operation of the MX Control Department

Qualifications:
Must possess a valid FAA Mechanic Certificate with Airframe and Powerplant (A&P) ratings
Knowledge of FAA regulations Parts 91 and 121
Have at least 3 years' experience in maintaining large airplanes with an air carrier
Have completed all initial a recurrent training required to ensure that they are qualified to perform their duties
Must be willing to travel domestically and internationally.
Valid, unrestricted Passport with ability to travel in/out of the United States
Must speak, read, and write English fluently.
Must be well groomed and maintain a professional appearance.

A Brief Summary of This Position

* Develop and maintain preventative maintenance program that minimizes down time
* Execute safety objectives so as to continually improve the plants ISRS rating
* Minimize MRO supply cost
* Ensure necessary maintenance supply items are immediately available
* Make recommendations for capital expenditures to optimize the benefits from expenditures for personnel, materials, and equipment
* Oversee the implementation of plant improvement projects

Working Conditions
The Maintenance Manager works in all conditions that exist in the plant. Conditions range from clean shop work exposure to odors, drafts, wet conditions, concrete, grease, dust, and noise. The work environment consists of smoke and irritating particulate impurities, fumes from machinery, tanks, and large quantities of windblown dust produced as by-product from our processes. In addition, the nature of the industry results in extreme heat in the summer (typically 10-15 degrees above outdoor temperature), material results in damp, working conditions during cooler months. These conditions range from severe to mild and can happen daily in any combination.

Oversee and coordinate the work of contractors at the Community to ensure that work is completed in a timely manner and to contract specifications.

Manages the associates responsible for the general operating maintenance and repair of the buildings and grounds to maintain proper care of the assigned community(s) in accordance with current federal, state, and local standards/regulations and company policies.
Supervises the community maintenance, housekeeping and laundry (if applicable) staff, to include hiring, training, evaluating performance, resolving disciplinary issues and firing.
Directs workers engaged in the maintenance and upkeep of the interior and exterior of the community. Inspects completed work for conformance to standards and policies.
Oversees scheduled maintenance on: H.V.A.C., elevator, fire and sprinkler equipment, generator, landscape, kitchen equipment, and emergency pull cord equipment.
Coordinates maintenance requests by residents for items needing repair in their rooms, including repairing plumbing, electrical, heating and replacing light bulbs.
Oversees repairs and maintenance of buildings including vacated rooms in a timely manner. This includes painting walls and cleaning carpets.
Ensures walls, floor coverings, doors, and woodwork in the common areas of the community are properly maintained.
Maintains positive communication with local fire Marshall, building inspector, state elevator inspector, and any other jurisdictions governing the community.

A Brief Summary of This Position
The Maintenance Manager position reports directly to the Plant Manager for Utility Bartow. The Maintenance Manager oversees the implementation of all plant improvement projects and ensures that all plant, property and equipment are kept in excellent working condition. Essential Functions
Develop and maintain preventative maintenance program that minimizes down time
Execute safety objectives so as to continually improve the plants ISRS rating
Minimize MRO supply cost
Ensure necessary maintenance supply items are immediately available
Make recommendations for capital expenditures to optimize the benefits from expenditures for personnel, materials, and equipment
Oversee the implementation of plant improvement projects
Select, develop, and motivate employees ensuring fair and consistent treatment within applicable laws, policies and EEO guidelines to maintain continuity of a competent work force

Working Conditions
The Maintenance Manager works in all conditions that exist in the plant. Conditions range from clean shop work exposure to odors, drafts, wet conditions, concrete, grease, dust, and noise. The work environment consists of smoke and irritating particulate impurities, fumes from machinery, tanks, and large quantities of windblown dust produced as by-product from our processes. In addition, the nature of the industry results in extreme heat in the summer (typically 10-15 degrees above outdoor temperature), material results in damp, working conditions during cooler months. These conditions range from severe to mild and can happen daily in any combination.

+ Schedule Maintenance personnel (where applicable) to ensure that the Community is appropriately always staffed including weekends and in the event of an emergency.
+ Oversee and monitor that the Maintenance personnel (where applicable) are properly accounting for hours worked using time clock system. Review the time clock records at least twice weekly. Submit payroll and new hire paperwork as required.
+ Prepare Maintenance budget within approved guidelines and according to Company policies and procedures, utilizing review of maintenance purchases and discussion of future projects or needs with the ED.
+ Complete monthly maintenance task list items and review with ED.
+ Coordinate Community Safety Committee. Conduct regular meetings according to Company policy.
+ Ensure all ACHA regulations and policies are followed per life safety codes.
+ Check and maintain the Building Life safety system, i.e. Fire panel, for proper operation daily.
+ Check operation of HVAC, i.e. cooling towers/chillers, circulation pumps, rooftop units, exhaust fans and any energy management, computer-based systems for faults daily.
+ Oversee and coordinate the work of contractors at the Community to ensure that work is completed in a timely manner and to contract specifications.

Required Qualifications
+ Must be a minimum of 18 years of age.
+ Minimum of 2 years maintenance-related experience in senior living, hospitality, apartment complex, or similar background. Includes working knowledge of plumbing, electrical, carpentry, painting, and HVAC systems.
+ Must have a positive Criminal Background Screening.

+ Technical school diploma preferred.
+ EPA 608 Certification preferred.

ESSENTIAL FUNCTIONS:
* Works from policies, standards, schedules, service requests, logs, contracts, warrantees, and instructions.
* Interviews, selects, recommends hire, trains, and supervises Maintenance Department staff. Provides for safety instruction, equipment, and devices and ensures that employees are aware of safety and quality standards. Provides operational training and technical direction and assists staff in the investigation and resolution of problems. Assigns and checks work. Evaluates performance and provides counseling and coaching to employees. Recommends, initiates and documents disciplinary measures as required. Monitors and records attendance and authorizes time cards. Initiates personnel actions, such as promotions, transfers, and terminations. Maintains harmonious employee/employer relations.
* Participates in annual planning, recommends maintenance budget levels and related capital equipment purchases, and responds to inquiries or provides documentation in response to related inquiries. Works with Community Director to select and negotiate with local vendors and contractors.
* Establishes maintenance and preventive maintenance schedules and routines in keeping with overall company policy to meet requirements of standards. Establishes and modifies priorities to suit changing conditions, and makes individual assignments based on the skill and availability of staff and monitors results.
* Tracks and determines the status of service requests in computer system and closes records for completed orders. Investigates and resolves issues where service orders are past due in computer system.
* Ensures that maintenance related documentation is current and accurate, including EPA logs, MSDS sheets, smoke detector records, asset inventory, fire, compactor, and pool logs ensuring that records are current and meet requirements. Checks warranty information and ensures that repairs performed meet with warranty requirements. Contacts vendors as required to resolve outstanding issues.
* Monitors inventories of parts, supplies, and materials, places orders ensuring that inventories meet prescribed levels. Ensures that parts, materials and supplies are properly stored and that shop is maintained in safe and orderly condition.
* Monitors the effectiveness of move-in and move-out inspections and conducts and documents inspections and orients new residents to the operation of units in apartments and respond to questions, as required.
* Participates in and monitors maintenance activities involving response to service requests, painting or general maintenance of grounds, snow and ice removal, pool, amenities, club house and apartment homes, as well as apartment home housekeeping and preventive maintenance. Arranges for the movement and installation of equipment and furnishings within offices and common or amenity areas.
* Responds to reports of unusual or escalated repair or maintenance issues. Determines repair, material, and supply requirements and performs any range of repairs involving mechanical, electrical, plumbing or HVAC systems or units. Determines the need for outside contractors and negotiates and schedules related assignments, monitoring progress and results.
* Arranges for, implements and participates in any range of special projects to install or repair items to increase the aesthetics, safety, or quality of the property.
* Maintains property grounds and facilities and resolves safety hazards, property damage, or unsightly conditions. Reports unusual or serious problems to management.
* Prepares any range of periodic or special reports and data relating to maintenance activities and statistics.
* Available for on call duty, nights and weekend work.
* As an On Site (Resident) Maintenance Manager, the team member agrees to perform the additional applicable functions:
* One additional week of on-call support per month.
* One additional weekend of performing swimming pool maintenance per month and completing the required pool inspections.
* During the weekends that Resident is on-call or is responsible for the swimming pool, they must access the compactor area no later than noon each day to place any items in the compactor that are surrounding the area and complete the compactor inspection.
* Respond as the first contact for Fire / Burglar Alarms and Hurricane Response. In the event of a hurricane, responsible to complete the Initial Post Hurricane Damage Assessment.
* During the additional week that the team member is on call, they are responsible to perform the light inspection at the community.
Qualifications
Knowledge and Experience
* Use of mathematics together with the analytical use of complicated drawings, manuals, and schematics, and use various types of precision measuring instruments, such as gauges, meters, and electrical testers.
* High School Diploma or GED Equivalent required.
* Applied trades training on a particular or specialized occupation, requiring knowledge of mechanics, electrical systems, HVAC systems, and plumbing.
* Certified Pool Operator and Environmental Protection Agency certifications may be required in order to service pools and handle HVAC chemicals.
* Ability to speak, read and write English for safety and productivity reasons.
* Over five years required to be fully familiar with required techniques, equipment, systems, documentation, monitoring the work of others, and work routines.
