    Job Title: Superintendent of Bus Maintenance Division: Operations Salary Range: $76,542.57 - $89,772.15 The Superintendent of Bus Maintenance is responsible for the day-to-day leadership, planning, and oversight of all transit bus and heavy-duty vehicle maintenance activities to ensure a safe, reliable, and efficient fleet. This role directs 24/7 bus maintenance operations, supervises technical staff, and ensures compliance with all Federal Transit Administration (FTA), Florida Department of Transportation (FDOT), and internal agency standards. The Superintendent provides technical and administrative leadership in preventive maintenance, corrective repairs, inspections, and overhauls of a large fleet of heavy-duty transit buses powered by diesel, CNG, and emerging propulsion technologies. The role ensures vehicle availability targets, Mean Distance Between Failures (MDBF), and safety standards are consistently achieved. ESSENTIAL JOB FUNCTIONS: Core Responsibilities: Operations Oversight: Manage daily service readiness for the transit bus fleet, ensuring all vehicles meet safety and performance requirements. Supervision & Workforce Development: Lead and mentor a team of maintenance supervisors, technicians, and service staff, fostering technical growth and adherence to standard operating procedures. Preventive & Corrective Maintenance: Oversee scheduled inspections, major component repairs, and campaigns to extend asset life cycles in alignment with Transit Asset Management (TAM) plans. Regulatory Compliance: Ensure maintenance practices comply with FTA Circulars, FDOT FAC 14-90, OSHA, and Environmental Protection Agency (EPA) requirements. Process Improvement: Implement modern diagnostic tools, telematics, and best practices to improve productivity, reduce downtime, and control costs. Budget & Resource Management: Support the efficient use of labor hours, parts inventory, and vendor services to remain within the maintenance budget. Safety & Reliability: Champion a culture of safety in the workplace and on the road, ensuring that every bus placed in service operates reliably for passengers and operators. The Superintendent of Bus Maintenance plays a key leadership role in ensuring the delivery of transit services by maintaining the backbone of operations-the bus fleet. This position requires technical expertise, strong leadership skills, and a proactive approach to managing both people and assets. Key Responsibilities: Leadership & Team Management: Lead and supervise a team comprising fleet maintenance supervisors, foremen, technicians, and support staff. Foster professional development through targeted training, mentorship programs, and performance evaluations. Cultivate a safety, efficiency, and continuous improvement culture within the fleet maintenance team. Fleet Maintenance & Repair Oversight: * Direct all maintenance activities, including scheduled and unscheduled repairs, ensuring timely and high-quality completion. * Monitor and analyze fleet performance metrics to proactively identify trends and address maintenance needs. Contract & Vendor Management: * Oversee vendor contracts, ensuring compliance with terms and fostering productive relationships. * Manage service agreements, warranties, and other contractual obligations to uphold quality standards. Safety & Compliance: Enforce adherence to local, state, and federal regulations, including OSHA and FTA standards. Implement robust safety protocols to ensure employee well-being and a safe working environment. Lead safety training initiatives for all fleet maintenance personnel. Record-Keeping & Reporting: Maintain detailed and accurate maintenance activities, repairs, and inspection records. Generate and submit compliance, performance, and asset condition reports to stakeholders. Monitor KPIs and develop actionable insights to enhance maintenance operations. Enterprise Asset Management Knowledge and SOP Development: Serve as the subject matter expert on Enterprise Asset Management (EAM) software, ensuring its effective utilization for fleet management. Oversee the implementation, customization, and ongoing optimization of EAM to align with operational needs. Develop, document, and enforce Standard Operating Procedures (SOPs) related to EAM usage for asset tracking, work order management, and inventory control. Provide training and support to staff on EAM functionalities and best practices. Leverage EAM data analytics to identify trends, track fleet performance, and optimize maintenance strategies. Continuous Improvement & Process Optimization: Lead initiatives to improve fleet reliability, reduce maintenance costs, and minimize vehicle downtime. Leverage data analysis to identify inefficiencies and implement corrective measures. Develop long-term strategies to optimize fleet lifecycle and maintenance scheduling. Stakeholder Collaboration: * Partners with operations, planning, and finance teams to align fleet capabilities with organizational needs. * Engage with other transit agencies and industry stakeholders to share best practices and improve fleet management. FDOT 14-90 Compliance: Ensure compliance with Florida Department of Transportation (FDOT) Rule 14-90 governing bus transit systems. Oversee the implementation and monitoring of vehicle inspection protocols, maintenance standards, and safety programs in accordance with FDOT 14-90 requirements. Conduct audits and prepare reports to verify adherence to rule mandates, including vehicle safety standards, operator qualifications, and equipment reliability. Collaborate with the operations team to develop and maintain comprehensive records to support FDOT 14-90 compliance. Provide staff training on FDOT 14-90 regulations and their integration into daily operations. MARGINAL FUNCTIONS: * Execute additional responsibilities as required by leadership. REQUIREMENTS: Education and Experience: Bachelor's degree in automotive technology, Business Administration, or a related field; equivalent experience may be considered. A minimum of 10 years of experience in fleet maintenance, including at least 5 years in a senior supervisory or management role. Expertise in fleet maintenance practices. Proficiency with EAM software and its application in fleet maintenance operations. Strong knowledge of inventory management and procurement processes. Demonstrated leadership and communication skills with experience managing large teams. Proficiency in maintenance management systems and Microsoft Office Suite (Word, Excel). Preferred: NAFA Certified Fleet Manager (CFM) or similar certification. Machines, Tools, & Equipment Used: * Ability to operate small office equipment, including copy machines or multi-line telephone systems, as well as a computer for both data entry, word processing, and/or accounting purposes. Licenses/Certifications: * Valid Florida Driver's License or be able to obtain one within 10 days of hire of moving to the State of Florida. QUALIFICATIONS: Knowledge, Skills and Abilities: Ability to operate a computer and software system utilized by the Authority. Ability to coordinate work shifts and schedules. Ability and skill to manage, lead, train, and motivate subordinate staff. Ability to work in a timely fashion on multiple concurrent tasks with frequent interruptions. Ability to meet attendance and punctuality requirements. Ability to be a flexible, effective team leader/player. Ability to follow all safety and security procedures. Knowledge of the Authority's rules, regulations, procedures, and functions. Knowledge of transit routes, schedules, forms, regulations, and procedures utilized in transit dispatching. Knowledge of labor agreements. Knowledge of radio communication as related to the transit industry. Knowledge of standard office practices, procedures, and equipment. Physical Demands/Work Environment: Work is primarily performed in an office setting, with regular visits to maintenance shops and bus yards. Must be available for emergency response, including after-hours or weekend work as necessary. Frequent standing, walking, bending, and lifting (up to 50 pounds). Exposure to outdoor environments, potential noise, fumes, and airborne particles during shop visits. RESPONSIBILITIES Completes maintenance work orders for residents (service appliances, plumbing, HVAC systems, minor electrical, gate systems, pool operations, etc.). Responds and resolves emergency maintenance requests for after business hours calls. (Weeknights, weekends and holidays.) Prepares vacant apartments to make rent ready. Performs preventative maintenance work. Keeps the maintenance shop clean and organized; maintains adequate stock/inventory of parts for equipment, appliances, etc. Interacts directly with residents. Delegates service requests to Service Technician and Property Monitors. Maintains logbooks and databases; enters service requests and status updates into database. Plans daily activities (includes checking on work orders, prioritizing requests and completing administrative paperwork). Selects external contractors and monitors their work performance. Supports the General Manager in meeting budget responsibilities. Manages property inspections - life safety, pool, elevators, lighting etc. Follows and promotes company policies and procedures. Must make Customer Service a priority. If the property does not have a housekeeper or property monitor light cleaning duties will be required, such as cleaning models, club house, leasing office, emptying trash, cleaning the grounds and amenity areas, etc. Maintain (clean, orderly, and working in conditions) all amenity areas (pools, compactors, weight rooms, parking decks, etc.) Helps support property rehabilitation (improvement) process. Completes all QA inspections on new construction properties. (Interior, exterior) Helps evaluate all Service Technician, and Property Monitors. (Quarterly and yearly). CUSTOMER SERVICE RESPONSIBILITIES A complete clean and neat uniform must be worn when working on any PAC Property including nights and weekends, if applicable. Personal appearance must be clean and neat at all times, according to PAC policy. Communicate with residents and prospects in a manner consistent with PAC's standards. Read and/or listen to resident requests/complaints. Receive resident complaints in a calm, open and professional manner. Solve problems quickly, usually within 24 hours, or contact supervisor for immediate assistance. Deliver newsletters, correspondence, etc. to residents' apartment.
