This position provides mechanical expertise to the maintenance department in solving problems relating to mechanical equipment, instrumentation, and the preventive maintenance program for routine, shutdown, and project activities. The Maintenance Engineer also serves as technical specialist for plant rotating equipment to achieve facility objectives.

Job Responsibilities:
Provides the technical expertise necessary to solve specific maintenance problems and to assist other departments requiring engineering knowledge.
Assists in the review of all new rotating and reciprocating equipment prior to purchase and recommends proper selections including spare parts lists.
Assists the Maintenance Manager and Maintenance Planner with pre-planning of all planned turnarounds, shutdowns, and special projects including timing, accumulation of job lists, ordering of parts and materials, sequencing of jobs around a critical path, sizing of work crews based on job estimation, and preparation of an overall schedule. During the execution of these projects, monitors and advises the Maintenance Manager daily of the work progress.
Promotes the standardization throughout the plant of such widely used items as pumps, valves, instruments, etc., to simplify maintenance work, standardize work methods, reduce Stores inventory, and reduce manufacturing cost.
Communicates with production management on problems relating to mechanical failures and offers suggestions.
Prepares engineering designs and specifications of various rotating equipment, process equipment and piping relative to new or replacement equipment installation.
Assists with the PSM Mechanical Integrity program for the Woodward Complex while maintaining the existing maintenance procedures and training programs.
Manages Capital Projects.
Assists in monitoring the Mechanical Integrity documentation required to maintain the plant computerized maintenance management system.
Performs technical investigations/audits or independent research in equipment and material failures, documenting the results and making recommendations to resolve issues.
Assists Reliability Technicians with all critical items of machinery and equipment and lubrication programs for all plant machinery. Responsible for the guidance with these programs, monitoring the effectiveness of the program, and making modifications as necessary.
Annually reviews stock of spare parts carried by Stores and submits recommendations to the Maintenance Manager for approval to adjust the inventory.
Reviews and assists in the selection of outside contractors, executes negotiation of contracts and evaluates contract performance.
Assists management in the development and implementation of departmental policies and procedures.
Provides mechanical advice to operations personnel and communicates work progress and scheduled completion.
Prepares required reports and maintains records relative to the department.
Provides a good knowledge and understanding of the mechanical principles and procedures for various plant equipment.
Supports site resources to effectively reduce the impact of equipment failures.
Supports development and implementation of strategic efforts such as Root Cause Analysis (RCA) and implementation of proactive equipment PM strategies.
Provides a working knowledge of the maintenance activities in order to determine what can be done while on-stream and what must be deferred to a shutdown period.
Provides detailed engineering support to monitor and progress the Management of Change process.
Participates in the revalidation of the Process Hazard Analyses. Develops repair/replacement work scopes which optimize life cycle cost and plant production.
Manages projects as necessary for plant support.
Participates in incident investigations as needed.
Internal Controls:
Establishes and implements processes and procedures to meet departmental internal controls requirements.
Ensures that established processes/procedures are followed as designed.
Works with Internal Controls Department to identify deficiencies in existing processes/procedures, the need for new ones, and the extent to which such processes/procedures are being followed.
Develops and implements corrective actions with regard to department internal controls as necessary.
Required Qualifications:
BS degree (Mechanical Engineering).
Mechanical engineering experience in a production, manufacturing or plant environment.
High functioning engineering knowledge and related work experience with rotating equipment.
Exposure to project management and implementation.
Solid communication skills including the ability to effectively converse in English, compose written documents and interact effectively with peers and supervisors.

Job Description
Primary Duties/Responsibilities:
Maintenance of the city's street, water/wastewater systems, and their respective accessories/facilities.
Drainage construction, maintenance and repair, assist in laying concrete bricks, mixing and pouring cement mortar, cleaning and repairing catch basins, storm drains, culverts, and ditches.
Roadway construction, maintenance and repair, using concrete, asphalt and other construction materials and processes.
Operate heavy equipment, vehicles, and hand tools.
Inspect water/wastewater lines and components.
Repair and replace damaged components.
Tap water mains and install new service connections.
Install, repair, and maintain water meters and fire hydrants.
Hydro-clean, saw and remove blockages from sanitary sewer lines.
Video inspect sanitary sewer main lines.
Prepare and maintain work zones
May be required to direct traffic.
Mow, trim weeds/trees and pick up debris around streets and roadways.
Responsible for care and maintenance of tools and equipment.
Maintaining accurate records of work performed.
Qualifications
Education/Experience/Background:
High School Diploma/GED is required.
Three (3) years of experience in street and/or water/wastewater system maintenance, construction and repair preferred.
Knowledge/Skills/Abilities:
Desire to learn and grow in all areas pertaining street, waterline and wastewater line construction.
Mechanical aptitude and equipment operation experience.
Able to perform tasks for extended periods of time and in all weather conditions.
Knowledge of the hazards, safety rules and regulations related to this industry.
Able to perform standby and callback duties as required and lives within 30 minutes of the facility.
Required Certification/Licenses/Training:
Able to obtain a valid Class B Oklahoma Commercial Driver's License with a Tanker endorsement.
Must have a driving record acceptable to the city's insurance carrier.
Able to pass physical examination, with no restrictions, at a designated facility.

Basic Manual Machine experience

Perform PSV testing utilizing certified test equipment and complete all QA / QC documentation as required by the VR program (if skilled).
Perform hands-on workshop and / or on-site disassembly, inspection, reporting, cleaning, and reassembly or valves. Machine material and / or parts with various machining equipment.
Ensure work and used materials are in compliance with manufacturer specifications.
Read and interpret schematics for assembly, repair, and reassembly as required including completion of applicable quality documentation in either paper or electronic form.
