Minimum Experience: Road Maintenance Worker I: One year of maintenance, road construction, traffic control, or related experience OR any combination of education and experience which would provide the knowledge, skills, and abilities to perform the job. Road Maintenance Worker II: Three years of maintenance, road construction, traffic control or related experience OR any combination of education and experience which would provide the knowledge, skills, and abilities to perform the job. Minimum Certifications: * Flagger Card (Obtain within 6 months of hire) ?Other Requirements: Road Maintenance Worker I: Valid Washington State Driver's License. Road Maintenance Worker II: Valid Washington State Driver's License (CDL). Class A with tanker endorsement. (obtain within 6 months of hire) POSITION SUMMARY: This position performs roadway maintenance work to keep the roadways, bridges and roadsides safe and in good repair. Road Maintenance Worker II position operates heavy and specialized equipment to perform skilled maintenance and repair work to keep the roadways, bridges and roadsides safe and in good repair and assists in training to other employees in equipment operation and maintenance activities. This is a career progression series opportunity. Employees are eligible for progression through the classification series based on attaining the minimum qualifications for each level and meeting performance measures. ESSENTIAL FUNCTIONS: The following duties are essential for this position. However, they are not to be construed as exclusive or all-inclusive. To be successful in this position, an individual must be able to perform each duty satisfactorily. Other duties may also be required or assigned. ALL POSITIONS * Assists in general County road maintenance. * Performs tasks such as operating a broom machine to clear roadsides and maintain fog line visibility for drivers. * Replaces damaged guard rails; ensures guard rails are code compliant. * Assists with traffic control at work sites; maintains job site safety while using two-way radio for communication. * Trims trees and brush from rights-of-way using chainsaws, pole saws and hedge trimmers. * Transports equipment in a County pick-up truck with trailer; ensures equipment is secured in a safe manner. * Performs general highway maintenance and related activities as assigned, including snow and ice removal, temporary and permanent asphalt surface repairs, patching holes, sawing pavement, concrete repairs, installing bridges, painting roads, sign repairs, clearing brush, hauling materials, flagging traffic, sweeping intersections, routering and sealing road cracks, culvert and drainage work, etc. * Observes distribution of paving material to adjust machine settings or material flow and indicates low spots for workers to add material. * Responds to unforeseen emergency situations including cargo spills, traffic accidents, blocked roads, pavement buckles, and others as directed. * Performs traffic control set-ups in high volume traffic and ensures safety of employees and traveling public. * Locates public utilities in the public right of way using appropriate equipment to track data. * May be assigned to rotating on-call duties including emergency response and/or nighttime or weekend hours for emergency response or special events. Completes written records of labor and materials used for each work project. * Maintains appropriate records including complete equipment repair history, work orders, daily job card, and other related data. * Ensures all work is done according to standard and County practice and procedures. * Ensures all activities are carried out in a safe manner; adheres to all safety regulations; ensures all regulations pertaining to the safe use of equipment are understood and followed. * Reports all accidents to the appropriate authority. Follows all policies for reporting. * Performs other duties as assigned. ROAD MAINTENANCE WORKER I * Operates light motorized equipment including but not limited to, motor graders, bulldozers, scrapers, large capacity loaders, large roller compactors, large trucks, tractors, oil distributors, semi-tractor, and trailer, and other similar equipment of comparable size and complexity, as required. * Assists in the operation of equipment including but not limited to, excavators, backhoes, vacuum trucks, tanker trucks, and dump trucks. * Responds to weather situations including snow and ice events, high water, washouts, and others as directed and operates snowplow trucks to plow, sand, and salt roadways and roadsides for snow and ice control to keep them safe for travel; performs post-storm clean up. ROAD MAINTENANCE WORKER II * Operates heavy motorized equipment including but not limited to, motor graders, bulldozers, scrapers, large capacity loaders, large roller compactors, large trucks, tractors, oil distributors, semi-tractor, and trailer, and other similar equipment of comparable size and complexity, as required. * Performs daily inspection and service to equipment. Maintains records of inspection and services. * Responds to weather situations including snow and ice events, high water, washouts, and others as directed and operates heavy-duty snowplow trucks to plow, sand, and salt roadways and roadsides for snow and ice control to keep them safe for travel; performs post-storm clean up. KNOWLEDGE, SKILLS AND ABILITIES: ALL POSITIONS Knowledge of: * Various grounds maintenance equipment and tools consistent for this position. * Safe operation and maintenance of assigned tools and equipment. * Personal Protective Equipment (PPE) purpose, use, and maintenance. * Occupational hazards (OSHA/WISHA) and safe work practices. * Policies and procedures of the County. * Computer software and handheld electronic devices consistent for this position. Skill in: * Organizational and time management to prioritize duties to accomplish a high volume of work product while adapting to constant changes in priority. * Operating assigned equipment safely and efficiently. * Maintaining safety practices and recognizing hazards in the workplace. Ability to: * Establish and maintain accurate records of assigned activities and operations. * Understand and effectively carry out verbal and written instructions. * Perform detailed work accurately and independently in compliance with stringent time limits with minimal direction and supervision. * Communicate clearly, concisely and effectively in English in both written and verbal form. * Interpret and implement local policies and procedures; written instructions, general correspondence; Federal, State, and local regulations. * Operate motor vehicles safely in all circumstances and weather conditions. * Perform manual labor in an outdoor environment and over uneven terrain. * Safely perform flagging operations in accordance with industry guidelines. * Work the allocated hours of the position and responds after hours if needed. ROAD MAINTENANCE WORKER II Knowledge of: * Roadway grading and excavation, asphalt paving and concrete construction methods and materials. * Operation and maintenance of assigned equipment and machinery including hydraulic systems, trailers, towing, fastening and covering of loads, lifting capacities and proper loading to meet safe and efficient weight distributions. * Complex road and stormwater maintenance standards and practices. Skill in: * Following procedures outlined in print and electronic technical manuals. * Performing mathematical calculations required of this position. * Operation of heavy equipment including backhoes, loaders, large dump trucks, pup trailers, excavators, rollers, motor graders, and vacuum trucks. * Snow and ice operations to include snow removal, plowing, de-icing, and salt and sand application. Ability to: * Operate assigned machinery and equipment skillfully and safely in close proximity to vehicular traffic, grade and alignment stakes, slopes, trucks, other construction equipment, laborers and utilities. * Read and understand grade and alignment stakes set by others. * Safely load, unload, and transport equipment to and from job sites.
