About the Board of Animal Health (BOAH): BOAH operates under the direction of an 11-member board of animal industry professionals to: * Protect Hoosiers' investment in animal agriculture, wildlife, horses and companion animals. * Protect public health by preventing and controlling the spread of animal diseases, such as rabies, which pose a threat to people. * Maintain a vital link in a safe food supply through the state meat and poultry and dairy inspection programs. * Help people and their animals who are victims of large-scale disasters such as floods and tornadoes. Role Overview: The Dairy Plant Specialist inspects and determines whether dairy facilities, equipment, and personnel are in compliance with federal and state laws and regulations regarding the production and processing of milk and dairy products. This position conducts inspections in an area that includes: Lake, Porter, LaPorte, Newton, Jasper, Starke, Pulaski, Benton, White, Cass, Warren, Tippecanoe, and Carrol counties. Salary Statement: The salary for this position traditionally starts at $42,900.00 but may be commensurate with education or work experience. A Day in the Life: The essential elements of the job duties: * Conduct milk sanitation inspections of milk production, processing, pasteurization, packaging, storing and distribution facilities, equipment, and processes. * Conduct inspections of facilities that manufacture single service containers and closures for milk products. * Conduct inspections of milk transport vehicles and loading and unloading processes. * Collect and submit product samples from producers and processors for chemical and biological testing. * Evaluate product labels for compliance with state and federal standards. * Review blueprints and specifications of proposed construction and remodeling projects. * Prepare technical reports of inspections and document findings. Communicate with appropriate stakeholders and work with licenses to resolve adverse findings. * Review and evaluate Dairy Division documents, records, and files for compliance with State law, including the requirements of the U. S. Grade A Pasteurized Milk Ordinance. * Consult and make recommendations on the results of the inspections, milk survey findings, certifications, and approvals. * Work with Indiana Milk Rating Officers and U.S. Food and Drug Administration Regional Milk Specialists on state and federal inspections of milk production, processing, pasteurization, packaging, storing, distribution, and single service container/closure facilities. * Investigate consumer complaints related to milk and milk products and assist in food product recalls. * Investigate reports of food-born illnesses related to milk products. * Respond to hazardous events affecting milk and milk related supplies. * Embargo milk and milk products when situations require the immediate removal of product from the market. * Participate as a speaker or panel member at dairy industry meetings or discussion groups. * Appear as an expert witness in court proceedings when required. Duties include but are not limited to * Performing routine and specialized maintenance in one or more areas of specialization such as painting, carpentry, lock keying and replacement, tree trimming, traffic control systems, or welding; * Performing routine and specialized maintenance in building/plant or grounds maintenance such as mowing, mulching, replacing ceiling tiles, repairing and installing faucets and bathroom fixtures, repairing and cleaning roofs and gutters, brick and concrete repair, fence repair, playground equipment repair, or small engine repair; * Serving as lead worker over helpers, temporary and summer staff, and other lower level staff; generating reports on a routine and recurring basis; maintaining records and files; attending staff meetings; * Performing safety inspection of vehicles, safety inspections of equipment and work tools, safety and maintenance inspections of area of responsibility; ensuring helpers and staff under their lead follow safety procedures; and attending safety meetings; * Ordering supplies and parts from vendors; overseeing and inspecting the work of contractors; and may interacts with citizens during the course of completing tasks; * Performing assigned maintenance tasks and repairs; * Troubleshooting and conducting preventive maintenance in areas of responsibility which includes but not limited to the wastewater plant, Shockoe and/or pumping stations; * Responding to routine and emergency calls located in hazardous locations and working on gearboxes, conveyors and other relative wastewater treatment duties; * Providing some Leadership/Training experience as needed. This is an essential personnel position, which requires the selected candidate to report to work for emergency and on-call duty in response to inclement weather/natural disaster, disruption in water distribution system and other urgent events. This position requires working an 8 hour shift or a 12 hour rotating shift with overtime when necessary, including weekends and holidays, regularly. Qualifications, Special Certifications and Licenses KNOWLEDGE, SKILLS, AND ABILITIES: Considerable knowledge of the principles of HVAC; electrical and mechanical equipment used at a utility plant (e.g. water purification, pumping, and wastewater equipment); CMMS automated system; utility plant operations; and safety practices and principles. Demonstrated skill in disassembling pumps; carpentry and plumbing; reading and understanding drawings, blueprints and maps; using and operating various equipment safely and correctly; and working with vendors. Demonstrated ability to operate equipment such as bucket trucks and forklifts; plumbing equipment such as sewer snakes and drain cleaners; power washers, chain saws, lawn mowers, weed eaters, pruners and use basic hand and power tools; and operate cranes and other equipment for hoisting and pulling equipment and to problem solve and troubleshoot problems. MINIMUM TRAINING AND EXPERIENCE: * High School Diploma or GED; * No experience required; * Prefer two (2) years of experience in a related field: * Advancement through the broadband depends in part on additional experience (Zone II, minimum of 12 additional months of experience; Zone III, minimum of 18 additional months of experience; and Zone IV minimum of 36 additional months of experience. * An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification.
