The primary purpose of this position is to serve as the 97 AMW Aircraft Maintenance Division Superintendent with authority and responsibility for the efficient, effective management and execution of an aircraft maintenance workforce consisting of over 320 employees. The incumbent is the primary advisor to the Aircraft Maintenance Division Chief on maintenance activities. Responsibilities Assists the Aircraft Maintenance Division Chief in directs the aircraft maintenance operations program of the 97 AMW, Aircraft Maintenance Division. Provide management solutions to special projects and programs assigned by Division Chief. Plans, organizes, and oversees the activities of the 97 Aircraft Maintenance Division as directed by the Division Chief. Exercise supervisory personnel management responsibilities. Directs, coordinates, and oversees work through subordinate supervisors. Coordinate with Operations, Logistics Readiness, Wing Plans, Financial Management, and other organizations to establish maintenance support requirements. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge of large, multi-engine aircraft maintenance requirements to include sortie generation, scheduled/unscheduled maintenance, back shop maintenance and maintenance data collection/analysis. Comprehensive knowledge and understanding of sortie generation as it pertains to repair of aircraft, maintenance policies, procedures, and aircraft availability. Knowledge of various inspection maintenance; flow of aircraft and engines; and expert skill in ensuring engine, aircraft, and component time changes mirror repair cycle schedules and sortie generation. Experience in sortie generation, repair and maintenance of the appropriate types of aircraft, and associated equipment. Comprehensive knowledge of scheduling practices involved in the coordination of weekly, monthly and yearly flying and maintenance programs. Knowledge of personnel management policies, practices, and procedures including the ability to adjust work operations to meet emergencies; change program or production requirements within available resources and with minimum sacrifice of quantity or quality of work; and establish program objectives or performance goals and assess progress toward their achievement. Expert knowledge in, and skill in applying principles, concepts, and practices of aircraft maintenance to plan, direct, and supervise activities of large scale aircraft maintenance organization and mentor, motivate, and appraise the staff of a highly diversified workforce through subordinate supervisors. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in- grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. Skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems concerning efficiency and effectiveness of program operations. Ability to communicate effectively, both orally and in writing, to gain cooperation from other through tact, courtesy, and diplomacy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
