Certification in Wicklander Interview and investigatory skills a plus. Bilingual (Spanish) preferred but not required. Responsibilities: Essential Functions of the job: Partners with Community Safety Manager (CSM) for key training initiatives for PSP staff, security, and safety team members. In partnership with the CSM, supports and supervises third party security Garda contract responsibilities. Works collaboratively with CSM to create and implement plans to support guests with safety concerns and create a more progressive approach to the People Serving Peoples security awareness. Conduct bi-monthly audits of safety/first aid supplies. Working knowledge of OSHA regulatory guidelines; conducting quarterly audits to ensure compliance. This role is accountable for program vision, performance, sustainability, and continuous improvement, and exercises independent judgment within approved organizational strategy, policies, and budgets. The Director oversees three programs, Crisis Support, Family Case Management, and Housing Search, that aim to prevent evictions and homelessness through emergency aid, financial support, and collaboration with county and community partners. As a member of the Neighborhood House leadership team, the Director also contributes to organization-wide strategy, alignment, and accountability, supporting the success of all programs and functions. ESSENTIAL DUTIES AND RESPONSIBILITIES Strategic Leadership Develop and implement a strategic vision to ensure the growth and sustainability of the Housing Stability programs. Translate organizational strategy into clear program priorities, outcomes, and annual work plans, and hold staff accountable for results. Represent Neighborhood House in system-level housing planning and policy conversations; serve as the primary ambassador for Housing Stability programs, communicating goals, progress, and challenges to internal and external audiences; represent the organization and programs through partnerships, meetings, and collaborations with community stakeholders. Provide leadership, management, and strategic direction for 8-10 program staff, fostering an inclusive, collaborative, and high-performing team culture. Support staff development through regular observation, feedback, and coaching. Contribute to organization-wide learning, problem-solving, and strategic initiatives beyond the Housing Stability portfolio; serve as a partner and collaborator with colleagues in other Neighborhood House programs, working frequently with peers and executive leadership. Program Oversight & Compliance Ensure all programs apply a diversity, equity, inclusion, and radical hospitality lens and that services are culturally responsive and appropriate. Oversee compliance and monitoring with local, state, and federal regulations, including data privacy standards . Monitor program performance and grant progress to ensure alignment with funder requirements and organizational goals. Make independent program-level decisions within approved budgets and policies, and identify when issues require consultation or escalation to the Vice President of Programs or executive leadership. Build relationships and collaborate with external partners, including other service providers and landlords, to strengthen program coordination and impact. Identify and facilitate relevant training for staff and volunteers. Finance & Resource Management Develop and manage budgets for all Housing Stability programs. Make responsible spending and savings decisions that align with organizational priorities and fiscal requirements. Collaborate with the Finance team and Advancement team to identify, pursue, and manage grant and funding opportunities. Data, Evaluation & Reporting Partner with the Director of Community-Based Evaluation and Impact to assess program effectiveness and support data-informed decision-making. Implement evaluation tools, ensure timely and accurate data entry, and monitor progress through relevant databases to maintain effective progress tracking. Ensure participant voice informs program design. Evaluate the effectiveness of programs and strategies and recommend or implement programmatic, operational, or resource shifts as needed to improve outcomes, accessibility, and sustainability. Prepare reports for funders and leadership, translating outcomes into actionable insights that inform decision-making. EXPERIENCE AND SKILLS Required Qualifications 5-8 years of progressively responsible experience in housing stability or human services, including significant people management responsibility. Bachelor's degree in the social sciences, non-profit management, or related field, or equivalent relevant and progressively responsible leadership experience. Experience managing managers or senior staff, budgets, and funding relationships and requirements Demonstrated strategic program leadership. Knowledge of housing programs and state, county, and city regulations - including housing laws, mortgage and foreclosure process, and tenant/landlord laws Working knowledge of racial equity and social justice issues relevant to the communities we serve Proven ability to lead cross-departmental teams and complex projects in collaboration with executive leadership. Proven ability to adapt to evolving program, participant, and funder needs while maintaining program integrity. Strong time management skills with demonstrated ability to manage tasks, projects, and priorities; Demonstrated ability to move projects to completion by deadlines Excellent interpersonal, verbal, and written communication skills in English Committed to working both independently and as part of te Proficient computer skills (including Microsoft Office, Internet, and e-mail) Ability to work in a fast-paced, high-energy environment Must have a driver's license, a clean driving record, and the ability to drive agency vehicle Desired Qualifications Bilingual or multilingual skills relevant to the participants Neighborhood House serves, especially Spanish, Karen, Hmong, and Somali. Knowledge of St. Paul neighborhoods WORK LOCATION This in-person role is based in St. Paul, MN.
