We are currently seeking a Front Desk Associate to join our amazing team! DEPARTMENT OF TRANSPORTATION
The County of El Dorado, Department of Transportation is responsible for funding, designing, building, operating, and maintaining the County Road System. El Dorado County's Road System currently consists of approximately 1083 centerline miles of paved roadway, 76 bridges, a multitude of storm drainage systems, and related transportation facilities.
The Department of Transportation has two main priorities:
1. Ensuring that our roads are safe for public use with due care in a manner in which it is reasonably foreseeable that they will be used, and
2. Preserving and maintaining the public's multi-billion dollar investment in our roads, bridges, and other facilities.
MAINTENANCE AND OPERATIONS DIVISION
The Maintenance and Operations Division is composed of Road Crews, Fleet Services, Equipment Mechanics, and Traffic Control Crews. This dedicated team manages the repair, maintenance, and replacement of existing County roadway and drainage infrastructure. It is also responsible for the maintenance of all 1083 centerline miles of roadway in the County.
THE OPPORTUNITY
Use your knowledge and experience planning, organizing and supervising the repair and maintenance of the County's fleet of complex motorized construction equipment.
The selected candidate will have the opportunity to:
* Plan, organize, coordinate, and supervise the work of a County equipment maintenance shop.
* Develop and monitor service and repair policies, procedures and standards; prepare a variety of studies and reports; research and assist in the development of specifications.
* Direct maintenance and repair activities, including planning, estimation, scheduling, inspection and monitoring work being performed; develop preventive maintenance and repair schedules for the maintenance and servicing of equipment; provide technical assistance to staff.
* Supervise the maintenance of parts inventories and ensures an adequate supply of parts; review and approve requisitions and purchase orders.
* Prepare and monitor the annual budget for the shop.
* Select, supervise, evaluate and discipline staff and provides for their training and development.
* Work closely with other divisions, departments or individuals to explain or coordinate proposed activities; respond to complaints or inquire by phone or in person.
* Coordinate the work of the shop with that of other Count departments, outside vendors, contractors and others.
* Ensure compliance of shop activities to pertinent codes, regulations and guidelines.
* Monitor developments related to equipment maintenance, evaluate their impact and recommend policy and procedure improvements.
* Prepare and maintain a wide variety of written records and correspondence.
* Integrate new program activities into maintenance schedules.
* Plan and implement an on-going safety program.
* Authorize and approve work contracted to outside vendors; determine the necessity for contracting out major repairs; inspect contract work on completion.

PLANNING & BUILDING CODE ENFORCEMENT DIVISION
The purpose of Code Enforcement is to protect the health and safety of El Dorado County residents by enforcing minimum standards for property maintenance as well as procedures for abatement of public nuisances.
THE OPPORTUNITY
As a Code Enforcement Manager, you will perform diverse, specialized, and complex work involving significant accountability and decision-making responsibility. The incumbent organizes and oversees day-to-day activities and operations of an assigned functional area, including the full spectrum of code enforcement activities. The incumbent oversees investigations and enforcement activity including cannabis licensing, permitting, and enforcement activities and serves as the principal program advisor regarding the development and implementation of policies, procedures, and systems to implement multiple code enforcement programs and activities.
The selected candidates will have the opportunity to:
* Plan, direct, coordinate, and participate in the development, implementation, and maintenance of the Code Enforcement Division, including licensing and licensee compliance, enforcement, and permitting services and activities; assign work activities and projects; monitor and coordinate workflow; review and evaluate work products, methods and procedures.
* Monitor and oversee compliance with local and state offices by coordinating regulatory and policy efforts, communicating, evaluating and implementing best practices, and establishing collaborative relationships with state and federal agencies, external stakeholders and the community.
* Act as a County spokesperson for code enforcement policy and enforcement; prepare and present verbal and written reports to the Planning Commission and Board of Supervisors.
* Select and manage staff, provide training and development opportunities, ensure work is performed effectively in connection code enforcement duties; and evaluate performance in an objective and positive manner.
* Recommend, administer, and implement cannabis policies and procedures for the systematic application of County Code.
* Participate in the selection, supervision, training, and evaluation of professional, technical and administrative support personnel.
* Identify opportunities for improving service delivery methods and procedures; identify resource needs; obtain approval for improvements as needed/required: implement improvements.
* Oversee and participate in the development of the annual budget for assigned program area; participate in forecasting funds needed for staffing, equipment, materials, and supplies; monitor and approve expenditures; implement adjustments.
* Lead a coordinate multi-agency task force assigned to the enforcement and regulation of licensed cannabis activities; participate in special projects related to the assigned program area.
* Assist in the development and implementation of departmental goals, objectives, policies, procedures, and work standards.
* Serve as a technical expert to subordinate staff on complex cases.
* Evaluates employee performance; counsel employees, and effectively recommend disciplinary action; assist in selection and promotion. Evaluate operations and activities of assigned responsibilities; recommend improvements and modifications; prepare various reports on operations and activities.
* Direct, monitors, and evaluate the work of assigned consultants and contractors; assist in the development of appropriate contract language; provides clear, concise, and consistent directions; act as a resource and County representative to consultant or contractor regarding administrative and operational policies, procedures, and guidelines.
* Testify in criminal and civil court, administrative hearings, public meetings, and depositions by subpoena as a County representative; conduct follow-up once legal activities have been initiated.
* Prepare a variety of periodic and specialized reports related to code enforcement inspections and activities.
* Confer with other agencies and County departments on disposition of a variety of complaints and code violations.

THE IDEAL CANDIDATE
The ideal candidate for this position will possess a high degree of professionalism and exhibit proactive management skills to assign work, monitor work performance, recommend personnel actions including disciplinary action, and advise staff on the daily functions, operations, and activities of the Code Enforcement program. The Code Enforcement Manager should be a forward thinking, hands-on individual, with superior leadership, communication and customer services skills, and a desire to build positive relationships with the community, elected officials, County staff and outside organizations. The ideal candidate will develop work plans for assigned staff; solicit input from staff to identify and resolve problems; ensure coverage of staff for all shifts and assignments; review and evaluate service delivery, methods, and procedures. Using a collaborative approach, the ideal candidate will seek feedback from staff and develop recommendations for new policies and process improvement to ensure effective delivery of services. The incumbent will be responsible for coordinating and facilitating the Division's budget process, financial and statistical reporting, staff training and certifications and staying current on federal, state or local regulations affecting code enforcement.

Four (4) years of increasingly responsible experience performing sensitive and technical investigation and enforcement of regulatory codes, laws and regulations such as zoning enforcement, vehicle abatement, building inspection, environmental health inspection, law enforcement, code enforcement or related activities including two years of journey-level code enforcement experience at a level equivalent to the County's class of Code Enforcement Officer II.
AND
One (1) year supervisory experience.
Licenses and Certifications:
* Possession of, or ability to obtain and maintain, a valid California or Nevada Driver's License and a satisfactory driving record.
* Possession of a certificate of Beginning Module Code Enforcement Officer training by an accepted state or national Code Enforcement organization is required within twelve (12) months of appointment. The certificate must be maintained.

THE OPPORTUNITY

Attend an in-person Q&A Information Session hosted at the Sheriff's Office to learn more about being a Dispatcher. Applicants who pass the CritiCall examination will be invited to the information session, tentatively scheduled for January 22nd, 2026 at 6:30pm. While attendance is optional, it is strongly encouraged for candidates to attend to understand what the position entails. This will provide you with an opportunity to receive a realistic overview of the position to ensure this is the right position and agency for you. There will be no makeup sessions offered.
