Position Title: Project Manager - Socio Economic Business Preference Program Development Location: Riverdale, MD 20737 Department: The Maryland-National Capital Park and Planning Commission's (M-NCPPC or Commission) Office of Supplier Diversity and Inclusion Period of Performance: Start Date: 3/2/2026 End Date (or “Ongoing”): 3/2/2027 Position Summary: The Project Manager will lead the planning, development, implementation, and regulatory integration of a two-phase socio-economic business preference program for M NCPPC. This role directly supports OSDI in expanding opportunities for Local/Small Businesses and Minority Business Enterprises (MBE) and in revising procurement regulations to operationalize these programs. The Project Manager will manage the consulting team's activities, coordinate stakeholders, ensure compliance with applicable laws, and deliver high quality, on time work products for Commission review and adoption. Required Qualifications: Program Leadership: Direct the consulting team through Phase One (Local/Small Business Preference Program) and Phase Two (MBE Preference Program), ensuring alignment with Commission goals, legal requirements, and procurement best practices. Regulatory Integration: Coordinate cross functional legal, procurement, policy, and operations stakeholders to draft, refine, and finalize regulatory and procedural updates. Project Governance: Establish schedules, milestones, risk registers, and QA/QC protocols; track deliverables and report progress to OSDI and Commission leadership. Stakeholder Management: Plan and facilitate workshops, listening sessions, and outreach efforts with internal staff, vendors, community organizations, and advocacy groups. Documentation & Reporting: Produce formal reports, executive briefings, presentations, redlined and clean regulatory drafts, and vendor facing materials. Technology & Data: Oversee data collection/analysis and recommend technology enabled compliance tracking (e.g., B2GNow or compatible systems). Preferred Qualifications Completed at least 2 similar projects involving public-sector procurement reform, socioeconomic business preference programs, or supplier Diversity, Equity, and Inclusion (DEI) initiatives. Contacts and interaction vary and may involve multiple constituencies such as contractors, energy management personnel, other trades employees, supervisors, managers, directors, and contractors concerning the operation, maintenance, and use of the College community as well as interaction with students, vendors, and the public, providing information, service, and assistance. Duties include but are not limited to: Ensure proper boiler room equipment operation, including pumps, boilers, water treatment, air lines, variable frequency drives, expansion tank water levels, temperatures, pressures, exhaust fans, water and oil meters, chillers, and related equipment. Receive and respond to work orders for various buildings. Troubleshoot/resolve problems identified in work orders, including heating, cooling, potable water, and strange odors. Switch cooling and heating systems semi-annually; start and stop gas and ammonia chillers; prepare and melt ice for chillers and glycol systems. Must possess a combination of education and leadership. Provide scoping, scheduling, outreach and overall project supervision for the restoration of pedestrian walkways and roadways in residential corridors. Provide quality assurance/quality control, utility coordination and inspection support through all project phases. Provide overall management of construction phases and close-out completion. Generate and manage asset management database(s). Manage project budget and implement cost controls. Manage subcontractors. Managing both internal and external risks within the projects lifetime, such as poor planning designs, and government policies, which directly or indirectly affect the project. Manage material dispatching. Provide payroll and timekeeping support. Education: B.S. Construction Engineering or similar Skills: Ability to lead a team by being a good and effective communicator. Excellence in building rapport and creating a team environment where all those with project responsibilities work well together.
