TITLE: Childrens Mental Health Practitioner
DIVISION: Childrens Community Based Services
JOB SUMMARY: Coordinate and provide community services for children and youth with mental health conditions required to meet specific program eligibility requirements. Responsible for ensuring the individual receives services as outlined in a comprehensive evaluation. Responsible for educating and training individuals on basic skills and/or referring them to services and supports necessary to achieve service goals.
JOB RESPONSIBILITIES AND ESSENTIAL FUNCTIONS:
Provide direct client care based on assigned case load and unique identified needs of each client.
Teach clients basic skills and/or provide mental health case management in accordance with clinical, agency, and state guidelines and standards.
Maintain case file documentation in compliance with state, agency, and program requirements.
Maintain the amount of client contact and service level as required according to agency policy.
Participate in required individual and/or group clinical supervision.
Coordinate with other providers assigned to working with the individual in accordance with client and agency needs.
Offer referrals and recommendations for community resources and services.
Support clients during crisis situations.
Provide transportation or arrange transportation for individuals as needed.
Attend required organization and/or community meetings.
Attend conferences, in-services, and training necessary to meet license, program, agency, and state requirements.
PHYSICAL REQUIREMENTS FOR POSITION: Must be able to walk, sit, stand, crouch, twist, bend, reach overhead, maneuver stairs, and stretch in a manner conducive to the execution of daily activities. Must be able to move around the office and community settings on a daily basis. While performing the duties of this job, the employee must communicate with others and exchange information. Employee regularly operates a computer and other office equipment on a daily basis. Occasional bending and lifting, up to 30 pounds.
NON-ESSENTIAL FUNCTIONS: Perform other duties as assigned by the Program Director or Program Manager.

JOB QUALIFICATIONS AND REQUIREMENTS:
Must meet minimum qualifications as a Mental Health Practitioner as outlined in MN Statute 245i.04: Sec. 245I.04 MN Statutes

Must be able to maintain confidentiality.

FLSA: Non-Exempt The primary purpose of this role is to enhance crisis response coordination in the development of crisis plans, community response, and education to external agencies, by helping to facilitate more connection to community supports (i.e. Crisis linkage) to help prevent additional services being mandated such as youth justice, child protection and other county departments. In addition to the coordination, this position will also respond to adults/adolescents/children who are experiencing mental health crises, within La Crosse County. Mental health crises may include individuals who pose a threat of harm to themselves or others, are experiencing an increase in symptoms, or are otherwise in need of mental health support. Response may include phone or on-site evaluation and support. This is a rewarding, fast-paced and challenging role, ideal for a person with a strong sense of empathy, decision making skills and ability to collaborate with community partners. Wisconsin Certified Crisis Program paid training is provided at onset of employment. Employees are part of the Integrated Support & Recovery Services (ISRS) Section of the La Crosse County Department of Human Services. Employee is responsible to the ISRS Crisis Supervisor, the Crisis Program Clinical Director and the ISRS Manager.
This position provides on-call coverage for Mobile Crisis Services on a rotating basis with other similarly employed persons to cover three 11:00 PM to 7:30 AM shifts each week, including every other weekend. This position is an office-based position in La Crosse.

Assesses nature of presenting problem and makes care recommendations to emergency room physicians.
Arranges for stabilization services in residential and/or outpatient settings. Develops Assessment and Response Plans for persons experiencing crisis.
Participates in multidisciplinary dispositional staff meetings, regular supervisory/training sessions, and conferences and in-service training as required.
Uses laptop computer database to perform data entry into an electronic health record.
Completes up to 40* hours of initial training on crisis assessment and response within the first ninety (90) days of employment (*20 hours for experienced mental health professionals).
In this public service position, employee is required to be courteous, cooperative, respectful and non-judgmental at all times, with the public and clients. Also establishes and maintains a courteous, cooperative and respectful working relationship with other employees, supervisors and public officials.
Physical demands: Large percentage of time is spent talking and hearing. A smaller portion of time is spent sitting, using near and far vision, typing, and carrying equipment weighing approximately 15 lbs. A limited amount of time is spent standing, walking, and climbing (using feet and legs). There is the threat of physical attack or injury from clients in unusual situations. BASIC PURPOSE: Reporting to the Program Coordinator, the Mental Health Practitioner is responsible for delivering mental health interventions to youth involved in the day treatment programs. The Mental Health Practitioner assists the clients in moving forward with treatment and accomplishing their treatment goals. The Mental Health Practitioner allows the day treatment programs to bill for skills training under the supervision of a licensed mental health professional.
This position typically starts at the mid wage range which can vary based on education and experience.
ESSENTIAL DUTIES & RESPONSIBILITIES:
Provide mental health interventions for clients as directed by Case Manager and Clinical Supervisor while assisting in day-to-day requirements of Day Treatment programming.
Review treatment paperwork/assessments and ensure skills are being taught accordingly.
Ensure that all documentation is completed according to Day Treatment policies and procedures and current governing standards.
Participate as a member of the Day Treatment team including, but not limited to, assisting in the coordination of the daily program operations, attending weekly staff meetings and maintaining relationships and communication to assure appropriate care for clients.
Provide family and/or individual skills training as directed by the Clinical Supervisor and document sessions according to governing standards.
Qualifications
ESSENTIAL KNOWLEDGE, SKILLS & ENVIRONMENT:
Education, Training & Work Experience:
An individual who is qualified in at least one of the ways described in paragraph (b) to (d) may serve as a mental health practitioner.
(b) An individual is qualified as a mental health practitioner through relevant coursework if the individual completes at least 30 semester hours or 45 quarter hours in behavioral sciences or related fields and:
Has at least 2,000 hours of experience providing services to individuals with:
A mental illness or a substance use disorder; or
A traumatic brain injury or a developmental disability, and completes the additional training described in section 245I.05, subdivision 3, paragraph (c), before providing direct contact services to a client;
Is fluent in the non-English language of the ethnic group to which at least 50 percent of the individual's clients belong, and completes the additional training described in section 245I.05, subdivision 3, paragraph (c), before providing direct contact services to a client;
Is working in a day treatment program under section 256B.0671, subdivision 3, or 256B.0943; or
Has completed a practicum or internship that (i) required direct interaction with adult clients or child clients, and (ii) was focused on behavioral sciences or related fields.
(c) An individual is qualified as a mental health practitioner through work experience if the individual:
Has at least 4,000 hours of experience in the delivery of services to individuals with:
A mental illness or a substance use disorder; or
A traumatic brain injury or a developmental disability, and completes the additional training described in section 245I.05, subdivision 3, paragraph (c), before providing direct contact services to clients; or
Receives treatment supervision at least once per week until meeting the requirement in clause (1) of 4,000 hours of experience and has at least 2,000 hours of experience providing services to individuals with:
A mental illness or a substance use disorder; or
A traumatic brain injury or a developmental disability, and completes the additional training described in section 245I.05, subdivision 3, paragraph (c), before providing direct contact services to clients.
(d) An individual is qualified as a mental health practitioner if the individual has a master's or other graduate degree in behavioral sciences or related fields
Scope of Practice:
A mental health practitioner under the treatment supervision of a mental health professional may provide skill-building services to a child client and complete treatment plans for a child client.
A mental health practitioner must not provide treatment supervision to other staff persons. A mental health practitioner may provide direction to mental health rehabilitation workers and mental health behavioral aides.
A mental health practitioner who provides services to clients according to section 256B.0624 or 256B.0944 may perform crisis assessments and interventions for a client.
Specialized Knowledge & Skills: Knowledge in mental health interventions and skills training. Candidate must possess knowledge of Trauma Informed Care and be able work with youth using this skill set. Candidate must have the ability to build appropriate rapport with clientele and form age appropriate limits and boundaries.

Work Environment & Physical Demands: Normal classroom environment with related indoor and outdoor conditions. Requires use of CPI methods, which may include infrequent restraint of a client.

Our Acute Behavioral Services (ABS) group homes support individuals with complex mental health and behavioral needs. Many of the people we serve have experienced frequent crises, hospital stays, or legal involvement. They may have a history of failed placements and need a highly structured environment to succeed.
Our homes are specially designed for safety, and our approach is consistent, person-centered, and focused on helping individuals reach their goals while maintaining safety for everyone. Due to the challenging nature of this work, staff receive training in behavioral support and crisis response, including the use of manual restraints when necessary.

Our
Acute Behavioral Services (ABS)
group homes support individuals with complex mental health and behavioral needs. Many of the people we serve have experienced frequent crises, hospital stays, or legal involvement. They may have a history of failed placements and need a highly structured environment to succeed.
Our homes are specially designed for safety, and our approach is consistent, person-centered, and focused on helping individuals reach their goals while maintaining safety for everyone. Due to the challenging nature of this work, staff receive training in behavioral support and crisis response, including the use of manual restraints when necessary.

The sign-on bonus will be paid in two installments: $1500 on the first paycheck and $1500 with the paycheck for the pay period in which the employee attains permanent status (usually 1 year). To receive the bonus, a candidate must sign an agreement indicating they will remain in that position for a year. If the candidate leaves their position prior to completing the one year, they may be required to reimburse the initial payment.

Provide psychotherapy services and/or substance abuse counseling services within scope of expertise to individuals, couples, family and/or groups in a manner consistent with FCC's mission, vision and values. Maintain full caseload, equal to no less than 70% of time allocated for psychotherapy. Adhere to all laws of client rights, confidentiality and privacy as governed by HIPAA, governing standards and FCC policies.
Provide treatment of all FCC contracted services which may include Treatment Court Programs, Jail Programming, Family 2.0, and other groups that may be developed. Work with clients in a group setting, meet monthly with teams associated with agency contracts and keep Program Coordinator aware of updates/changes as needed. Maintain documentation and up to date releases. Provide necessary assessments and treatment plans with review in a timely manner.
Maintain client files by utilizing the agency's Electronic Health Record system, ensuring completed and timely documentation of provided services in accordance with agency policies and governing standards. Maintain positive relationships with referral sources and assure purchasers and clients they are receiving the highest quality services that focus on best practice and evidence based models with successful outcomes. Market a positive public image of services in communities served to maintain caseload requirements. Demonstrate high level of commitment and professionalism in the field through advocacy, training or education within the community.
Actively participate in scheduled individual and/or group supervision, staff meetings and other agency meetings as requested. Facilitate two trainings a year on areas of expertise. Maintain certification/licensure in good standing and remain current in required hours of annual staff development.

Qualifications
