Working with designated children from birth to age five receiving services in the ECLIPSE program, the Early Learning Mental Health Consultant provides assessment and child and family goals, assisting to determine eligibility for services and need for referrals to other community resources. The Early Learning Mental Health Consultant also observes and consults in classrooms to implement behavior plans in the child's designated classroom.
Responsibilities:
Provide screening and assessment of children.
Screen ECLIPSE children with designated tools, observe the parent-child interaction, help to develop an individual care plan, and the classroom behavior plan.
Provide biopsychosocial assessment of child and family to assess family/child strengths and needs.
Provide ongoing treatment with ECLIPSE children and families.
Provide coaching/consultation supports as indicated in the individual care plan with parents of ECLIPSE children, including positive parenting skills and implementing behavior plans consistent with the classroom.
Coordinate with and coach ECLIPSE Home Visitors in teaching parents behavior management skills.
Coordinate with family, teaching staff, allied service providers and home visitors to plan for transitions of child.
Provide classroom support and follow up with classroom staff regarding classroom interventions, children's progress or concerns, and family needs.
Establish and nurture collaborative relationships with teachers and teacher assistants to support the needs of each child
Provide observations and consultation in the classroom as needed and designated in the child's behavior plan

Facilitate staffings with Catholic Charities teams and multidisciplinary meetings with parents, referral sources, and allied service providers as needed

Document in the child's records all phone calls, family and home visits, contacts with allied service providers, and classroom consultation, including date, time, persons present, and how it relates to the child/family plan within 24 hours of the occurrence.
Maintain communication with assigned social workers and referral sources regarding child and family progress.
Complete documentation to support monthly billing details as assigned by the Program Manager
Attend and participate in individual and group supervision.
Communicate directly with supervisor with any questions regarding the formulation or implementation of behavior management plans and any cases that require team coordination or therapeutic input.
Communicate effectively by sharing concerns openly and honestly with appropriate staff members.
Participate in a minimum of every other week clinical supervision with a licensed mental health provider such as the Associate Director of Outpatient Services or other qualified/designated staff.
Observe confidentiality in all aspects of the job
Abide by Washington State law as a mandatory reporter of child abuse and neglect
Document all Child Protective Service reports as required with a review by supervisor
Perform other duties as assigned
Qualifications
Job Requirements:

The Opportunity:
In this role, you will perform assessments, deliver services, and conduct permanency planning for immediate family, extended family, kin, and children. You'll not only assess and plan, but you'll take additional action when needed to meet the needs of child safety, permanency, and well-being.

Worker Core Training (WCT):

During the training, you will have opportunities to practice these skills through classroom activities, simulation exercises, and debriefs. Upon hire, you will be assigned to the nearest available training cohort. The training includes four (4) weeks at our Seattle training site (scheduled for Weeks 2, 4, 6, and 8). For those eligible for travel from their assigned duty location, DCYF covers hotel accommodations and per diem costs.
The WCT curriculum is designed to prepare Social Service Specialists for the responsibilities of the role, including:

Education:
High School Diploma or GED
Experience:
Lived experience in substance use and/or mental health with self, spouse or child.

Licenses/Certificates/Registration:
Certified Peer Counselor certification through the State of Washington (WAC 182-528D-0200).

The Economic Services Administration 's, Community Services Division is currently seeking a full-time Social Service Specialist 2 to join our Community Service Office team located in Yakima, WA. In this position, you will have unsupervised access to vulnerable citizens. Certain criminal convictions, pending charges, and negative actions automatically disqualify a person from having unsupervised access to vulnerable adults, juveniles, and children. Passing a criminal background check is required for this position.

Some of what you'll do:
* Conduct assessments to determine a person's level of functioning including evaluating education, social history, living situation, employment history, as well as physical and behavioral health status
* Develop individualized care plans to provide specific action steps from assessment findings and provider recommendations
* Assist walk-in clients daily for evaluation
* Work collaboratively with the WorkFirst/Social Service Specialist teams, medical providers, SSI Facilitation team, other agencies and community partners
* Screen, and refer customers for medical, psychiatric, and other tests
* Authorize referrals to medical specialists and create payment reimbursements
* Review and interpret objective medical information to determine customers' diagnosis, prognosis, and physical ability to perform past work; relate findings to program eligibility
* Make timely claim determinations, utilizing appropriate databases for information gathering
* Refer customers to other agencies such as mental health, substance abuse programs, domestic violence services, vocational rehabilitation, and monitor their progress in overcoming barriers to self-sufficiency, ensuring follow-up and coordination of services
* Carry a large caseload, maintain and update case records with detailed documentation; review cases regularly to assess customer's progress and continuing program eligibility
* Explain department policies and provisions of the law to individuals and members of the community
* Other duties as assigned

* Twelve months of experience as a Social Service Specialist 1 AND completion of the agency's Social Service Specialist training program

* A master's degree in social services, human services, behavioral sciences, criminal law/justice, or an allied field, and one year as a Social Service Specialist 1 or equivalent paid social service experience
* A two-year master's degree in one of the above fields that included a practicum will be substituted for one year of paid social service experience
OR
* A bachelor's degree in social services, human services, behavioral sciences, criminal law/justice, or an allied field, and two years of paid social service experience performing functions equivalent to a Social Service Specialist 1
