Overview
The Parts Dispatch Supervisor is responsible for assisting the Warehouse Manager with overseeing the location's parts vehicle fleet, dispatch and delivery activities, while ensuring the team is consistently performing in a highly efficient, profitable, and safe manner.

Responsibilities
Foster a culture of teamwork, positive morale, and accountability by exemplifying TEC Equipment's Vision, Mission, and Values.
Ensure the delivery team has clear daily, weekly, and monthly sales goals, with tangible deliverables, and ownership clearly defined, to achieve those goals. Provide training and in-the-moment coaching, escalating issues to management as appropriate.
Oversee delivery operations with the ultimate goal of timely, efficient, accurate, and safe delivery of products to customers. Plan and dispatch customer orders, assign delivery jobs and routes ensuring requested delivery windows are met. Schedule will call pick-ups as required and assist other TEC locations with will call as necessary. Assist the outside parts sales team with their orders.
Take full ownership of scheduling and ensuring customer returns are picked up including new, warranty, discrepancy, and core returns along with required paperwork.
Communicate with phone room, front/back counter, sales, receiving, and transfer locations on order processing and status. Notify discrepancies and adjustments required of orders.
Monitor dispatch emails and complete all action requirements. Complete follow-up when necessary. Maintain partial orders until complete and ready for delivery.
Manage scheduling of drivers for various shifts. Manage time-card approvals as it relates to monitoring employees' timely taking of breaks, meal periods, and record keeping of time sheets. Ensure driver work hours are managed within legal guidelines and KPI's.
Monitor driver performance in accordance with requirements for safety and compliance with DOT standards. Administer policies with drivers that involve driver control and report all driver disciplinary problems to management. Audit and ensure parts for delivery are properly secured.
Systems super-user: Maintain the dispatch software database and become the in-house system expert. Train staff on the dispatch software system and other related tools as appropriate. Work with manager and other invested parties on system settings and configurations. Work with managers on creating training guides and documenting processes.
Responsible for day-to-day issues, regarding service, equipment management, driving-related issues, and service deviations. Refer claims from drivers and customers to management.
Oversee maintenance of fleet vehicles and equipment. Maintain weekly vehicle inspections sheets and work with Warehouse Manager on scheduling service.
Assist in the collection of COD orders.
Monitor the usage of fleet fuel cards.
Work with management to optimize and streamline operations. Help drive continuous improvement initiatives (Cost, Quality, Process), embracing change where needed to stay ahead of the competition.
Proactively prioritize own professional development to increase knowledge of business acumen and organizational development best practices in order to positively impact TEC Equipment's profitability.
Work with management to provide employee training, specifically parts training, customer service training, CDK, and dispatch software training.
Supervise employees, including but not limited to:
-Monitoring employees' timely taking of breaks, meal periods, and record keeping of time sheets, making employee -payroll adjustments as necessary.
-Provide continuous oversight, training, and coaching as needed to employees. Complete annual performance review with each employee.

Essential Functions
Develops an annual audit plan, identifying areas of potential internal control exposure and areas for improving operational efficiency. Participates in various committees related to job function.
Reviews, analyzes and evaluates vendor/contractor activities, expenses, products and reports to ensure delivery of services or materials as specified, compliance and quality assurance with the contract, and validity of changes in scope of services and amounts.
Examines departmental records to ensure proper recording of transactions, compliance and quality assurance in accordance with applicable laws.
Evaluates MTS procedures for evidence of deficiencies in controls, duplication of efforts, fraud, and failure to comply with pertinent laws and government regulations, as well as MTS policies and procedures.

SALARY GRADE:
The anticipated starting pay for this position is between $98,000 - $115,000. SUMMARY:
The Contract Specialist assists with various clerical and administration tasks for the Procurement Department. This position routes contracts for approval by MTS staff, emails vendors for execution, and ensures finalized contracts are properly executed. The Contract Specialist also maintains the contracts database, works with third party insurance consultants to ascertain the accuracy and completeness of insurance coverage for MTS contracts, and assists in small business program and the administration of contracts.

Small Business Program
Represents MTS at various outreach workshops and procurement fairs, targeting small businesses (SBs) and Disadvantaged Business Enterprises (DBEs) by discussing MTS's DBE Program and MTS's upcoming procurement opportunities with vendors or being a presenter at the event.
Maintains a calendar for upcoming SB and DBE events to attend and a database of which events MTS participated in and whether it was successful in terms of increasing awareness of MTS's DBE Program to vendors.
Provides vendors the process to do business with MTS and shares information regarding certifications, technical assistance, and other available resources available to SB and DBE.
Creates reports (e.g., DBE and SB vendors working on MTS contracts, DBE and SB vendors available to perform certain types of work) and works with staff to ensure compliance with DBE regulations (e.g., monitors prime contractors pay subcontractors promptly).
Contracts and Procurement
Receives contracts and amendments from Procurement Specialists, reviews with respect to template compliance and format, and routes for MTS signatures.
Ensures contracts are properly routed and executed by vendors.
Receives solicitations from Procurement Specialists and routes for review to Manager of Procurement and legal counsel.
Places advertisements for procurement solicitations.
Assists Procurement Specialists in performing cost summaries from solicitations.
Receives non-compliant certificates of insurance and works with Procurement Specialists and Risk Manager for compliance with contract requirements.
Maintains the contracts database, creates reports, tracks contract termination dates, and notifies team members of upcoming deadlines to ensure the timely submittal of requisitions for successor contracts or to exercise options.
Performs various clerical and administration tasks for the Procurement Department, including interoffice mail.
Issues Purchase Orders for punchout catalog, office supplies inventory, and non-inventory items.

Prepares and compiles reports and assists in implementing Standard Operating Procedures (SOPs) and procurement directives as requested by department head.

Physical Requirements
The successful candidate must be able to fulfill the physical demands of the job such as walking, stooping, sitting, bending, reaching for overhead files and occasional lifting (must be able to lift up to 15 pounds). Must be able operate a motor vehicle and perform tasks involving manual dexterity, such as use of a computer and 10-key. Work will at times require more than 8 hours per day or an irregular work week to perform the essential duties of the position. Duties will be performed primarily in an office type environment and may require travel to external locations and agencies.
Experience/Education/Certificates/License(s)
Possess a high school diploma or associate degree, as well as at least two (2) years of full-time administrative experience. A bachelor's degree in business or economics, combined with procurement experience, is a plus, but not required. A combination of education and relevant experience may satisfy these requirements. Must possess and maintain a valid California driver's license.
GENERAL:
Must satisfactorily pass all applicable examinations including, but not limited to, a pre-employment physical, drug screen, and background check. The Contract Specialist may be required to travel to attend procurement training sessions sponsored by the National Transit Institute (NTI) and will be required to obtain a certificate of completion for all four classes, which covers the Federal Transit Administration (FTA) procurement rules and regulations.
SALARY GRADE:
The anticipated starting pay for this position is between $61,000 - $68,000. This range represents the expected starting salaries for new hires, typically within the lower to mid-portion of the overall salary range, which encompasses the full potential earnings for the role. Qualifications:
• Valid CDL Class A license required
• Currently hold, or ability to obtain, a non-excepted interstate DOT medical card required
• 1 year of documented tractor-trailer experience in the last 3 years required, or 2 years of documented tractor-trailer experience in the past 5 years
• 3 years DMV/MVR record with two or fewer moving violations or accidents
• Follow all federal and/or state laws, regulations, and/or agency rules, standards and guidelines
• Regular, predictable, full attendance is an essential function of the job
• Work the required schedule, work at the specific location required, complete Penske employment application, submit to a background investigation (to include past employment, education, and criminal history) and drug screening required.
• This position is regulated by the Department of Transportation or designated as safety sensitive by the company, and the ability to work in a constant state of alertness and in a safe manner is required. Associates must have the ability to accept responsibility for their own safety, as well as the safety of others.
