Job Description:
Maryland Environmental Service has an opening for a Lead Environmental Specialist/Safety Officer to join the Environmental Operations Group at the Midshore II Landfill located in Ridgely, MD.
This position monitors compliance of environmental operation, construction and monitoring activities with Federal, State and local permit and regulatory requirements. Provides environmental documentation, various environmental inspection and field services, as well as permitting and technical services. Writes technical reports, scopes of work, proposals and budgets. Interacts with clients, contractors, vendors and regulatory officials. Coordinates and manages subcontracted work. Develops and delivers presentations to clients, regulatory/stakeholder groups and citizens. Provides project management support. Monitors on-site work being performed by staff and subcontractors.
Provides health and safety support for the assigned project, site and/or staff by ensuring that all work is being conducted in a safe manner and in compliance with the Health and Safety Plan (HASP) and overall MES Safety requirements. Coordinates and tracks safety related/required training with MES Safety and work team members. Assists with correct and accurate completion of incident reports and vehicle accident and injury reports and ensures all accidents and injuries are reported to the MES Safety team and supervisors as soon as possible. Ensures that all work team members are familiar with the procedures for emergency evacuation, regularly reviews emergency procedures and evacuation map and plans with staff, and completes or assists with annual fire drills. Conducts or assists Facility Managers with regular safety meetings for work team members appropriate to the work tasks and site conditions. Conducts regular site safety inspections, alerts work team members of any potential unsafe work conditions, and assists team with guidance to correct. Authorizes personnel to stop work upon determination that an imminent safety hazard, emergency situation, or other potentially dangerous situation exists. Provides initial safety briefings to familiarize site personnel, contractors and visitors with the overall site conditions, hazards, and reviews the contents of the HASP specifically with regards to safe conduct of work. Coordinates, tracks and provides Safety Tailgate and Kicksheet reviews for work team members. Provides follow up corrective actions from accident review meeting incidents. Develops and submits Job Hazard Analyses (JHA)s for new work and provide regular reviews of JHAs for appropriate work conditions. Performs safety and safety-related inspections. Updates chemical lists, maintains chemical inventories and updates Safety Data Sheet (SDS) binders. Ensures required federal and state postings are current in communal areas where work team has access to information. Attends Bi-Monthly Safety Meetings, provides feedback to Safety team, and trains and communicates monthly Safety topics and Occupational Safety and Health Administration (OSHA), Maryland Occupational Safety and Health (MOSH), and MES practices and procedures with work team members.

Estimated Pay Range:

Minimum Requirements:

Environmental Dredging and Restoration (EDR):
This intern will assist Environmental staff with various tasks related to the implementation of monitoring plans including monitoring of water quality, wetland and upland vegetation, algae, bird populations, mosquito populations, and invasive plant species. Responsibilities also include assisting with conducting sampling, delivering samples to laboratories for analysis, and data entry.
The position will also assist the Environmental Education Team that provides educational tours at various dredged material project locations, presents to various community groups, and manages and executes the MPA TERP program (Terrapin Education & Research Partnership) at various schools in Maryland, including the release of terrapins on Poplar Island. Responsibilities will include assistance with preparing for and attending educational opportunities, tours, and/or presentations.
Environmental Dredging and Restoration (EDR) Engineering:
The restoration engineering intern will assist with and perform field work associated with construction and field engineering tasks and will also assist with installing, maintaining, and monitoring erosion and sediment controls, basic construction labor tasks, and will be introduced to basic engineering, surveying, inspection, and project management roles. This opportunity will provide exposure to a variety of stages in the construction process such as planning, site preparation, major earthwork, field work, and management.
Environmental Monitoring:
The environmental monitoring intern will aid MES personnel with field data collection from various media at solid waste sites across the state. Additionally, the intern will be exposed to multiple forms of environmental remediation.
Finance:
The Finance Intern will provide support to the Finance Department through a variety of accounting, reporting, and technology-focused tasks. This position assists with Workday enhancements, AI initiatives, and financial report automation, while also supporting day-to-day financial operations. in Accounts Payable, Accounts Receivable, and General Accounting duties. The intern will gain hands-on experience in accounting processes, data analysis, and system optimization under the supervision of Finance staff.
Information Technology (IT):
This intern will assist the IT Staff in providing computer support services to minimize downtime and increase productivity in the agency. The responsibilities will include monitoring the helpdesk, providing support for computer hardware and software, inventorying of current equipment, and disposal of old computer hardware. The position will also provide offsite IT support as needed. The essential functions of the position are: assisting in providing IT support to field sites, performing preventive maintenance and maintaining preventive maintenance schedules, and utilizing the Internet and technology vendors to find solutions to problems, and configuring and installing hardware and software.
Marketing:
The marketing intern will assist the MES marketing team with the sale of compost and recyclable commodities generated at facilities operated by MES. They may also assist with planning, market research, customer communication, and other special projects.
Procurement:
The intern will report to the Chief of Procurement and Purchasing, and work on assigned reports and projects. Engage with the Procurement Administrators in the competitive procurement of Agency Services requiring competitive sealed bidding or requests for proposals and support the team in the procurement of high-value, high-complexity services or items. Assists the MBE SBR Program Manager and Contracts Manager, as directed by the Chief of Procurement and Purchasing.
Safety and Compliance:
The intern will assist with database management and employee records retention for safety and environmental compliance reporting, training, accident, and injury reports. The intern will support department staff with analyzing facility performance and assessing opportunities for credit. Other projects and duties to be assigned.
Solid Waste-Recycling:
The Solid Waste-Recycling Intern will assist in data management, customer interaction, social media, and educational outreach at the MES-operated Harford Waste Disposal Center. These opportunities will provide exposure to a variety of solid waste and recycling management systems throughout Maryland, including landfills, composting facilities, and material recovery facilities.
Technical and Environmental Services (TES):
TES has internship positions available in their environmental, engineering, and GIS divisions to work on a range of projects related to environmental planning and management. Interns will have opportunities to work in the office and/or the field learning hands-on skills including review of engineering plans for stormwater and stream restoration projects, hydraulic and hydrologic modeling, field data collection, BMP inspections, georeferencing plans into GIS and assisting in the use of GIS software, Collector, Survey 123 and AutoCAD. Internship opportunities may also include work on a range of energy-related projects.
Water and Wastewater Operations Engineering:
Water and Wastewater Engineering has internship positions available to work on a wide variety of projects in water and wastewater systems. Minimum Requirements:
All positions require a Bachelor's degree in Civil, Environmental, Sanitary, Mechanical, Geotechnical, Electrical or other generally recognized field of engineering from an accredited college or university. Additional requirements include:
Associate Engineer: 2 years of related engineering experience. Master's Degree in an Engineering or Management discipline may be substituted for up to two years of the required experience.
Associate Engineer II: 4 years of related engineering experience. Master's Degree in an Engineering or Management discipline may be substituted for up to two years of the required experience.
Project Engineer: 6 years of related engineering experience, two years of which include project lead/engineering oversight. Master's Degree in an Engineering or Management discipline may be substituted for two years of the required experience.
Project Engineer II: 8 years of related engineering experience, three years of which include project lead/engineering oversight and at least 1 year of experience managing staff. Professional Engineer Certification may be substituted for two year of the required experience or a Master's Degree in an Engineering or Management discipline may be substituted for two years of the required experience.
Senior Engineer: 10 years of relevant engineering experience, four years of which included direct supervisory capacity managing technical and scientific staff. Professional Engineer Certification may be substituted for two years of the required experience. Assignment to some MES locations may require PE certification. Master's degree in engineering or other relevant field may be substituted for two years of required experience.
Must have a valid driver's license with less than 5 points.

Maryland Environmental Service has an immediate opening for a full-time Inspector at the Poplar Island Environmental Restoration Project located in the Chesapeake Bay near Tilghman Island in Talbot County, Maryland. This field position requires getting there by facility crew vessels and working in a variety of weather conditions.
Primary responsibilities include monitoring and operating spillways, preparing reports, performing facility maintenance, and operating facility crew vessels. Related experience is preferred but not required. Training will be provided. Shift work and overtime are required during some operational periods.
