**About the opportunity**
We are seeking a Sr. Fellow to serve as Mathematica's leading expert on value-based care policy formation and implementation in the Health Federal Payors and Delivery Transformation Division. This individual is responsible for crafting or supporting market strategy, developing business, and leading client engagements with the government, health plans, foundations, and/or providers. The Sr. Fellow's work could be focused on improving the Medicare, Medicare Advantage, Medicaid, and veterans and military focused programs, as well as the performance of participating plans and providers, and the data and infrastructure necessary to support the effective functioning of the program. The Sr. Fellow's overall strategyincludes working with business area directors and other senior leaders to identify potential clients and client needs, to assess gaps in corporate capabilities needed for engaging successfully in this area, and to design winning approaches for leveraging Mathematica's assets to expand the value-based care line of business.
Additionally, the Sr. Fellow will participate in business development efforts, including cultivating relationships with new clients, expanding relationships with existing clients, and leading or contributing substantively to capture planning and proposal development. This person will also lead client engagements includes serving as project director or principal investigator for one or more projects and/or serving in an advisory capacity across multiple projects, leading thought leadership initiatives related to value-based care, mentoring junior staff, and imparting subject matter knowledge to others in the organization.
**Responsibilities**
+ Acts as project director or principal investigator for major Mathematica projects.
+ Regularly leads proposal content development and quality assurance reviews of proposals for model implementation, value-based care policy or program support work.
+ Reviews technical proposals that have or may have a bearing on value-based care policy or program support.
+ Collaborates on the development of budgets for proposals for which the Principal Researcher or Senior Fellow is the technical lead.
+ In collaboration with business area directors, develops strategy and priorities around which clients to pursue, which areas of value-based care best leverage Mathematica expertise, and where to build additional capabilities.
+ Represents Mathematica to clients as project director or subject matter expert; able to engage clients to work through challenges and offer research, technical, or program expertise to help solve problems.

**Position Requirements:**
+ Nationally recognized as an expert in value-based care research or payment model operations with either:
+ PhD, MA, or MS in economics, statistics, another social science, or another relevant field and 15 years of relevant experience in a policy research environment, including at least four years of demonstrated effectiveness functioning as a senior researcher or subject matter expert on substantial project work or operations,or
+ BA or BS in economics, statistics, another social science, or another relevant field and 20 years of relevant experience in a policy research environment, including at least four years of demonstrated effectiveness functioning as a senior researcher or subject matter expert on substantial project work or operations
+ A combination of equivalent education and work experience may be substituted for the above requirements
+ Ability to discern current and emerging policy, infrastructure, and data needs for value-based care for a variety of payers and providers

This position offers an anticipated annual base salary range of $160,000 - $220,000. This position is eligible for an annual bonus opportunity based on individual and company performance.

The Congressional Program is an educational program - only for members of Congress - to gain a deeper understanding of critical national public policy issues by joining together at 5-day conferences, along with internationally renowned scholars and experts, to discuss and learn. The program, established in 1983, convenes conferences, four to six times per year, and more than 600 members of Congress have participated in these conferences. The only participants in the conferences are current members of Congress, their spouses, scholars and experts. No U.S. taxpayer dollars support the Aspen Institute Congressional Program.
ABOUT THIS ROLE
The day-to-day duties for this position will include managing all of the multiple logistics and planning elements of four to six conferences annually in foreign countries, including ethics filings, contracts, meeting space, air travel and all requirements related to air travel, meals, and ground transportation in foreign cities. Operational duties will include overseeing all accounting needs of the program and other program-wide planning needs.
This position reports directly to the Deputy Director. The salary range for this position is $113,000 - $125,000. WHAT YOU WILL DO
Conference Responsibilities:
* Travel as the primary conference organizer to 4-6 international congressional conferences each year. Each conference lasts 7-10 days.
* Lead the design & implementation phases for each conference, based on the policy & educational priorities of the Congressional Program.
* Work in collaboration with the entire Congressional Program team to help identify country/city conference locations & manage the overall look and feel of each conference.
* The Assistant Director will be responsible for organizing all conference-related logistics. Including: Identifying meeting spaces, organizing meals & security (when necessary), identifying in-country logistics and travel operators to assist with conference logistics and managing ground transportation services.
* Lead liaison with contracted airline travel agent to secure air reservations for all conference participants.

POSITION SUMMARY
RAPID began as a program of two national surveys of households with children under age 6 and the child care workforce. Led by Philip Fisher, Stanford Center on Early Childhood Director, the RAPID National Survey administers monthly surveys on a rapid-cycle schedule, and has collected data from more than 20,000 households and 12,000 child care providers in all 50 states. The survey and data inform policy, advocacy, academic, parent and practitioner audiences on the experiences, challenges, and strengths of parents of young children and child care providers. The goal is to support parent- and provider-driven policies and programs that equitably and effectively serve families, providers, and young children.
RAPID is now implemented in community, state, and national contexts, working in partnership with local and state organizations. The RAPID datasets are extensive and quickly growing, and include both quantitative and qualitative data.
The Data Scientist will oversee analyses of all data collected by the RAPID Survey Project. The person in this role will provide oversight and guidance to the RAPID Data Analysts, help strengthen the research process, and review and ensure accuracy and quality of data products. They will guide analysts through review, reflection, and constructive feedback on analytic approaches and outputs and provide final sign-off to ensure the team's work is rigorous, reliable, and high quality.
The Data Scientist will be a resource in the production of data dissemination products, such as visualizations, fact sheets, and data briefs. The Data Scientist will maintain rigorous methodological standards, review work, support analysts, and strengthen both the quality of individual products and the skills of the research team.
The successful candidate will bring extensive methodological experience, technical skill with analysis tools and software, and content knowledge in early childhood development, education, policy, and/or advocacy. While this role will provide oversight and mentorship, it will not include direct supervision. The Data Scientist will work independently and with minimal supervision under the direction of the Director of the RAPID Survey Project and in collaboration with RAPID Program Managers.
