Position Objective
The objective of this personnel services contract will be to reduce the childcare assistance application processing time after clients are identified during the intake process by screening for completeness and completing follow-up activities with clients, including status updates. Temporary staff should be expected to complete a backlog of follow-up within two (2) months and thereafter review 1-3 applications per day. Temporary staff will also be expected to support the accuracy of one-time payments and recoupments/overpayments by reconciling payments to distribution calculations completing all backlog within two months and thereafter reconciling all payment issues related to the program weekly. Temporary staff will support recertification requirements related to expanded eligibility by closing cases for clients that have not recertified, facilitating recertification to gather supporting documentation and sending out certification letters completing a backlog of recertification activities within two (2) months and thereafter reviewing 1-3 recertifications per day.
Scope of Work
Temporary staff shall:
Screen childcare assistance applications, identify over-payments, place phone calls to clients with missing documents or signatures, lose out cases that have not been recertified, assist in reviewing worker caseloads, ensure all files are present and help reproduce non-existent files as needed.
Assist with the distribution process for one-time payments and identifying overpayments, collecting documentation, researching any payment issues to childcare providers and sending out form closure letters to parents and childcare providers. 3. Work with the State of New Mexico Human Services Department integrated eligibility system, Automated System Program and Eligibility Network (ASPEN) and the State of New Mexico Department of Workforce Solutions systems to place phone calls about recertification, send out recertification letters, review various application status reports and provide updates on the status of applications.
Review paperwork submitted by clients for accuracy. Interview clients to assess the need for care. Determine eligibility and create placement agreements for childcare assistance programs by utilizing our internal database. Send correspondence to clients and providers. Implement and follow Federal and State policies regarding the program.
Have minor duties related to using the reports to search for issues with application processing and support other local regional staff as required.

· Coordinates the training curriculum for all employees in the facility.
· Ensures training sessions are properly prepared and executed with established materials within established timelines.
· Monitors continuous on-the-job training of employees, as needed, by demonstrating proper training with them and guiding the Warehouse Associate Trainers, Team Leads, Supervisors and Managers on effective training methods.
· Provides training, follow-up coaching and feedback to the Warehouse Associate Trainers, Team Leads, Supervisors and Managers based on individual needs and development opportunities.
· Works with the Training Manager, Director, and Human Resources to determine training gaps.
· Responds to requests for and questions about training initiatives in a timely fashion.
· May conduct or assist with Warehouse Associate and Temporary Associate orientation sessions.
· Document/track the training for associates.

Key Responsibilities
Tribal Policy Research & Analysis
Conduct policy research related to Tribal public health, data governance, health equity, and state/Tribal consultation requirements.
Analyze federal, state, and Tribal laws, regulations, executive orders, and health initiatives that impact Tribal Nations and the Department.
Develop policy briefs, issue analyses, and recommendations to inform NMDOH leadership and program decision-making.
Track emerging policy changes that may affect Tribal health delivery systems, public health programs, Medicaid/Medicare policy, or federal grant requirements.
Support for State-Tribal Collaboration Act (STCA) Implementation
Assist OTL in facilitating and documenting annual Tribal consultation, collaboration, and communication activities across NMDOH programs.
Support STCA reporting requirements, including preparing sections for the agency's annual report and monitoring program compliance.
Provide technical assistance to NMDOH divisions to ensure culturally responsive engagement and compliance with consultation protocols.
Data Governance & Data-Related Coordination
Collaborate with Tribal Epidemiology Centers, NMDOH epidemiologists, and Tribal health partners on data access processes, data sharing agreements (DSAs), and Tribal data governance best practices.
Assist in drafting, reviewing, and coordinating DSAs with Tribal Nations, IHS Areas, and Tribal epidemiology partners.
Prepare data summaries, memos, and explanatory materials for use by Tribal leaders and NMDOH program staff.
Ensure all data activities center Tribal priorities, confidentiality protections, and sovereign rights regarding health data.
Intergovernmental & Program Coordination
Serve as a connector between NMDOH divisions/programs and Tribal governments, helping to align state public health initiatives with Tribal priorities.
Coordinate with NMDOH programs on requests from Tribal Nations, ensuring timely, respectful, and accurate follow-up.
Assist OTL in tracking cross-agency initiatives, grant programs, and health priorities impacting Tribes.
