ACT therefore leads Alliance concept development, capability development, training and lessons learned initiatives and provides unfettered military support to policy development within NATO. You will be responsible for the following: Coordinate and contribute to the activities of the CIS Branch Digital Backbone Capability development Team. Define/ refine demonstration, test, and experimentation (DTE) event (e.g. DiBaX and CWIX) objectives that are aligned with capability development and operational needs. This entails working with subject matter expertise including, but not limited to HQ SACT, other subordinate entities, NATO HQ, NCIA, and ACO. Develop, refine and track for performance to plan of the project plan using project management tool set for events (e.g. DiBaX). Develop and provide final versions of event resource requirements that identifies host nation support requirements consistent with existing Memorandum of Understanding (e.g. HQ SACT to Lativan MOD MOU for 5G test site use). Support the planning meetings associated with DTE venues and support the integration of capability teams into the events. (e.g. DiBaX, CWIX) Support advanced technologies (e.g. Next Gen Communications) industry selection for DTE events by developing criteria, soliciting inputs from nations/industry, scoring of proposal. Proposals will come in the form of Operational Demonstration Test and Experimentation documentation. Provide required save-the-date, calling notices and other administrative documentation for soliciting action for internal and outside entities. Provide draft and finalize event design and management document in sufficient detail to track implementation. Support the elaboration of DOTMLPFI requirements as outputs from the execution of technical demonstration, test and experimentation event. Support the development of DTE event risk management plan. Support the development of the DTE event security plan. Support the development of the DTE registration, observer day and VIP engagements. Supports the development of use cases in which to base the design of the technical DTE. Developments and refines the post DTE report that is provided to stakeholders. Conduct cross ACT event coordination to synchronize efforts. Support the engagement with advanced technology offices within nations in the area of advance communications. Directly supports the event directors and will be required to travel to planning, integration and execution sessions within NATO's boundaries for approximately 4 weeks per year event planning and execution. There may be more required depending on the combination with other events. Performs additional tasks as required by the COTR related to the LABOR category. Requirements Required Qualifications: Minimum of 5 years in the last 10 in the field of technical event planning, design and execution. Demonstrate 3 years in the last 10 years of experience with the deployment of civilian standards based wireless communications, autonomous systems, or community of interest services. Demonstrate 3 years in the last 10 with the knowledge of and application of project management. Demonstrate 3 years operational knowledge of military communications network technologies within the last 10 years either as a military officer or as a civilian. Demonstrate 3 years of the last 10 years in the application of event management tool set. Maintain an effective working relationship with Information Protection (IP) leads, program managers, contracting officers and anyone else as needed to ensure a standardized and accurate protection integration focus throughout the acquisition and sustainment life cycle of directorate programs. Assist in the development and writing of Operations Security (OPSEC) plans, transition plans, emergency action plans, transportation plans and any other security documents as needed for the customer. Review program documentation for public release, to include ensuring CUI has proper markings, classifications and distribution statements per DoD and AF guidance and provide accurate feedback to IP Leads about document disposition ability. Provide classification guidance and assistance for all collateral and SCI (where needed) programs. Security Operating Procedures (SOP), DD Form 254s and other key acquisition/security program documents as directed by the IP lead. Provide classification reviews of inbound and outbound correspondence. Prepare, process, and distribute (ship and receive) inbound/outbound classified mail that is integrated with a singular government accountable mailing program. Assist with preparing classified packages, courier forms and maintain receipt records of such dispatches. Perform destruction of classified materials and CUI Ensure personnel security clearances are kept current and access is verified prior to allowing access to classified material. Prepare, process, and/or review Visitor Access Request (VAR) for accuracy and access eligibility. Ensure smooth access ability is given to our personnel by ensuring visit certifications are received timely and accurately by receiving units. Assist with researching, processing, filing, and maintaining inbound and outbound VAR notices. Assist IP Lead with inspection preparations and Management Internal Control Toolset and/or other inspection platform artifact creation as directed. Conduct effective entry and exit inspections along with any other random anti-terrorism measures as directed by unit, installation, or higher-level anti-terrorism authority. Requirements Required Qualifications: Proven recent (at least three within the last five years) post-degree hands-on experience in authoring specifications, architectures, functional analysis and designs, preferably in the area of military information and cyber systems. Experience at the level of management, overseeing, participating or supporting shall not be accounted for. Post-degree education in CIS security and cyber defense disciplines, as Certified Information Systems Security Professional (CISSP), GIAC Security Expert or ISACA Certified Information Security Manager (CISM). Post-degree hands-on experience in architecture drafting, preferably using NATO Architectural Framework (NAF) or similar standard (e.g. TOGAF). Expert-level certification at the level of Program Management Professional (PMP), AXELOS Management of Successful Program (MSP) or Project Professional Qualification (PPQ).
