POSITION SUMMARY
The 02S Procurement Business Line Leader is an enterprise-level leader responsible for designing and delivering the Procurement pillar within McCarthy's 02S program. This role stands up and scales a national Strategic Sourcing and National Contracting operating model, including Virtual Category Teams, to drive measurable value creation across regions and business units through people, process, and technology improvements-spanning OFCI, CFCI, commodity, and consumable procurement domains. The leader translates McCarthy's National Sourcing Strategy into execution-phased sourcing waves, subcontractor/distributor optimization, and S2P technology enablement-to capture savings and resilience at scale.
RESPONSIBILITIES
* Define the 02S Procurement Pillar strategy and multi‑year roadmap aligned to enterprise objectives, establishing sourcing waves, governance, and a "program‑first" model that balances national scale with regional agility across OFCI, CFCI, commodity, and consumable categories.
* Own value realization with Finance by setting and tracking savings, cost avoidance, rebates, cycle times, compliance, and schedule reliability-publishing executive dashboards and narratives on progress, risks, and run‑rate performance across all procurement domains including OFCI/CFCI equipment, core commodities, and small tools/consumables.
* Build and lead a national Strategic Sourcing and National Contracting organization and cross‑functional Virtual Category Teams / Compliance Councils to standardize policies, flow‑down terms, and enterprise‑wide enforcement for OFCI, CFCI, commodity, and consumable spend with subcontractors and distributors.
* Develop and execute category strategies using NBG structures, total cost of ownership, and market/commodity intelligence; run data‑driven RFx events with bid‑leveling; negotiate national/regional agreements and catalogs; and drive sequenced sourcing waves across priority categories with explicit coverage of OFCI packages, CFCI project equipment, key commodities, and consumables programs.
* Establish an enterprise procurement playbook, KPIs, and S2P/analytics capabilities integrated with CMiC and BuildingConnected to enable directed buying, price/term compliance, supplier performance management, rebate capture, and coordinated execution with other 02S pillars while actively managing supply risk in strategic categories-including OFCI/CFCI equipment, critical commodities, and jobsite consumables/tooling.
QUALIFICATIONS
* Bachelor's degree in Supply Chain, Business, Engineering, Construction Management, or related field.
* 10+ years in procurement/supply chain with progressive leadership, including enterprise‑level category management and sourcing execution across equipment (OFCI/CFCI), commodity, and consumable spend.
* Demonstrated success leading procurement transformation / standardization across multiple regions or business units; proven change leadership and stakeholder alignment.
* Strong negotiation, contracting, and supplier relationship management skills.
* Ability to set strategy, establish governance, and deliver measurable value through data‑driven decision‑making, including portfolio‑level OFCI/CFCI programs and national commodity/consumable contracts.
* Proficiency with ERP and procurement technologies, analytics/reporting tools, and spend analysis; experience integrating sourcing platforms with CMiC and BuildingConnected is a plus.
* Preferred - Experience in construction, EPC, or large capital projects; advanced degree (MBA or similar) and/or professional certifications (e.g., CPSM, CSCP, PMP); experience integrating procurement with warehouse/inventory, logistics, prefab, and field operations within an 02S model.

Overview:
The Heavy Civil Project Manager (PM) plays a dual role in Balfour Beatty by overseeing projects from the pursuit proposal stage through construction completion. Maintain strong relationships with clients, design teams, and key stakeholders to ensure project success.
Lead project teams, mentoring and developing junior engineers and field staff, fostering a collaborative and high-performance work environment.
Qualifications:
Bachelor's degree in Construction Management, Civil Engineering, or a related field.
Minimum 8+ years of experience in Heavy Civil construction project management.
Experience in execution of successful alternative delivery projects (CMAR, CMGC, Progressive DB, DB) preferred.

The mechanical estimator will create estimates for technical commercial projects within our core markets of: healthcare, higher education, advanced technology, bio-pharmaceutical, and corporate offices. The incumbent will work closely with the regional management team and all members of the pre-construction / estimating team.
Conceptual budgeting / estimating.
Conceptual design assistance.
Design development through construction document estimating (quantification and pricing).
Interaction with subcontractor / equipment vendor community in multiple DPR office regions throughout the Northeast corridor.
Presentation of estimates/budgets with owners/consultants.
Preparation and analysis (scoping) of mechanical, plumbing, fire sprinkler, HVAC and automatic temperature controls bid packages.
Value management of estimates produced.
Subcontractor procurement.
