About the Role
MWH is currently seeking a Project Engineer to support a $300m large-diameter water pipeline project located in the Portland, OR area. This pipeline is part of a larger effort to ultimately supply 135 million gallons of water a day to the Portland community by Fall of 2028.
This position is accountable for supporting all aspects of delivery for pipeline work that may include shop drawing and RFI management, As Built maintenance, contract management, change management, quality management, and issues management. The Project Engineer must ensure work is performed in accordance with the contract documents and other engineering standards.
Essential Functions
RFIs and Submittals: 60%
Using analytical skills, review requests for information from subcontractors for clarity and confirm information that cannot be discerned from the contract documents. Shepherd through the Engineer of Record response process and post RFI’s to the As Built contract documents.
Use engineering skills to analyze subcontractor and manufacturer’s submittals against contract documents, including exercising discretion to determine if a proffered substitution is sufficiently comparable to recommend for approval.
Manage the submittal process, including reviewing and approving shop drawings, using engineering judgment to ensure compliance with project specifications and industry standards.
Conduct thorough technical reviews of submittals, identifying deviations from project requirements and coordinating with relevant parties to address and resolve issues.
Project Coordination, Communication, and Problem Solving: 30%
Provide support to the Trade Package Project Managers and Site Superintendents.
Shop Drawing Management – Use technical and analytical skills to review shop drawings for general compliance with contract documents and coordination with relevant equipment. Shepherd through the Engineer of Record review and approval process.
Change Management – In coordination with PMs and Superintendents, use analyze proposed change orders against the contract documents, and use engineering judgment to assess the validity of the proposed cost estimates for the work. Assist in the management of Time and Materials tickets where required on executed change orders and force account work.
Scheduling – Link shop drawings to construction schedule activities to ensure timely completion and support PMs in weekly progress updates with the trade contractors and program schedule team in submittal status.
Issues Management – Attend routine meetings and track critical issues requiring resolution to maintain construction progress. Drive issues to conclusion through active communications with responsible parties.
Quality – Responsible for understanding quality requirements of assigned trade packages and coordinate with trade contractors and Program Quality team to ensure that quality activities are planned, executed, and documented according to contract requirements.
Safety - Responsible for the safe conduct of MWH personnel to ensure a zero-accident project. Ensure all site personnel meet minimum safety requirements (e.g. training, orientations, tools and equipment).
Work in a manner to ensure your personal safety and that of fellow employees by following company health and safety guidelines and policies.
Documentation and Record Keeping: 10%
Maintain accurate and up-to-date documentation of all RFI’s, submittals, and related correspondence.

Technical Sales and Customer Service Support
Directly support and engage in generating quotes for parts, service, and capital equipment by identifying requirements and providing summaries of costs and lead time. This work involves technical bid package evaluation, generating technical responses, accumulating documentation, gathering cost information, and finalizing formal packages. Additionally, this involves reviewing customer needs and applications and identifying available solutions.
Accept requests from customers to troubleshoot technical issues with products and develop solutions with customers in an efficient and professional manner.

The Project Engineer will assist the Project Manager with the setup, management, and closeout of projects at the Regional office or Jobsite to accomplish project objectives by planning, scheduling, and executing project activities throughout each phase to completion.
Understand and comply with all WPI policies, procedures, and corporate safety program.
Actively participate in the safety plans and measures of the assigned projects.
Review contract language, scope of work, and special provisions in the contract. Make sure project team members are aware of these items.
Assist with the buyout and procurement of material, subcontractor, and engineering quotes.
Prepare RFI's, submittals, and shop drawings.
Support and visit assigned job sites and participate in job meetings as required.
Price change requests and update the budget promptly.
Prepare, review, and report weekly productions.
Review the weekly job cost report with the project Foreman and team.
Prepare billings and approve invoices for payment.
Track progress and spending, ensuring the work is completed on time and within budget.
Support the implementation of job schedules.
Coordinate warranties, O&M's, and closeout on projects.
Requirements
Basic Requirements
High School Diploma
Minimum Requirements
Ability to diagnose and process key information, recognize critical areas on the job that could impact profitability, and then actively navigate the project away from risks and liabilities for a successful outcome.
Proficient in Microsoft Windows, Microsoft Office Suite (Excel, Word, and Outlook).
Strong oral and written communication skills is required.
Ability to work in team environment is required.
Strong customer service skills are required.
Ability to multitask, think critically, and problem-solve is required.
Ability to learn new job skills by engaging in the technical aspects of the job and applying new skills as they are taught is required.
Must be able to work independently, make decisions, and follow through on all assignments.
Must possess strong organizational and computer use skills and have a high level of competency to read/write/speak English and communicate with coworkers.
Preferred Requirements
Experience with commercial grade doors, frames, and hardware.
Local to office is preferred.
