The Project Engineer provides technical and engineering support as needed for the development, design and implementation of miscellaneous projects. Project Engineer Qualifications: * BS degree (preferably in civil or mechanical engineering). * Two to three years of experience in project management in a petrochemical environment is recommended. * Experience with Microsoft Windows, Word, Excel, and Microsoft Project is recommended. Project Engineer Responsibilities: * Develop completed project design specifications from basic conceptual ideas with limited direction * Organize, prepare and conduct project review and status presentations with key personnel to further develop and review project details * Review project details and equipment with Maintenance personnel (supervision, engineering, technicians) to ensure maintenance interests are addressed * Prepare preliminary project estimates and cost justifications and completing Project * Approval Forms (PAFs) and other documentation as necessary for management approval of projects * Prepare detailed project estimates and cost justifications and developing Authorizations for Expenditure (AFEs) and other documentation as necessary for management approval of projects * Prepare and implement project schedules as needed for efficient completion of tasks utilizing all applicable workgroups and resources * Monitor progress of all project phases to verify accuracy of schedule and budget estimates * Secure coordinating and / or supervising contract consulting, engineering, design and vendor services for supplemental design assistance as needed to accomplish project goals * Specify and procure parts and equipment as needed and verify compatibility with service conditions and applicable design codes * Document all phases of project design, construction and installation to verify compliance with specifications, all applicable design and construction codes, recommended practices, etc. * Initiate, participate in, and ensure the completion of the Management of Change Procedure (including Pre-Startup Safety Reviews) for Project Engineering related activities * Provide project follow-up upon completion of installation including equipment file development / documentation for new and / or affected equipment, recommended preventive maintenance of equipment, acquisition of spare parts, operating procedure development, startup assistance and lessons learned documentation * Assist Maintenance / Engineering Department in thoroughly documenting general maintenance shutdowns, projects and lessons learned * Assist in development, implementation and maintenance of Engineering and Construction specifications for refinery equipment * Assist in the development of engineering project proposals and preparing project cost estimates for annual and quarterly budget reviews * Work with Maintenance / Engineering staff to continually develop and improve project and maintenance engineering techniques, policies and procedures * Participate in all aspects of miscellaneous project and maintenance engineering as necessary to meet the needs of Maintenance / Engineering department The person selected must be self-motivated with strong leadership, communication, and organizational skills. The primary function of this position is to provide the overall technical oversight of engineering scopes for EPC or Design-Build projects with challenging schedule milestones. The position will work with multiple business units and project managers on assigned projects and may oversee multiple projects in various stages of development. RESPONSIBILITIES: Providing engineering solutions that support our customers' technology solutions and provide cost effective, constructable designs. Delivers designs that support safe delivery of our projects and safe solutions for our customers when energized. Responsible for implementing and executing the overall direction, coordination, and evaluation of our engineering activities and solutions in coordination with the Project Management and Field Management Team Assure that our subcontractors provide quality project teams and the appropriate, experienced talent to provide a safe, high quality design. Establish project objectives and performance standards as defined by the Company's operating policies and procedures and the project turnover process. Support the project proposal effort and support the estimating needs where required. Often the engineering manager will be an integral part of the proposal process identifying the critical equipment, materials specifications and technical solutions to meet our customers' requirements. Support sales efforts through meetings with our customers, site visits, vendor shops, and other operating units to determine best solutions for our new projects. Assists in defining engineering requirements, selecting engineering companies based on company qualifications and experience, resource availability, workload / backlog, project understanding, cost, and references. Have a complete understanding of all plans, contract, and specification requirements to ensure the Company's interests are always protected, specific contractual obligations are adhered to and all work is completed accordingly. Participate in the development of all project schedules, budgets and other project related reports. Ensure their accuracy and that any required updates are done in a timely manner. Support the procurement processes of EPC projects by working directly with our engineers and vendors to establish the most economical solutions, and maintain schedules while urgently addressing all critical path items Maintain a strong working relationship with the client, owner, engineer, vendors, suppliers and other project related firms and personnel to minimize conflicts and maximize the outcomes of all project activities. Support the Company's strategic planning initiatives and follow through with any assigned responsibilities to ensure success. (EIT or PE preferred) Ability to not only comprehend but also to provide input on single-line diagrams, wiring diagrams, schematics, protection & control, fuse coordination, and outage planning, general arrangements, elevation drawings, bus designs/calculations, and below grade/raceway design. A demonstrated knowledge of studies including but not limited to lightning, lighting, grounding, insulation coordination, short circuit, load flow, arc flash, protection coordination, and relay settings. A demonstrated knowledge of complex multi-discipline packages and coordinating multi-discipline packages - civil, foundations, structural steel, pre- engineered buildings, HVAC, mechanical and piping, insulation, electrical, instrumentation, telecommunications, life safety systems and other specialty systems. Experience in the energy projects including utility and power design ranging from low voltage to extra high voltage (LV,MV,HV,EHV), AC design, DC design, transmission/distribution/collection, renewable energy, solar, battery storage, wind and natural gas projects is a strong plus.
