Primary function is to manage and review the various activities of consultants, contractors, and staff in the planning, design, and construction of utility capital improvement and infrastructure preservation projects. Directs the activities of the project from start to finish; develops progress reports and analysis to ensure that the project is on schedule and within budget. Experienced in the area of project management and administration from the development phase through implementation phase. Perform licensed certification, as required by regulatory agencies. Reviews and executes project close out documents and coordination of turnover to maintaining agency. As a condition precedent to any entitlement for payment, a Vendor shall have both (1) Skanska USA Placement Agreement, and (2) an Engagement Job Order executed by an authorized Skanska HR representative. Absent the properly executed documents, Skanska HR shall have no obligation to make payment to the Vendor. Verbal or written communications from any employee of Skanska USA business units shall not be considered binding obligations. Performs professional engineering work and provides supervision in the design, review, and inspection of various capital improvement projects relating to water and wastewater utilities; Work is performed under general supervision of the CIP Manager. Performs related duties as required. * Assists with the preparation of a variety of estimates, designs, and specifications for a variety of capital improvements projects conducted by in-house staff and consultants. * Participates in the preparation of specifications, maps, plans, profiles, field notes, and designs of capital improvement projects. * Assists in providing project management and engineering work on capital improvement projects. * Assist with review of bids and proposals. * Assists with preparation, authorization, and monitoring of construction permit compliance, inspects projects, prepares cost estimates, and initiates action for noncompliance. * Works in conjunction with consulting engineers and other governmental agencies on the coordination of capital projects. * Communicates with contractors and the public both verbally and in writing providing technical information relating to engineering projects. * Prepares and provides public presentations and reports on capital improvement projects as required. * Supports all utility divisions as required. * Performs field inspections as required. * Participates in related committees and attends after hours meetings as required. * Provides analysis of operational efficiencies and engineering studies associated with the operation of the Utility System. Knowledge of: * Comprehensive knowledge of civil engineering principles and practices * Comprehensive knowledge of modern design, construction, and maintenance methods * Thorough knowledge of land and engineering survey systems * Thorough knowledge of engineering drafting techniques Skilled in: * Technical design and analysis * Preparation and interpretation of plans and specifications * Technical report writing * Oral and written communication * Use of engineering software tools Ability to: * Establish and maintain effective working relationships * Express technical ideas clearly and concisely * Manage multiple projects simultaneously * Adapt to evolving codes and technologies * Bachelor's degree from an accredited college or university with major course work in engineering. PREFERRED QUALIFICATIONS: * Experience with hydraulic modeling and computer-aided design (CAD).
