he incumbent serves as a Supervisory Clinical Laboratory Scientist (CLS) on the Esoteric, Send-Out Testing and Phlebotomy and Processing sections of the Pathology and Laboratory Medicine Service at Louis Stokes Cleveland VA Medical Center. The laboratory is a complexity level index group 1, performing over 4 million standard billable tests annually. The CLS supervises a staff of non-supervisory personnel including at least one GS-11 subordinate.
Duties and tasks include but are not limited to the following:
* Demonstrates knowledge of Federal and state laws and regulations and laboratory accrediting agency regulatory requirements sufficient to develop plans and procedures for the laboratory.
* Demonstrates knowledge of laboratory quality management procedures and principles sufficient to establish and monitor a laboratory quality management program and/or the education and training of laboratory staff.
* Maintains skill in applying leadership principles such as interpersonal relations and conflict resolution.
* Demonstrates ability to perform the full range of supervisory duties, which includes responsibility for the assignment of work, performance evaluations, selection of staff, recommendation of awards, advancements, and disciplinary actions.
* Demonstrates ability to plan, organize, set short and/or long-term goals, and conduct studies on technical and administrative problems including personnel shortages, organizational structure, and new technology.
* Demonstrates ability to manage fiscal matters, forecast resource and equipment needs, and administer the allocated budget.
* Demonstrates ability to analyze organizational, technical, and administrative problems to develop and implement solutions that result in efficient laboratory operations.
* Oversees daily operations of the section, ensuring that agency policies and priorities are followed, that all specimens are processed, assayed, and results verified and released in a timely and efficient manner.
* Develops performance standards, communicates these standards and progress in meeting these standards to subordinates and evaluates the work performance of subordinates.
* Supervises the day-to-day operation of the Laboratory, prepares work schedules, and assigns duties to subordinates to ensure efficient and timely performance of all tests and procedures.
* Maintains accountability for inventory and ordering of all supplies and reagents for all shifts and inventory of expendable supplies. Logs and stores reagents and supplies per standard operating procedures and maintains optimal inventory levels of reagents, supplies, and blood products to prevent workflow interruptions.
* Involved in statistical data collection and/or documentation for records, reports, Quality Assurance monitors, and quality control. Maintains a detailed, accurate record in an organized fashion, tracks activities, and processes paperwork accurately and promptly.
* Acts as a Contracting Officer's Representative and performs all duties required to establish and maintain required contracts within the section.
* Performs testing and phlebotomy as necessary.

Key Responsibilities
Assist with laboratory operations, audits, compliance checks, and reporting, including sample collection and handling.
Assist with patient check-in and check-out processes.
Manage and maintain cryogenic storage equipment, including handling and inventorying cryopreserved specimens (sperm, oocytes, embryos).
Coordinate transportation of cryopreserved specimens with third-party vendors while ensuring compliance with regulatory standards.
Maintain accurate patient records in the electronic medical record (EMR) system and process medical record requests.
Act as a primary point of contact between the laboratory, physicians, and nursing teams for lab-related coordination.
Organize and manage laboratory paperwork, supply inventory, and administrative documentation as well as data submission.
Assist with additional projects and administrative duties as assigned.
Position Requirements
Education: Highschool degree required. Bachelor's degree in biology, chemistry, or a related science field is preferred.
Experience: 6+ months of laboratory experience outside of coursework is a plus.

Essential Job Functions
Processes, embeds, and cuts tissue specimens.
Performs grossing and routine and special staining.
Receives tissue and checks all requisitions and specimens for accuracy.
Sends out tissue or slides to reference labs as requested by the physician.
Performs, records, and evaluates the results of all quality control; implements corrective action when indicated.
Keeps appropriate person(s) informed of problems, issues, and resolutions as needed.
Performs special procedures.
Assists in training new staff and students under the lead tech's or manager's supervision.
Performs maintenance and resolves technical problems.
Remains current in the field through completion of all mandatory competencies and training modules, regular review of departmental policies and procedures, and participation in continuing education opportunities.
Adheres to regulations and standards set forth by regulatory agencies.

We are seeking a detail-oriented and highly motivated Chemical Analyst to join our laboratory team. This role involves performing a variety of chemical analyses using both classical (wet chemistry) techniques such as titrations, gravimetric analysis, and pH measurements, as well as modern instrumental methods including GC, FTIR, and ICP. The ideal candidate will support quality control, product development, and process optimization efforts by delivering accurate, timely, and reproducible data.
Key Responsibilities:
Conduct routine and non-routine chemical analyses on raw materials, in-process samples, and finished products.
Perform classical analytical techniques such as:
Acid/base and redox titrations (Acid Value, Iodine Value)
Gravimetric analyses (Density, Filterable Impurities)
pH and moisture determination
Operate, calibrate, and maintain laboratory instrumentation, including but not limited to:
Gas Chromatography (GC)
Fourier-Transform Infrared Spectroscopy (FTIR)
Inductively Coupled Plasma (ICP-OES)
Karl Fischer titrators
Interpret analytical results and maintain accurate and detailed records in accordance with SOPs and regulatory standards.
Assist in method development, validation, and troubleshooting as needed.
Ensure compliance with laboratory safety protocols and company policies.
Participate in laboratory investigations and contribute to continuous improvement initiatives.
Work Environment:
Laboratory-based role with routine exposure to chemicals and instrumentation.

Identify continuous improvement activities for the site.

Job Responsibilities
* Engages in population appropriate communication.
* Has knowledge of growth and development milestones and tasks.
* Gives clear instructions to patients/family regarding treatment.
* Involves family/guardian in the assessment, initial treatment and continuing care of the patient.
* Identifies any physical limitations of the patient and deploys intervention when necessary.
* Recognizes and responds appropriately to patients/families with behavioral health problems.
* Interprets population related data and plans care appropriately.
* Identifies and responds appropriately to different needs resulting from, unique psychological needs or those associated with religious/cultural norms.
* Performs treatments, administers medication or operates equipment safely.
* Recognizes and responds to signs/symptoms of abuse or neglect.
* Follows proper patient identification protocols Follows established blood collection protocols
* Demonstrates a high level of skill (minimal can't gets, recollects, blood culture contamination rate, etc.)
* Prioritizes workload, collects samples in a timely manner, and ensures timely transit of samples to laboratory
* Uses order monitor or collection log to ensure timely specimen collection
* Communicates to appropriate person(s) the status of any uncompleted collection
* Handles problems encountered in am appropriate manner
* Cleans and stocks phlebotomy supplies at end of shift
* Collection verifies and receipt verifies specimens within expected timeframe
* Processes volume of specimens appropriate for the assigned work area
* Processes samples in a timely manner and within expected timeframe
* Distributes samples to the correct work area within established timeframe
* Follows established guidelines for centrifugation of samples
* Follows established guidelines for aliquoting and preparing samples, including those being sent to a reference lab (labeling, specimen type, volume, storage, and stabilization for transport)
* Creates and processes transport lists according to established protocols
* Performs daily, weekly, and monthly maintenance and performance checks on departmental equipment as assigned and performs other routine maintenance (housekeeping, safety, etc.) in the department
* Handles large workload or unusual working conditions without assistance
* Accounts for all work on logs to assure sample integrity and minimize lost samples.
* Is able to troubleshoot problems identified without assistance.
* Cleanse and stocks work station at the end of the shift
* Serves as a resource to co-workers for problem resolution
* Answers phone promptly in a courteous manner, identifying oneself to the caller.
* Handles phone requests with a minimum of call transfers.
* Coordinates the collection of blood draws ensuring efficient distribution of work.
* Completes collection pool summary
* Reviews lab requisitions for completeness of information and resolves any problems identified in the appropriate manner.
* Properly processes add-on and recollect requests
* Performs departmental filing and clerical needs
* Follows safety policies and procedures in all phases of specimen collection, transportation and processing.
* Performs special procedures to include bleeding times and blood cultures Is knowledgeable in processing unusual send-out specimen, uses provided policies/procedures/guidelines
* Is knowledgeable in handling pathology specimens including frozen sections.
* Assists the technical staff as assigned and within scope of training.
* Duties could include loading analyzers, taking specimens off analyzers, entering organizing specimens for storage.
* Department procedures and policies are reviewed in a timely manner
* Mandatory continuing education modules are completed within the established time frame without individual reminders
* Technical competencies are completed within the established time frame without individual reminder
* Participates in continuing education opportunities such as the CAP competency assessment program.
Education and Experience Requirements:
* High school diploma or GED.
* Completion of formal phlebotomy training preferred.
* Phlebotomy experience preferred.
* Keyboarding skills preferred.
* Ability to effectively and efficiently perform job duties in a fast-paced environment.
