The RegisteredNurse - Forensic Nurse Examiner (RN-FNE) participates as a member of the Sexual Assault Forensic Nurse Examiner (SAFE) program, providing victims of sexual assault and intimate partner violence with sensitive, coordinated, and patient-centered care. The RN-FNE provides the forensic medical exam in all cases of sexual assault and intimate partner violence as requested by victim or law enforcement, and provides emergency and prophylactic care and information regarding proper medical follow-up for reported and non-reported cases of sexual assault and intimate partner violence that present Howard County Medical Center.
EDUCATION & EXPERIENCE:
BSN or complete a BSN program within 4 years of their hire date with steady progress toward degree completion. Steady progress is defined as a minimum of 9 credits per calendar year from the time they begin course work.
RNs who are not yet enrolled in a BSN program must apply to and be accepted into a BSN program within six months of hire, with course work to begin promptly after acceptance. 2+ years of RN experience as a SAFE Nurse strongly preferred.
LICENSES & CERTIFICATIONS:
Current Maryland license as RN
Current FNE-A/P certification through MBON
BLS certification for healthcare provider

Job Description
General Summary
Under limited supervision, the Forensic Nurse Examiner (FNE) provides comprehensive care to sexual assault patients. The FNE conducts a medical forensic assault history and physical examination as well as evidence collection, preservation, and documentation. The FNE ensures crisis intervention and medical treatment is provided while in the Emergency Department. The FNE coordinates reporting to appropriate police jurisdiction and/or Child Protective Services, if applicable. The FNE will interface with patient advocacy, law enforcement and crime labs. The FNE provides referrals to community agencies as well as follow-up referrals for health care. The FNE will participate in legal proceedings including courtroom testimony.
The FNE provides care to patients via therapeutic use of self, the nursing process, the environment/technology, and other healthcare team members, according to established standards. Patients served include all age groups (infant through older adult as identified in Performance Standards) dependant on FNE level of certification.

Qualifications

Working Conditions
Works inside a clean, well-lighted environment. May be exposed to frequent interruptions and multiple crisis situations. May be physically or verbally abused by patients. Expected to work on rotating shifts including weekends and holidays as necessary. Physical Requirements

POSITION SUMMARY
A Forensic Nurse Examiner is specially trained and certified by the Maryland Board of Nursing to provide comprehensive care to adults, adolescents and children who have been impacted by sexual assault, intimate partner violence, child abuse, human trafficking and non-intentional trauma. The Examiner works independently under the general direction of the Forensic Nurse Examiner Manager.

PRIMARY RESPONSIBILITIES
Principal Duties:
1. Performs forensic evidentiary examinations on victims and alleged perpetrators in connection with chronic or acute physical, sexual, or domestic assaults, and specifically:
a. Provides timely, non-judgmental, compassionate care to patients with a complaint of sexual assault utilizing a clinical process.
b. Obtains consent from the subject or custodial/proper authority prior to the examination relative to photography and evidence collection.
c. Performs evidentiary physical assessments using ALS when indicated based on evidence-based research and unit-based training.
d. Completes the Physical Evidence Kit required by law enforcement authorities.
e. Photographs patients and injuries as training indicates using proper technique.
f. Ensures compliance with Chain of Custody requirements. 2. Interfaces with law enforcement officials, crime labs, prosecutors, and other authorized stakeholders concerning forensic processes and outcomes to include providing expert testimony in judicial proceedings.
3. Provides testing, prophylactic treatment, prescription refills and related education to patients who potentially may have been exposed to HIV during their assault.
4. Participates in peer reviews, staff meetings and SART meetings.
5. Performs related work as assigned.

1. Greets customers in courteous, friendly, respectful and professional manner at all times, including maintaining eye contact when appropriate.
2. Follows communication protocols to both internal and external customers, including introducing him/herself with job title and experience, asking open ended questions, such as “How may I be of help to you?” using the customer's name as soon as it is learned.

• Assisting, when requested, with education of Police, ED Staff, State Attorney's Office, and the community.
• Regularly attending and participating in quarterly staff meetings, Sexual Assault Response Team (SART) meetings, and other program needs that may arise.)
• Equitably sharing on-call responsibilities with other SANE members insuring coverage 24 hours per day, 7 days per week. Minimum of 20 hours of on-call time per month and ability to safely respond to a sexual assault call within 90 minutes.
• Maintaining subject expertise by:
• Performing a minimum of 3 sexual assault exams a year for each license held, (FNE-A - 3 adult exams, FNE-P - 3 pediatric exams, FNE-A/P - 3 adults AND 3 pediatric exams). This will allow the FNE to meet the minimum cases required by the Maryland Board of Nursing for FNE license renewal every 2 years.
• Obtaining a total of 8 clock hours of education in forensic science or forensic nursing in the previous 12 months.
• Completing a minimum of 200 hours of on-call per license held per year.
• Participating in a minimum of 6 peer reviews.
