    Part-Time Massage Therapist II - 142 nd Wing, Portland, OR Scope: The contractor shall provide all services, personnel, equipment, tools, materials, supervision, and quality control necessary, except as specified in Paragraph 3.0 as Government Furnished, to perform injury prevention and mitigation, rehabilitation exercise services, and human performance optimization services to rated personnel assigned to the 142d Wing (142 WG), Portland, OR, USA, as part of the Human Performance Optimization (HPO) Optimizing the Human Weapons System (OHWS) initiative. The Contractor shall furnish consultation and reports, similar to the range of services found in a commercial facility, as well as services specialized to meet the specific spinal health needs of fighter aircrew. Contractor shall adhere to professional standards of the Accreditation Association for Ambulatory Health Care (AAAHC). Background: Up to 85% of fighter aircrew surveyed reported some type of spine discomfort during their career. According to a study performed by the Unites States Air Force School of Aerospace Medicine, neck pain is a significant factor impacting fighter aircrew performance and quality of life, and rates of injury have increased over the years. The Optimizing Human Weapon System, OHWS initiative is designed to improve quality of life and readiness by decreasing injury rates, most notably for the high rate of spine injuries incurred by fighter aircrew. OHWS is designed to meet the unique physical needs of fighter aircrew. Fitness and conditioning is accomplished through a comprehensive, coordinated, multidisciplinary physical training program focused on the movement and strengthening of the spinal musculoskeletal system. The purpose of providing the services of an OHWS specialist to our rated aircrew is to reduce frequency and severity of injuries and time lost from service, improve long term quality of life, optimize human performance/ readiness, avoid injury prior to occurrence, increase aircrew production, and support aircrew retention. Period of Performance (PoP): The Period of Performance shall be 1 year, twelve (12) months. Place of Performance: Place and Performance of Services: Services will be provided by the contractor in government facilities located at the 142 WG. Workspace has been designated for the contractor's use in Building 265. The contractor's allocated workspace may be subject to change. Required changes will be made in writing to the contractor by the Government. Schedule: Part Time: The contractor shall provide “Part Time” services defined as 20 hours per week during normal duty days and hours. The Massage Therapist will provide the COR and 123FS Scheduling with their availability monthly, availability will be submitted NLT than the 15th of each month for the following months schedule. The 142 WG will provide at least two weeks' notice requiring a change to the standard operating hours Recognized Holidays: The following are recognized United States (US) holidays. The contractor shall not perform services on these days: New Year's Day: January 1st Martin Luther King, Jr.'s Birthday President's Day Memorial Day Juneteenth National Independence Day: June 19th Independence Day: July 4th Labor Day Columbus Day Veteran's Day: November 11th Thanksgiving Day Christmas Day: December 25 th Travel: No travel is anticipated for this effort. Services: Initial Evaluation and Assessment: Each rated aircrew shall receive an initial appointment as soon as practical. The Contractor will provide an evaluation and assessment in order to recognize the structural pathology and severity of acute or chronic injury. A confidential report of evaluations will be provided to the Flight Medicine Physician or other valid military medical provider within 30 calendar days following the initial appointment. Follow up appointments will be based on need, pre-habilitation plans, and any potential coordination with members' military and/or civilian healthcare team. Primary Pre-habilitation Services: A contractor employee shall be available to perform preventative exercise measures and pre-habilitation services to personnel of the 142 WG during the hours of operations as described in section 1.4. Contractor will provide specific non-invasive biometric and physiological evaluations to all authorized individuals. Following biometric and physiological evaluations, contractor will provide strength, conditioning and flexibility services, specific to the Spinal musculature. Post-flight Treatments: A qualified contractor employee shall be available to perform just-in-time post-flight treatments to aircrew returning from daily flying. Acceptable treatment methods must be pre-approved by the Flight Medicine Physician and designed for the specific needs of each customer with the ultimate goal of speeding up recovery times and enhancing the benefits received from the other forms of treatment they are being prescribed. During normal work days/hours there are generally two flight periods referred to as “GO's”. There are typically up to eight aircrew flying in the first GO and up to six aircrew flying in the second GO. After the First and Second GO, the Contractor shall provide a Post-Flight Flex Time, minimum of 60 minutes, but no longer than 90 minutes, that will allow for aircrew to be seen after flying in order to tend to any immediate flying related muscle strain or problems. Post-Flight Flex Time shall be based off of the scheduled land time of each flying GO. The Post- Flight Flex Time shall begin 30 minutes after the scheduled land time. These scheduled times will allow for post-flight “Walk-ins”. If there is a low demand for immediate services during the Post-Flight Flex Time, the contractor may use the Flex Time to provide treatments to other personnel. The Contractor shall establish relationships with 142d Medical Group flight medicine physicians and attempt to coordinate with local-area physicians if required to transferring information in order to facilitate full-spectrum treatment, continuity of care, and coordinated case management. Establishment and maintenance of such relationships shall include in-person and telephone communication. OHWS contracted services cannot make referrals to medical specialists in any way that would obligate the Government to pay for medical services which the Government is not otherwise obligated to pay for. Medical referral activity will support the member, with oversight and management by 142 Medical Group personnel as required. If information documented on the member is made available to outside sources, it must be coordinated with the member, military medical personnel. The contractor will be given a list of 142 WG members authorized for contractor services. The contractor will primarily provide pre-habilitation services for aircrew in a flying status. On a time available basis other 142 WG members may be treated by the contractor, treatments of non-aircrew will not interfere with aircrew scheduling or treatment. The contractor shall manage client appointment schedule and respond to appointment requests within 24 hours of receipt, excluding Holidays and weekends outside of Regularly Scheduled Drills. The contractor may report all personnel who fail to attend their scheduled appointments in writing or e-mail to the COR within 24 hours of the missed appointment if desired. Reporting: Preventative Exercise Report: The contractor shall provide reporting to the COR and 142 Medical Personnel with the strength, conditioning, and pre-habilitation results. The contractor shall track data points of all personnel who are currently being followed in the preventative program. Due no later than the final business day of each month, the Contractor shall provide the COR a status report which shall include an aggregate number and status/metrics. Reporting should provide participation, strength and conditioning progress, new preventative exercise measures, normative data and any other pertinent data. This report will not include names in order to preserve the privacy and anonymity of the members treated. Client Status Report: The contractor shall track the status of all personnel who are currently being followed in the OHWS program. NLT the last business day of each month, the contractor shall produce a status report, marked CUI to the COR which shall include an aggregate number (1) “new clients” (in the program since last report), (2) “progressing clients” (whose progress is on track to recover by the RFDD), and (3) “prolonged clients” (who are not expected to recover by the RFDD). In conjunction with the written report to the COR, the contractor shall brief squadron-assigned military medical personnel on the status of each “prolonged aircrew”, in order to establish or adjust additional plans and/or referrals. Briefing date(s) shall be coordinated with unit medial staff. “Human Performance” and “Pre-habilitative Trending” Metrics: NLT the last business day of each month, the contractor shall produce an “Pre-habilitative Trending” metrics written report to include but not limited to: musculoskeletal pain within the local unit aircrew populace, duration of pain, origin of pain, types of pain, deployed vs. non-deployed pain, cost analysis of pain prehabilitation sessions, comparative billing of each pre-habilitation session, cancellation/no-show rates, pain that requires surgery, and trends of musculoskeletal pain over periods of time. Metrics will also capture lost duty time due to aeromedical disposition of Duties Not Including Flying (DNIF) as well as personal removal from flying schedule (i.e. # days and/or sorties). “Human Performance” metrics shall be gathered biannually, NLT 31 March & 29 September, to assess aircrew compliance with the OHWS program. The factors for the “Human Performance” metrics will be low back strength, neck strength, and spine strength measured at varying weights and angles as well as number of missions able to execute at a subjective 100% (i.e. not limited by pain). However, these metrics may be adjusted with concurrence of the contractor and COR. Strength / Conditioning and Pre- habilitation Status Report: Contractor shall continually record all members' attended sessions and progress using standard commercial methods/practices and documentation on PII compliant ER. Contractor shall provide chart notes, for program services provided, at the flight medicine practitioner's discretion. NLT the last business day of each month, the contractor shall produce a status report, marked CUI to the COR. Mandatory Requirements: 5+ years of full-time experience as a Massage Therapist in a medical practice setting or in collegiate (or higher), professional, or tactical athletics; aerospace industry, test pilot/astronaut or similar man-machine high-performance environment. Graduate of an accredited Massage Therapy certification program. A valid license to practice as a Massage Therapist in the state where service delivery will occur. Current certification in basic cardiopulmonary resuscitation (CPR), including Automated External Defibrillator (AED) Training.
