The Metro Mental Health Specialist works as a team member of a multi-disciplinary homeless street outreach team (MDT), in collaboration with social service professionals, ensuring the delivery of quality care in accordance with the rules and regulations established by the Los Angeles Department of Health Services (DHS). The Metro Mental Health Specialist as part of the DHS ICMS Street Based Engagement Outreach (SBE) Team, will work in a variety of settings that will involve traveling on public transportation and on HYC designated vehicles. The Metro Mental Health Specialist will travel with the MDT Outreach team to a variety of sites including but not limited to transit stops on bus and rail line stops/stations, homeless encampments, shelters, drop-in centers, mobile outreach teams, and other areas as designated by DHS. The Mental Health Specialist will use the whatever it takes approach to help people experiencing homelessness with mental health support and interventions on the field. Essential Duties and Responsibilities: Facilitate connections with local mental health providers to establish a network of resources. POSITION RESPONSIBILITIES: Under the supervision of the Licensed Mental Health Professional and support of the Mental Health Coordinator, the Mental Health Specialist is responsible for key Head Start/Early Head Start roles and responsibilities such as, but not limited to: mental health consultation with parents/caregivers and teaching staff, classroom and home-based observations, clinical assessments, intervention planning and progress monitoring, participation in multidisciplinary team meetings, and supporting classroom teachers/parent educators with maintaining learning environments that support social-emotional development. Document mental health services on LACOE standardized forms and submit to Mental Health Coordinator monthly. Utilize ChildPlus to document all mental health activities in accordance with LACOE GIMS. Provide monthly on-site consultation and/or reflective supervision with families and staff as needed at assigned school sites. Provide group, individual staff, and parent education trainings on mental health related topics Conduct learning environment observations of each classroom. Provide recommendations to support classroom management, child behavior, and social-emotional development of students. Assist in providing special help for children with atypical behavior or development. Assist children, families, and staff in accessing and utilizing community mental health services. Identify other Service Area needs that may be impacting mental health. Work in collaboration with other Head Start and Early Head Start service areas (Health, Nutrition, Disabilities, Family and Community Engagement) to help families access resources and services. Participate in agency Multidisciplinary Team (MDT) meetings as requested. Advise and assist in developmental screening and assessment of children and pregnant mothers. Participate in monthly meetings with PACE Licensed Mental Health Professional and Mental Health Coordinator If pre-licensed, participate in clinical supervision with PACE Licensed Mental Health Professional in accordance with California Board of Behavioral Sciences requirements. The E6 MDT Mental Health Specialist will use the “whatever it takes” approach and strong clinical lens to help people experiencing homelessness get connected to resources, and mental health supportive services, in order to obtain permanent housing. ESSENTIAL DUTIES & RESPONSIBILITIES The Mental Health Specialist's key areas of responsibility include: Key Areas of Responsibility: Provide street based outreach, navigation, and mental health support to individuals experiencing homelessness. Provide support and assistance to clients with accessing resources in the community. Establish and maintain professional and positive relationships with staff, clients, and community providers. Provide mental health assessment and interventions to the severe and persistently mentally ill. Link clients to appropriate bridge/interim housing programs and assist them in completing required paperwork in order to enroll them in permanent housing programs. Participate in staff meetings, trainings, conferences, program evaluation and program development. Essential Duties: Implement case management service plan goals, emphasizing coordinated strategies for addressing mental health/substance abuse issues, relapse prevention, medication management, and any other risk factors that could impede permanent housing and provide ongoing assessment of client progress in attaining goals. Build trust and rapport with individuals experiencing homelessness. Assess homeless individuals utilizing the DSM-V. Utilize a harm reduction model when working with clients with chemical dependency or abuse issues. Keep highly organized files for each client and enter appropriate data into the region's Homeless Management Information System (HMIS). Must be able to operate a motor vehicle to perform the essential functions of the position, which includes transporting clients in company vehicles. Provide bus tokens, bus passes, taxi vouchers, and/or direct transportation as needed. Perform daily follow-ups and wellness checks on existing clients and on all new referrals.
