Your Job as a Substance Use Counselor:
The Substance Use Counselor is instrumental in our patient's treatment and recovery from opioid use disorder. Substance Use Counselors provide high quality, compassionate care through various mediums which include both individual and group counseling sessions.
Job Responsibilities:
Provide high quality, compassionate guidance in both individual and group counseling sessions.
Plan, oversee, facilitate and document patient's recovery.
Co-facilitate assigned group or family sessions as needed.
Ensure all documentation regarding patient care, treatment, and incidents is completed timely and in a clear, concise manner.
Prepare individual treatment plans for each assigned patient.
Initial assessments as well as follow up assessments.
Evaluate patient needs and determine if referrals to other programs or facilities are needed.
May plan for aftercare for assigned patients.
Provide crisis intervention to patients, as needed.
Provide case management duties for patients, ensuring individualized quality care as needed.
Act as a liaison between referral sources and patients, as needed.

Required Education, Skills, and Qualifications:
HS graduate or equivalent required;
Prefer Bachelor's or Master's degree in social orhealth services field;
Degree must be from an accredited college or university.
Previous experience in addiction recovery or behavioral health settings, such as outpatient, residential, or correctional facilities.
* Familiarity with Medication-Assisted Treatment (MAT), including methadone, buprenorphine, and naltrexone.
* Experience conducting individual and group counseling sessions focused on substance use recovery.
* Knowledge of evidence-based practices, such as Cognitive Behavioral Therapy (CBT), Motivational Interviewing (MI), and relapse prevention techniques.
* Documentation experience, including maintaining clinical notes, treatment plans, and progress updates in accordance with state and federal guidelines.
* Familiarity with state regulatory standards (e.g., 42 CFR Part 2, HIPAA, Joint Commission standards).
* Experience collaborating in a multidisciplinary team with medical staff, case managers, and peer support specialists.
Required Licenses/Certifications:
* Oregon CADC R or higher (CADC I, CADC II, CADC III) is required

A MentalHealth and Evaluation Specialist performs professional mentalhealth and evaluation work involving the assessment, counseling, and consultation of justice-involved individuals within Community Corrections, jail release, and transitional settings. Provides clinical assessments and consultative input to support treatment planning and continuity of care. Collaborates with probation officers, case managers, and partner staff by offering clinical perspective to support supervision activities.
SUPERVISION RECEIVED
Works under the intermittent supervision of a Division Commander or designee who assigns work by defining objectives, priorities, and deadlines and receives clinical supervision from a Health and Human services Clinical Supervisor. The supervisor assists with unusual situations and provides clear objectives. The employee plans and conducts successive steps, resolves issues and variations, and applies policies and accepted practices. The supervisor reviews work for technical adequacy and compliance with standards and procedures.
SUPERVISION EXERCISED
Supervision is not a primary responsibility; however, this classification includes lead work. If a supervisor assigns an employee lead worker duties as described in the Marion County Personnel Rules, the employee is ineligible for additional compensation.
* Assessment and Evaluation
* Assess adult offenders under the supervision of the Marion County Sheriff's Office and residents of the Transition Center.

International Health and Medical Services is looking for an experienced Behavioral Health Specialists to assess, diagnose, and treat mentalhealth disorders among patients, ensuring they receive appropriate psychiatric care and support. This role includes collaborating with the healthcare team to implement treatment plans, monitor progress, and provide crisis intervention as needed, fostering mentalhealth and well-being within the facility.
Key Responsibilities:
Provides direct psychiatric care to patients via onsite and telepsychiatry services for scheduled appointments, emergency, or urgent care visit.
Consults with the Psychiatrist and/or Clinical Director for complex psychiatric patients and as required by client policy.
Provides infirmary care including admission, discharge, and daily rounds for patients that require higher levels of psychiatric care or monitoring.
Performs comprehensive psychiatric evaluations and initiates treatment plans for patients as required by client policy, or as required for patient psychiatric complaint.
Follows client policies in the management of significant mental illness including prevention of violence, homicide, self-harm and suicide.
Applies patient-specific knowledge to monitor and control stress levels and provide emotional support and counseling to patients.
Coordinates psychiatric care needs of patients including referrals to off-site consultants.
Solicits and reviews pertinent psychiatric records as indicated.
Adheres to universal precautions.
May serve as medical escort of patients as needed, for domestic/overseas travel.
Utilizes and documents interpretation and/or translation and/or assisted communication services as needed to ensure ability to communicate with patients or others who are Limited English Proficient (LEP) or have a communication disability or impediment.
Maintains flexibility and adaptability to sudden changes in schedules and work requirements.
Provide on-call coverage as needed after regular work hours and may need to return to the facility outside of normal work hours for urgent mentalhealth needs.
Provides relevant patient education to patients verbally and/or with handouts.
Documents patient care visits in the required health record using required format, in compliance with client policy and guidance.
Maintains patient confidentiality and confidentiality of medical records.
Completes all training as required/assigned.
Attends on-site, regional, and national meetings as required.
Assists in program development, policy review and revisions, and data collection.

Qualifications
Basic Requirements/Certifications:
MentalHealth Providers consist of Clinical Psychologists, Licensed Clinical Social Workers (LCSWs), or Licensed Professional Clinical Counselors/Licensed Clinical Professional Counselors/Licensed Clinical MentalHealthCounselors (LPC/LPCC/LCPC/LMHC/LCMHC) or equivalent.
\Must be licensed in the state of Oregon
Must maintain appropriate licensure to conduct mentalhealth evaluation, mentalhealth and substance abuse treatment (i.e. psychotherapy - individual or group; clinical counseling, etc.), mentalhealth diagnosis, segregation monitoring, SMI, monitoring, and assessing suicidality/homicidality risk, and suicide watch contacts.
Must have a minimum of 6 months of full-time experience in behavioral health in direct patient care or the express approval of client Chief Psychiatrist.
Preferred 3-5 years of full-time experience in direct patient care.
Knowledge of training methods and sufficient interpersonal skills to develop a rapport with patients and co-workers when instructional and educational information is presented.
American Heart Association (AHA) Basic Life Support (BLS).
Clinical Psychologist - Requires a current, active, valid, and unrestricted license to practice psychology in the state of Oregon.
Doctoral Degree (Ph.D. or equivalent) directly related to full professional work in clinical psychology.
One year of specialized experience which includes: performing psychological evaluations, developing behavioral health treatment plans, and providing psychological counseling services.
Licensed Clinical Social Worker - Requires a current, active, valid, and unrestricted license or certification by a state to independently practice social work at the master's degree level.
Must have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE).
Requires completion of a minimum of one year of post-MSW experience in the field of health care or other social work-related settings OR

* Assess the nature and extent of client's MH and COD presenting problem, formulate a plan for service that addresses MH and COD issues and their impact on client's interaction, and ensure complete and timely documentation pursuant to OAR 309.019.0140.

The Peer Support Specialist (PSS) provides peer support as someone who has similar life experiences and acts as a positive role model for living in recovery. The PSS is a member of interdisciplinary teams participating in collaboratively supporting an individual's self-defined and self-directed care. The PSS supports the individual being served by creating their own person-directed recovery plan and accomplishing goals towards their self-defined recovery journey plan. They provide a listening, nonjudgmental presence and connect individuals being served with a full range of community resources.
This PSS role works directly with individuals with mentalhealth and/or co-occurring addiction challenges, involved in the Criminal Justice System. Support may begin at any point from initial contact with law enforcement, incarceration, inpatient treatment program, hospitalization (including Oregon State Hospital), or court involvement to getting reestablished with home and community.

The Integrated Behavioral HealthCounselor works as part of an interdisciplinary team supporting patients inside of Outside In's downtown primary care clinic. Primary duties include providing brief, solutions focused psychotherapy, assessment, skill development and access to resources as needed. This position acts as a consultant to the primary care provider, providing diagnosis and care plan input and management. Integrated Behavioral HealthCounselors work to increase access of behavioral health services. Outside In works to provide high quality care focused to people who have current and historical barriers to accessing healthcare including trans and queer people, houseless people, immigrants, people with disabilities and chronic illness and people who use drugs.
This position is eligible for a $4,000 hiring bonus. The selected candidate will receive half of the bonus on their first paycheck and the remaining half on the paycheck following their six-month anniversary. Both payments must be made prior to June 30, 2026, as the bonus is funded by a grant.
Work is performed at a Federally Qualified Health Center located at 1132 SW 13th Ave, Portland, OR 97233 , and potentially at other locations as needed. Clinical supervision is provided.
Essential Duties
Provide behavioral health assessment and brief, solution-focused treatment for clients with medical illness, chronic disease, mentalhealth and/or substance abuse concerns in a primary care
Use brief interventions to educate and help clients build skills to better manage sometimes complex health concerns
Provide care to patients of diverse ages including pediatric patients
Coordinate care with other systems and make referrals to services.
Conduct assessment and diagnosis of mentalhealth and substance use disorders
Support patient's in accessing gender affirming care, including writing letters for gender affirming surgeries
Maintain accurate and timely documentation for all services provided.
Consult with interdisciplinary primary care teams to provide education regarding psychosocial treatments
Provide crisis intervention as needed, including assessment and appropriate referrals.
Assess client need and suitability for access to in-house psych medication management, refer to community mentalhealth as appropriate
Collaborate and provide support to members of Integrated Behavioral Health Team including student interns and peer support specialists
Qualifications

International Health and Medical Services is looking for an experienced Behavioral Health Specialists to assess, diagnose, and treat mentalhealth disorders among patients, ensuring they receive appropriate psychiatric care and support. This role includes collaborating with the healthcare team to implement treatment plans, monitor progress, and provide crisis intervention as needed, fostering mentalhealth and well-being within the facility.
Key Responsibilities:
Provides direct psychiatric care to patients via onsite and telepsychiatry services for scheduled appointments, emergency, or urgent care visit.
Consults with the Psychiatrist and/or Clinical Director for complex psychiatric patients and as required by client policy.
Provides infirmary care including admission, discharge, and daily rounds for patients that require higher levels of psychiatric care or monitoring.
Performs comprehensive psychiatric evaluations and initiates treatment plans for patients as required by client policy, or as required for patient psychiatric complaint.
Follows client policies in the management of significant mental illness including prevention of violence, homicide, self-harm and suicide.
Applies patient-specific knowledge to monitor and control stress levels and provide emotional support and counseling to patients.
Coordinates psychiatric care needs of patients including referrals to off-site consultants.
Solicits and reviews pertinent psychiatric records as indicated.
Adheres to universal precautions.
May serve as medical escort of patients as needed, for domestic/overseas travel.
Utilizes and documents interpretation and/or translation and/or assisted communication services as needed to ensure ability to communicate with patients or others who are Limited English Proficient (LEP) or have a communication disability or impediment.
Maintains flexibility and adaptability to sudden changes in schedules and work requirements.
Provide on-call coverage as needed after regular work hours and may need to return to the facility outside of normal work hours for urgent mentalhealth needs.
Provides relevant patient education to patients verbally and/or with handouts.
Documents patient care visits in the required health record using required format, in compliance with client policy and guidance.

Basic Requirements/Certifications:

Must have a minimum of 6 months of full-time experience in behavioral health in direct patient care or the express approval of client Chief Psychiatrist.
Preferred 3-5 years of full-time experience in direct patient care.
Knowledge of training methods and sufficient interpersonal skills to develop a rapport with patients and co-workers when instructional and educational information is presented.
American Heart Association (AHA) Basic Life Support (BLS).
Clinical Psychologist - Requires a current, active, valid, and unrestricted license to practice psychology in a State, a territory of the United States, or the District of Columbia
