ABOUT THE DEPARTMENT The Sheriff's Office provides patrol, traffic enforcement, criminal investigations, search and rescue, marine patrol, law enforcement contracts countywide, jail operations, and supervision of parole and probation offenders. A Mental Health and Evaluation Specialist performs professional mental health and evaluation work involving the assessment, counseling, and consultation of justice-involved individuals within Community Corrections, jail release, and transitional settings. Provides clinical assessments and consultative input to support treatment planning and continuity of care. Collaborates with probation officers, case managers, and partner staff by offering clinical perspective to support supervision activities. SUPERVISION RECEIVED Works under the intermittent supervision of a Division Commander or designee who assigns work by defining objectives, priorities, and deadlines and receives clinical supervision from a Health and Human services Clinical Supervisor. The supervisor assists with unusual situations and provides clear objectives. The employee plans and conducts successive steps, resolves issues and variations, and applies policies and accepted practices. The supervisor reviews work for technical adequacy and compliance with standards and procedures. SUPERVISION EXERCISED Supervision is not a primary responsibility; however, this classification includes lead work. If a supervisor assigns an employee lead worker duties as described in the Marion County Personnel Rules, the employee is ineligible for additional compensation. * Assessment and Evaluation * Assess adult offenders under the supervision of the Marion County Sheriff's Office and residents of the Transition Center. * Conduct criminogenic risk/needs assessments using validated tools, such as the Level of Service/Case Management Inventory (LS/CMI) and the Women's Risk/Needs Assessment (WRNA). * Conduct mental health evaluations in accordance with professional standards and applicable regulations. * Participate in case staffing for high-risk offenders * Counseling and Intervention * Provide short-term individual and group counseling interventions. * Assist individuals in accessing appropriate community-based mental health and support services. * Consultation and Coordination * Provide non-supervisory clinical consultation to probation officers, case managers, and Transition Center staff. * Participate in the development and maintenance of care coordination practices for individuals transitioning from custody to the community. * Exchange information with jail, Transition Center, and supervision staff regarding emerging mental health needs. * Serve as a liaison with community treatment providers and partner agencies. * Training and Support * Provide subject-matter expertise and training support related to mental health awareness, de-escalation, and referral practices. * Develop instructional materials and provide technical assistance to Sheriff's Office, probation, and Transition Center staff. EXPERIENCE AND TRAINING * Master's degree with major coursework in mental health or a closely related field, AND * Two years of experience performing clinical assessments and evaluations. * Any satisfactory combination of work, education, training, or experience relevant to the position, as determined by Marion County. The Integrated Behavioral Health Counselor works as part of an interdisciplinary team supporting patients inside of Outside In's downtown primary care clinic. Primary duties include providing brief, solutions focused psychotherapy, assessment, skill development and access to resources as needed. This position acts as a consultant to the primary care provider, providing diagnosis and care plan input and management. Integrated Behavioral Health Counselors work to increase access of behavioral health services. Outside In works to provide high quality care focused to people who have current and historical barriers to accessing healthcare including trans and queer people, houseless people, immigrants, people with disabilities and chronic illness and people who use drugs. This position is eligible for a $4,000 hiring bonus. The selected candidate will receive half of the bonus on their first paycheck and the remaining half on the paycheck following their six-month anniversary. Both payments must be made prior to June 30, 2026, as the bonus is funded by a grant. Demonstrates awareness of co-occurring disorders and chronic conditions and how each impacts patient outcomes and care. KEY RESPONSIBILITIES - MENTAL HEALTH COUNSELOR: * Assess the nature and extent of client's MH and COD presenting problem, formulate a plan for service that addresses MH and COD issues and their impact on client's interaction, and ensure complete and timely documentation pursuant to OAR 309.019.0140. * Ensure productivity requirements are met by providing mental health treatment to individuals, couples, families, and groups that improve the client's level of functioning. * Ensure clinical supervision requirements are met pursuant to OAR 833.030.0031. Coordinates psychiatric care needs of patients including referrals to off-site consultants. Solicits and reviews pertinent psychiatric records as indicated. Adheres to universal precautions. May serve as medical escort of patients as needed, for domestic/overseas travel. Utilizes and documents interpretation and/or translation and/or assisted communication services as needed to ensure ability to communicate with patients or others who are Limited English Proficient (LEP) or have a communication disability or impediment. Maintains flexibility and adaptability to sudden changes in schedules and work requirements. Provide on-call coverage as needed after regular work hours and may need to return to the facility outside of normal work hours for urgent mental health needs. Provides relevant patient education to patients verbally and/or with handouts. Documents patient care visits in the required health record using required format, in compliance with client policy and guidance. Maintains patient confidentiality and confidentiality of medical records. Completes all training as required/assigned. Attends on-site, regional, and national meetings as required. Assists in program development, policy review and revisions, and data collection. Completes required organizational compliance education, including assigned requirements that are client-specified, for Joint Commission Healthcare Staffing Services certification or other regulatory bodies. Knowledge of training methods and sufficient interpersonal skills to develop a rapport with patients and co-workers when instructional and educational information is presented. American Heart Association (AHA) Basic Life Support (BLS). Clinical Psychologist - Requires a current, active, valid, and unrestricted license to practice psychology in a State, a territory of the United States, or the District of Columbia Doctoral Degree (Ph.D. or equivalent) directly related to full professional work in clinical psychology. One year of specialized experience which includes: performing psychological evaluations, developing behavioral health treatment plans, and providing psychological counseling services. Licensed Clinical Social Worker - Requires a current, active, valid, and unrestricted license or certification by a state to independently practice social work at the master's degree level. Must have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Requires completion of a minimum of one year of post-MSW experience in the field of health care or other social work-related settings OR A doctoral degree in social work from a school of social work may be substituted for the required one year of professional social work experience in a clinical setting. Licensed Professional Mental Health Counselor - Requires a current, active, valid, and unrestricted license to practice at the independent practice level. Must have at least one year of post-master's or post- doctoral degree mental health counseling experience.
