ABOUT THE DEPARTMENT The Sheriff's Office provides patrol, traffic enforcement, criminal investigations, search and rescue, marine patrol, law enforcement contracts countywide, jail operations, and supervision of parole and probation offenders.
A MentalHealth and Evaluation Specialist performs professional mentalhealth and evaluation work involving the assessment, counseling, and consultation of justice-involved individuals within Community Corrections, jail release, and transitional settings. Provides clinical assessments and consultative input to support treatment planning and continuity of care. Collaborates with probation officers, case managers, and partner staff by offering clinical perspective to support supervision activities.
SUPERVISION RECEIVED
Works under the intermittent supervision of a Division Commander or designee who assigns work by defining objectives, priorities, and deadlines and receives clinical supervision from a Health and Human services Clinical Supervisor. The supervisor assists with unusual situations and provides clear objectives. The employee plans and conducts successive steps, resolves issues and variations, and applies policies and accepted practices. The supervisor reviews work for technical adequacy and compliance with standards and procedures.
SUPERVISION EXERCISED
Supervision is not a primary responsibility; however, this classification includes lead work. If a supervisor assigns an employee lead worker duties as described in the Marion County Personnel Rules, the employee is ineligible for additional compensation.
* Assessment and Evaluation
* Assess adult offenders under the supervision of the Marion County Sheriff's Office and residents of the Transition Center.
* Conduct criminogenic risk/needs assessments using validated tools, such as the Level of Service/Case Management Inventory (LS/CMI) and the Women's Risk/Needs Assessment (WRNA).
* Conduct mentalhealth evaluations in accordance with professional standards and applicable regulations.
* Participate in case staffing for high-risk offenders
* Counseling and Intervention
* Provide short-term individual and group counseling interventions.
* Assist individuals in accessing appropriate community-based mentalhealth and support services.
* Consultation and Coordination
* Provide non-supervisory clinical consultation to probation officers, case managers, and Transition Center staff.
* Participate in the development and maintenance of care coordination practices for individuals transitioning from custody to the community.
* Exchange information with jail, Transition Center, and supervision staff regarding emerging mentalhealth needs.
* Serve as a liaison with community treatment providers and partner agencies.
* Training and Support
* Provide subject-matter expertise and training support related to mentalhealth awareness, de-escalation, and referral practices.
* Develop instructional materials and provide technical assistance to Sheriff's Office, probation, and Transition Center staff.
EXPERIENCE AND TRAINING

International Health and Medical Services is looking for an experienced Behavioral Health Specialists to assess, diagnose, and treat mentalhealth disorders among patients, ensuring they receive appropriate psychiatric care and support. This role includes collaborating with the healthcare team to implement treatment plans, monitor progress, and provide crisis intervention as needed, fostering mentalhealth and well-being within the facility.
Key Responsibilities:
Provides direct psychiatric care to patients via onsite and telepsychiatry services for scheduled appointments, emergency, or urgent care visit.
Consults with the Psychiatrist and/or Clinical Director for complex psychiatric patients and as required by client policy.
Provides infirmary care including admission, discharge, and daily rounds for patients that require higher levels of psychiatric care or monitoring.
Performs comprehensive psychiatric evaluations and initiates treatment plans for patients as required by client policy, or as required for patient psychiatric complaint.
Follows client policies in the management of significant mental illness including prevention of violence, homicide, self-harm and suicide.
Applies patient-specific knowledge to monitor and control stress levels and provide emotional support and counseling to patients.
Coordinates psychiatric care needs of patients including referrals to off-site consultants.
Solicits and reviews pertinent psychiatric records as indicated.
Adheres to universal precautions.
May serve as medical escort of patients as needed, for domestic/overseas travel.
Utilizes and documents interpretation and/or translation and/or assisted communication services as needed to ensure ability to communicate with patients or others who are Limited English Proficient (LEP) or have a communication disability or impediment.
Maintains flexibility and adaptability to sudden changes in schedules and work requirements.

Basic Requirements/Certifications:

Position Summary
The MentalHealth Intake/Crisis Specialist works collaboratively on an interdisciplinary team of professionals to meet the diverse mentalhealth needs of a global student community. This position provides culturally responsive mentalhealth services to UO students including initial consultation/triage, emergency/crisis services, and case management as needed. They must work exceptionally well with students of color, LGBTQ+ students, international students, and other underrepresented students and communities on campus.
This position will be part of the MentalHealth Access Team (MHAT) at UHS. This team will be responsible for greeting all students who call or walk in seeking mentalhealth care, becoming an integral part of helping the student quickly access professional help. The team will speak with the student to determine their need and then help the student find an appointment with the UHS provider who can best meet their mentalhealth condition. Knowing students may arrive in many states of mentalhealth, our access team will be prepared to be the first point of contact for all students, from those with minimal mentalhealth support needs through those having an acute mentalhealth crisis.
Typical duties include:
• Responding to student inquiries for mentalhealth care
• Providing clinical screening and crisis intervention services
• Establishing appropriate stabilization and care plan for each person seeking services
• Providing single session, follow-up support, and brief interventions

Assess the nature and extent of each patient's emotional, behavioral, MH, and/or COD presenting problem, and provide any brief interventions necessary, typically ranging from 1-5 face to face visits (with some ongoing telephonic outreach) to ensure behavioral barriers to appropriate care are reduced. Demonstrates awareness of co-occurring disorders and chronic conditions and how each impacts patient outcomes and care.

Assess the nature and extent of client's MH and COD presenting problem, formulate a plan for service that addresses MH and COD issues and their impact on client's interaction, and ensure complete and timely documentation pursuant to OAR 309.019.0140.

Key Responsibilities:
Provides direct psychiatric care to patients via onsite and telepsychiatry services for scheduled appointments, emergency, or urgent care visit.
Consults with the Psychiatrist and/or Clinical Director for complex psychiatric patients and as required by client policy.
Provides infirmary care including admission, discharge, and daily rounds for patients that require higher levels of psychiatric care or monitoring.
Performs comprehensive psychiatric evaluations and initiates treatment plans for patients as required by client policy, or as required for patient psychiatric complaint.
Follows client policies in the management of significant mental illness including prevention of violence, homicide, self-harm and suicide.
Applies patient-specific knowledge to monitor and control stress levels and provide emotional support and counseling to patients.
Coordinates psychiatric care needs of patients including referrals to off-site consultants.
Solicits and reviews pertinent psychiatric records as indicated.
Adheres to universal precautions.
May serve as medical escort of patients as needed, for domestic/overseas travel.
Utilizes and documents interpretation and/or translation and/or assisted communication services as needed to ensure ability to communicate with patients or others who are Limited English Proficient (LEP) or have a communication disability or impediment.
Maintains flexibility and adaptability to sudden changes in schedules and work requirements.
Provide on-call coverage as needed after regular work hours and may need to return to the facility outside of normal work hours for urgent mentalhealth needs.
Provides relevant patient education to patients verbally and/or with handouts.
Documents patient care visits in the required health record using required format, in compliance with client policy and guidance.
Maintains patient confidentiality and confidentiality of medical records.
Completes all training as required/assigned.
Attends on-site, regional, and national meetings as required.
Assists in program development, policy review and revisions, and data collection.
Completes required organizational compliance education, including assigned requirements that are client-specified, for Joint Commission Healthcare Staffing Services certification or other regulatory bodies.

Qualifications
Basic Requirements/Certifications:
MentalHealth Providers consist of Clinical Psychologists, Licensed Clinical Social Workers (LCSWs), or Licensed Professional Clinical Counselors/Licensed Clinical Professional Counselors/Licensed Clinical MentalHealthCounselors (LPC/LPCC/LCPC/LMHC/LCMHC) or equivalent.
Must maintain appropriate licensure to conduct mentalhealth evaluation, mentalhealth and substance abuse treatment (i.e. psychotherapy - individual or group; clinical counseling, etc.), mentalhealth diagnosis, segregation monitoring, SMI, monitoring, and assessing suicidality/homicidality risk, and suicide watch contacts.
Must have a minimum of 6 months of full-time experience in behavioral health in direct patient care or the express approval of client Chief Psychiatrist.
Preferred 3-5 years of full-time experience in direct patient care.
Knowledge of training methods and sufficient interpersonal skills to develop a rapport with patients and co-workers when instructional and educational information is presented.
American Heart Association (AHA) Basic Life Support (BLS).
Clinical Psychologist - Requires a current, active, valid, and unrestricted license to practice psychology in a State, a territory of the United States, or the District of Columbia
Doctoral Degree (Ph.D. or equivalent) directly related to full professional work in clinical psychology.
One year of specialized experience which includes: performing psychological evaluations, developing behavioral health treatment plans, and providing psychological counseling services.
Licensed Clinical Social Worker - Requires a current, active, valid, and unrestricted license or certification by a state to independently practice social work at the master's degree level.
Must have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE).
Requires completion of a minimum of one year of post-MSW experience in the field of health care or other social work-related settings OR
A doctoral degree in social work from a school of social work may be substituted for the required one year of professional social work experience in a clinical setting.
Licensed Professional MentalHealthCounselor - Requires a current, active, valid, and unrestricted license to practice at the independent practice level.
Must have at least one year of post-master's or post- doctoral degree mentalhealth counseling experience.

The ideal candidate is passionate about working with youth in a residential setting and is either fully licensed or working toward clinical licensure.
Key Responsibilities:
Conduct comprehensive assessments, develop individualized treatment plans, and implement appropriate therapeutic interventions.
Provide regular individual and group therapy sessions.
Facilitate family therapy sessions and support family involvement in the treatment process.
Collaborate with a multidisciplinary team including psychiatrists, nurses, case managers, and direct care staff.
Maintain accurate, timely documentation in accordance with agency and state guidelines.
Participate in clinical team meetings, case reviews, and staff trainings.
Qualifications:
Master's degree in Counseling, Social Work, Marriage and Family Therapy, Psychology, or related field.
Licensure or license-eligible in the state of Oregon (e.g., LCSW, LMFT, LPC, LPCC, etc.).
Experience working with adolescents in mentalhealthor residential settings is highly preferred.
Strong understanding of trauma-informed care, adolescent development, and evidence-based practices (e.g., CBT, DBT, TF-CBT).
Ability to build rapport and maintain professional boundaries with youth and families.
Excellent communication, documentation, and teamwork skills.
Salary:
Unlicensed: no experience required starting at $68,320 (Depending on Experience) - relevant, verified previous experience will be considered in wage offer determination
Licensed: in State of Oregon starting at $73,120 (Depending on Experience) - relevant, verified previous experience will be considered in wage offer determination
