Examples of Duties
Oversee and monitor the work performance of behavioral health specialists, school social workers, and other assigned staff regarding the provision of school-based behavioral health services within a complex or district.
Responsible for evaluating the work performance of assigned staff and completion of their performance appraisal (PAS) within the required timeframe.
Monitor activities and services of staff for conformance to existing laws, policies, procedures, standards, and guidelines, etc. Take corrective action/steps to remedy non-conformance in order to comply with legal requirements.

Provide technical support/assistance to principals, counselors, teachers, and other school personnel regarding integration of school-based behavioral health services into educational programs, and meeting the requirements of federal laws.
Assist the district educational specialist (DES) with program development and the overall plan for the implementation of the district's/complex's school-based behavioral health services program including an evaluation strategy to effectively monitor and utilize behavioral health and the contracted provider resources.
Administer policies and procedures pertaining to the implementation and operation of school-based behavioral health services.
Conduct budget surveillance and utilization procurement review for the SBBH DES to assist in identification of resources needed to implement a system of school-based behavioral health services.
Review requests for contracted services and monitors for appropriate utilization of services and resources in conjunction with the DES and district contracts specialist.
In consultation with personnel from the DOE district and State level offices, the Department of Health Family Guidance Center, and Children's Community Council (CCC), develop a community-based system of care.

Essential Responsibilities:
Assists with administration, development, implementation, and evaluation of social work programs and policies.

Provide telephonic crisis management for members seeking behavioral health services.
Coordinate admissions and discharges for members requiring psychiatric admissions.
Provide telephonic follow up for post hospital, and ER discharges.
Conducts clinical social work consultation. Performs clinical diagnosis, risk assessments, and crisis interventions.
Provides psychotherapy and counseling for individuals, families, groups and/or Intensive Outpatient Programs. Utilizes a wide range of evidence based interventions and modalities. Provides services such as crisis intervention, brief therapy, cognitive and behavioral therapies, skills training, supportive therapy, stress management, and family therapy.
Interviews member and evaluates their psychological and mental status. Utilizes the latest Diagnostic and Statistical Manual of Mental Disorders (DSM) to diagnose patients. Determines if member is in crisis, at-risk, or suicidal/homicidal. Refers members in need of immediate or urgent care to appropriate level of services.
Assesses urgent or high-risk clinical situations and makes appropriate interventions. Coordinates referral of patient to psychiatrist or other clinician. Assists with admission to hospital or other specialized facilities. Plans and provides services in the appropriate level of care. Assesses needs for mental health treatment and makes appropriate referrals as needed. Performs case management, coordination, and monitoring of social work service plans in areas of personal, social or economic resources, conditions, or problems.
Assesses treatment and prevention of psychosocial dysfunction, disability, or impairment, including emotional and mental disorders. Conducts preparation and evaluation of psychosocial assessments and development of social work service plans.
Helps patients enhance or restore their capacities for personal and social functioning and preventing and controlling social problems.
Gathers information and identifies resource and referral services for patient care. Educates client regarding behavioral health services. Assists members to use services.
Participates in or assists with therapeutic and educational group programs. Evaluates outcomes and effects of treatment for individual patients and programs.
Researches, collects and records data and information relating to identification and treatment of behavioral and interpersonal problems of patients. Proposes alternatives for interventions and approaches for resolutions.
Collaborates and consults with physicians and other interdisciplinary clinical team members to support assessments and decision making. Reviews difficult cases or quality assurance concern with clinical team. Acts as consultant to team members and others in the organization.
Maintains high level of clinical expertise. Is knowledgeable of current clinical conditions, methods, medications, theoretical frameworks and interventions. Utilizes best practices in delivery of behavioral health services in accordance with professional and clinical guidelines. Utilizes evidence based interventions and modalities with sound theoretical base.
Maintaining clinical records by documenting clinical assessments, treatment plans, interventions and all pertinent information in patient medical record according to Regional and departmental guidelines.
Participates in clinical team meetings, departmental planning and quality management activities.
Assesses patients in Emergency Departments on after hours and as needed basis in service areas where we have privileges to provide mental health assessments and crisis intervention.

SUMMARY OF POSITION
The Substance Use Counselor (SUC) is responsible for providing low threshold opioid use disorder (OUD) treatment services to the following focus population: persons who inject drugs (PWID), men who have sex with men and inject drugs (MSMID), and transgender person who inject drugs (TGID). Treatment services will also be provided to participants of HHHRC's Syringe Exchange Program (SEP), at-risk individuals engaged during outreach efforts and interested HHHRC participants currently engaged in other agency services. The SUC will provide these OUD treatment services in a variety of settings that include but not limited to in the field, at HHHRC work sites, and in collaboration with other HHHRC direct service programs.
This is a permanent, full-time, exempt, salaried position with HHHRC located in Honolulu, Hawaiʻi. Expected hours of work are generally between 8:00am and 4:30pm, Monday through Friday, with some evening and weekend attendance for required events. Salary is commensurate with experience.

ESSENTIAL DUTIES & RESPONSIBILITIES:
Conduct activities to increase awareness among participants of the availability of medication-assisted opioid use disorder (MOUD) treatment.
Engage and support current or former SEP clients to participate in OUD services.
Provide SEP clients with information on the availability of medication-assisted opioid use disorder (MOUD) treatment and other SUD treatment options.
Link participants with a certified substance abuse counselor (CSAC) or clinician authorized to prescribe MOUD treatment or OUD treatment through the Department of Health SUD coordinated intake system.
Collaborate with HHHRC's medical mobile unit (MMU) team to provide treatment education to rural communities.
Provide one-on-one or group SUD counseling.
Meet with participants to evaluate their health and substance use to identify challenges, create goals, and establish treatment and aftercare plans.
Use motivational enhancement (including providing linkage to treatment) to decrease the participant's substance use related harms
Share education about community resources and provide referrals to medical care, social services, and career services.
Complete required daily documentation and monthly field notes.
Collaborate and network with substance abuse treatment centers, community health centers, medical providers and case managers, Hawaiʻi State Department of Health, and advocacy groups.

The primary duties of the Family Advocacy Program (FAP) Clinical Counselor are to: Deliver comprehensive FAP services to active duty Marines, their family members, and others as authorized by Department of Defense (DoD) policy. Comprehensive non-medical counseling services consists of individual, couple, family and group sessions.
Provide services to clients that address emotional problems, behavioral problems, life stressors, domestic abuse, child abuse, and problematic sexual behaviors in children and youth (PSB-CY).
Conduct psychosocial assessments with individuals, couples and families and make recommendations for services. Include client in service plan development. Exercise clinical judgment to apply expertise in conducting initial assessments to match the client's needs to the most appropriate resources. Conduct ongoing risk assessment and conduct immediate safety planning. Report any suspected child abuse and/or domestic abuse as required by policy and mandated by law.
Facilitate psycho-educational groups, classes, and workshops that focus on both prevention and intervention with child abuse, domestic abuse, and PSB-CY. Topics may include: anger management, relationship skill-building, effective and healthy communication, and understanding and eliminating power and control.
Plan, develop, and implement services and initiatives designed to foster positive healthy relationships within the family structure. Develop and maintain professional standards of service, community referral resources, and maintain a close network with the clinical staff and other service providers.
Complete and maintain appropriate documentation related to: intake paperwork, screening tools, risk assessments, safety plans, clinical counseling notes, individualized service plans, clinical case management, collateral notes, contact details, and other documentation as required by FAP policy.
Participate in the confidential Clinical Case Staff Meeting (CCSM), which provides clinical recommendations for supportive services, non-medical counseling for victims of child abuse, domestic abuse, or PSB-CY, coordinated case management including risk assessment, ongoing monitoring of child abuse and domestic abuse victims safety, clinical intervention, and appropriate service delivery for alleged abusers who are eligible for services at the military treatment facility.
Prepare and participate in the administrative process of the Incident Determination Committee (IDC). Communicate the IDC incident status determination to commanders and others who have a need to know status.
Provide direct services to include screening, assessment, non-medical counseling, safety planning, and referrals with children exhibiting and those impacted by PSB-CY as well as to the family members. Participate in and provide input to the PSB-CY multi-disciplinary team and attend monthly case review meetings. Maintain case records and track statistical data in accordance with Limits of Confidentiality, Privacy Act, and higher headquarters policy.

Must have knowledge of the professional ethics when working with individuals, couples, groups, child, and families. Working 10-15-2020 knowledge of the Uniform Code of Military Justice as related to domestic abuse and child abuse is preferred.
Strong case management skills to include: maintain accurate and timely documentation of records and case files is preferred. Ensure a smooth implementation and continuum of care, develop and maintain knowledge of referral sources, collaborate and coordinate with other internal departments, outside agencies, and commanders (if indicated) to ensure that client is receiving the most appropriate services is preferred.
Working knowledge of Microsoft Office products is preferred.
Must be supervised by the tier III FAP Manager or a FAP Clinical Supervisor and will be involved in a professional development plan.
Knowledge of the military structure and the military environment is preferred.
In accordance with DoDI 1402.5, FAP personnel who provide services to children under 18 years of age will be subject to a favorable NAC Backgrounds and Security Investigation every five years in order to protect the health, safety, and well-being of children. Personnel must undergo an IRC, be subject to the additional requirements of the CNACI and the criteria presumptive and automatic disqualification as specified in section 3 of DoDI 1402.5A Master's or Doctoral-level degree from a college or university with a program nationally accredited in: social work, marriage and family therapy, counseling, psychology, or other appropriate human service and/or mental health professional degree.
Highest licensure by a State or National regulatory board that authorizes independent clinical practice that is current, valid, unrestricted and in good standing in at least one of the following: clinical social work, licensed marriage and family therapist, licensed professional counselor, or clinical psychologist that meet the DoD requirements. Must provide a photocopy of licensure with their application.
Tier II must have engaged in 2 years, that includes at least 2,000 hours, full-time, post-masters supervised clinical experience.
Tier III must have engaged in at least two years post licensure, that includes at least 2,000 hours post licensure or 4,000 hours post graduate degree, full-time clinical experience in a clinical setting.
At least two years' experience working in the field of child and domestic abuse counseling or treatment. Must be able to work effectively with representatives of local, county, state, and federal social services agencies.
One year experience in or ability to obtain, within 1 year of employment, training in all of the following: PSB-CY, child and adolescent development, and trauma-informed care.
