The Monmouth ACTS Navigation System includes a warm line function. We are currently seeking a Behavioral Health Specialist with experience in the fields of mental health and substance use to operate the warm line performing the essential functions detailed below. ESSENTIAL FUNCTIONS: 1.Answers the Monmouth ACTS Warm Line in a manner that is engaging and encourages resident hope and resilience in meeting their social service needs. 2.Assesses the social service needs of residents over the telephone, asks questions regarding their social, economic, and emotional situation, records their responses to gain an understanding of their needs. Asks appropriate questions to gain an understanding of core needs or underlying needs. 3.Provides residents with emotional support, and with information about resources available to meet their needs. 4.Provides residents with information about appropriate Monmouth County behavioral health resources. 5. Responds to callers needing crisis intervention by providing an immediate three-way warm hand off to appropriate crisis intervention entity (Substance Use and Recovery Supports, Behavioral Health, Homelessness). Effectively de-escalates callers over the phone and collects enough information to make the most appropriate crisis referral. 6.Utilize a web-based assessment and referral system. 7.Determines when a caller should be referred to a Community Based Service Coordination component of the Navigation System and completes that referral in a timely manner. 8. Counselor-interns may be actively working toward their LCADC or CADC status for no more than three years. The director of substance abuse counseling must maintain an active client caseload if the director of substance abuse counseling is to be counted in the above ratios. Each substance abuse counselor shall be either an LCADC or CADC or another licensed health professional doing work of an alcohol and drug counseling nature within their scope of practice. A CADC must work under the supervision of an LCADC or another New Jersey licensed clinical professional designated as a qualified clinical supervisor per N.J.A.C. 13:34C-6.2. A CADC cannot diagnose substance abuse. Substance abuse counseling staff without an LCADC or CADC status or who do not possess another New Jersey clinical professional license that includes work of an alcohol or drug counseling nature within their scope of practice shall function as alcohol and drug counselor-interns or credential-interns and shall: Be enrolled in a course of study leading to a CADC or LCADC, or another New Jersey clinical professional license that includes work of an alcohol and drug counseling nature within its scope of practice, without regard to changes in employment, with progress towards certification or licensing on file, reviewed by the facility at least semi-annually and documented; and Be trained, evaluated and receive continuing formal clinical supervision by the director of substance abuse counseling or designee, pursuant to the clinical supervision rules of the State health professional licensing board for the course of study in which they are enrolled: (1) The State Board of Marriage and Family Therapy Examiners' for licensed marriage and family therapists; (2) The State Board of Marriage and Family Therapy Examiners' Professional Counselor Examiners Committee for licensed professional counselors and licensed associate counselors; (3) The State Board of Marriage and Family Therapy Examiners Alcohol and Drug Counselor Committee for LCADCs and CADCs; (4) The State Board of Psychological Examiners for licensed psychologists; and (5) The State Board of Social Work Examiners for licensed clinical social workers and licensed social workers. (b) Counseling staff employed in a residential substance use disorders treatment facility subsequent to July 15, 2013 shall have three years from the date of employment to become certified as an LCADC or CADC, or another clinical licensed professional that includes the work of an alcohol and drug counseling nature within its scope of practice. (c) Only staff possessing the appropriate clinical background and educational qualifications from the appropriate clinical discipline may provide the diagnosis, assessment and treatment of clients with co-occurring disorders. (d) Each substance abuse counselor shall be responsible for the following: Assessing the counseling needs of the clients; Assessing clients using the ASI or using other standardized assessment tool and diagnosing clients for substance disorders using the DSM; Determining the appropriate level of care based on ASAM PPC; Obtaining previous records that are relevant to the current treatment episode; Collaborating with the client in order to develop a written treatment plan that is client-centered and recovery oriented and includes goals and measurable objectives. The director of substance abuse counseling shall develop, monitor and provide clients and the treatment team with written schedules that will be used to update each client treatment plan(s) in order to ensure that each client's treatment needs are addressed; Providing the substance abuse counseling services specified in the client treatment plan; Reviewing clients throughout the treatment episode according to ASAM PPC, to determine the need for continued services or discharge/transfer; Reviewing and, where necessary, revising the substance abuse counseling portion of the client treatment plan to address emerging problems; Developing the client discharge/transfer plans to ensure movement to the appropriate levels of care; Contacting referral sources, providing case consultation, and coordination with referral sources (for example: mental health treatment providers, criminal justice agencies, schools, employers, the Department of Children and Families); Participating as a member of a multidisciplinary team for assigned clients; Providing active case consultation; and Documenting all counseling and education services, assessments, reassessments, referrals and follow-up in the client's clinical record, providing appropriate signatures and dating of such entries, including those made in electronic records. Duties and Responsibilities: Assessment of the client's mental health conditions contributing to the needs the person has to facilitate treatment. Assists in the setting of goals and the implementation of the process to begin to achieve those goals. Designs the treatment plan in conjunction with the client to facilitate the treatment process. Demonstrates knowledge and skills to provide care to the clients served. Based upon principles of growth and development. Reports pertinent observations and reactions regarding clients to the appropriate staff. Respect the rights, property, and privacy of each individual participant. Is accountable for client care rendered and overall management of each case assigned to him / her. Participates in treatment team conferences and participate related meetings to include staff meetings. Participates in random drug testing per requirement of agency. Establishes and maintains communication with client, other significant individuals such as family members, referral sources, legal representatives, authorized employers when consent is given. Assures confidentiality of all matters involving clients, visitors, alumni and other staff. Documents all relevant information regarding the client confidential clinical record. Keeps chart in an orderly, legible fashion. Guides participants and leads discussion groups when scheduled. Maintains caseload and up to date participant information. Participates in financial counseling with the participant, fines, child support, alimony, etc. Accept speaking engagements when feasible. Daily case conferences with Director of Substance Abuse and Counseling Services. Provides Crisis Intervention by de-escalation techniques. Provides and schedules recreational activities, community integration and specified courses within the context of each participants goals and behavioral objectives. Provides communications (letter, telephone, meeting) with Probation, Parole, etc. Referrals to DVR, HIV clinics, medical and social service agencies when required for client. Discharge planning. Provides monthly statistical reports. Provides discharge summaries of caseload and maintains clinical record with uniformity. Complete knowledge of written assignments and proper presentation to participants. Requirements: Education: Master's Degree in a recognized mental health discipline, Experience & Other Requirements: Licensed and Credentialed as a mental health counselor At least wo years of experience providing services in a mental health modality, social services field, addiction treatment center or health care facility. Must have experience with individual and group counseling process. Must be proficient with computer skills, have knowledge of local and county social service agencies. Must have good to excellent written and oral communications skills. Serve as an appropriate role model and function as part of a team.
