JOB SUMMARY The Patient's' Rights Advocate (PRA) provides advocacy services to, and investigate complaints regarding abuse and denials of rights of, state hospital patient's, provides trainings to both the hospital staff and residents, and represents patient's at hearings on site involving involuntary medication on or at other due process hearings. This position provides services in the field is 50% of the time. Receive and investigate complaints from or concerning state hospital regarding abuse/neglect, punitive withholding, or unreasonable denial of patients' rights. Responsible for a heavy caseload. Provide direct representation for involuntary medication hearings held in house at the state Hospitals. Maintain the complaint process and services in a confidential manner. Ensure state hospital residents are notified of their rights and provide informational presentations to residents regarding their rights. Provide training and education about mental health laws and patients' rights to facility staff. Act as a consultant to Hospital staff in patients' rights. Advocate for residents who are unable to register a complaint because of their physical or mental health conditions. Participate in all unit meetings, trainings, functions, and communications. Monitor facility programs and services for compliance with patients' rights laws, regulations and procedures as directed. Participation in outreach activities to minority and underserved populations. Provide advocacy services Conduct unit visits on a weekly basis. Possess working knowledge and understanding of the mental health and criminal justice systems. Experience working with and a sensitivity to the rights of persons with disabilities. Knowledge of working with and a sensitivity to persons from multi-ethnic communities. Skilled in direct advocacy for persons with psychiatric disabilities. Working knowledge of the legal, civil, and service rights of persons with psychiatric disabilities in California. Experience with the mental health system as a current or former consumer/or with family member, significant other. Other duties as assigned. Comply with all MHS and program rules, policies and procedures including HIPAA standards. QUALIFICATIONS Bachelor's Degree in a related field. Four (4) years direct life experience as a mental health consumer or four (4) years of experience as a consumer advocate may be substituted in lieu of the bachelor's degree (i.e., social work, counseling, self-help). Two (2) years of experience as a consumer advocate within the social, human service, government, or health care environment. (If using experience in lieu of Bachelor's degree, this qualification has been met). Involvement with disability organizations and/or within disability communities. Valid CA Drivers License and vehicle insurance required. Proficient user of Microsoft Office Suite and EHR software. Ability to problem solve and react appropriately to emergency situations. Ability to work independently and effectively collaborate with a team. Job summary: As a Parent Advocate, you will work directly with parents involved in the Alameda County Child Welfare system advocating for and assisting them in successfully navigating this system. The Parent Advocate will collaborate with Alameda County Child Welfare Workers to support parents in engaging in their case plan activities and developing clear understanding of the issues that brought their family to the attention of Alameda County Department of Children and Family Services. The Parent Advocate will also contribute to Alameda County program and policy development by providing their insight and expertise as “the parent voice” in a variety of settings as requested by the Department of Children and Family Services. As a Parent Advocate, you will receive support from the Parent Engagement Program management team in the form of training, professional development, reflective supervision, and administrative support. Qualifications: A birth parent who has successfully navigated the Alameda County Child Welfare System as a client, who has exhibited exceptional qualities in their own efforts to reunify, and carried out viable permanency plans for their children. Ability to work directly with parents and to collaborate with Alameda County staff in order to deliver appropriate and supportive services to families. Ability to engage cross-culturally with diverse clientele and community partners, providing culturally relevant and sensitive support. Ability to engage professionally with parents, supervisors, peers, community partners and County staff. Personal experience connecting with community resources and ability to support families in accessing all needed community resources. Duties and Responsibilities: Attend Emergency Removal, Considered Removal, Case Planning and Review Child and Family Team (CFTs) meetings to help ensure that families' concerns are heard and addressed Support parents with connecting to resources within their community to help parents address their basic needs and safety concerns. Clarify and demystify Child Welfare and Juvenile Court systems and jargon for families. Work with parents to address case plan requirements and develop positive relationships with their Child Welfare Workers; including participate in joint meetings between Child Welfare workers and parents Provide weekly face to face home visits and phone calls with parents in order to provide them with emotional and practical support as they navigate the Child Welfare system (parent visits conducted in-person within the community or parents' residence) Assist parents with prioritizing their goals and case plan requirements. Compensation incentives are available for candidates who possess bilingual skills relevant to this role Role: Under the supervision of the AC Mental Health Program Director and the Program Manager, the Clinician has the primary responsibility for providing direct mental health services to children birth to eight years old and their families.
