The Financial Case Manager's primary responsibility is to provide financial counseling to patients and families, including insurance benefit education, responding to financial inquiries, and collecting and processing co-pays and deductibles in accordance with ARS policies and procedures. In addition, the role supports Case Management functions by ensuring compliance with State and Federal guidelines, participating in discharge planning, completing discharge needs assessments, coordinating aftercare services and appointments, and collaborating with the treatment team, payors, and facility leadership to support continuity of care.
Works effectively with the facility leadership team to ensure success of the facility by completing the following:
Core Job Duties:
Serve as the primary financial counselor for patients, providing education on insurance benefits, financial responsibility, billing policies, and payment options.
Verify and validate patient insurance benefits and financial responsibility by first reviewing the UR Daily Census column to assess the daily status of insurance coverage, followed by checks in approved payer portals (e.g., InstaMed, NaviNet, Availity, or other designated systems), and conducting live payor calls as needed for inactive, unclear, or unresolved coverage.
Collect private pay fees, co-pays, and insurance deductibles within 72 hours of admission for inpatient and outpatient clients, in accordance with the "Collection of Patient Responsibility" policy.
Ensure completion and signature of all required financial and admission-related documentation within 72 hours of admission, including but not limited to billing acknowledgments, payment plans, advance repayment agreements, coordination of benefits, authorized claims representative forms, and the initial Case Management Discharge Plan (CMDP).
Facilitate payment arrangements and advance repayment agreements when co-pays or deductibles are not immediately collectible and notify leadership as needed.
Collaborate with the Admissions/RCM team to resolve collection barriers and secure (at minimum) agreed-upon payments at the time of admission.
Maintain accurate, timely documentation of all financial transactions, co-pay and deductible activity, and payment arrangements within the electronic medical record.
Work closely with Facility Leadership (Site CEO) and Aftercare Manager to ensure consistent financial processes and patient support.
Maintain open communication with the multidisciplinary treatment team regarding financial considerations that may impact treatment engagement or discharge planning.
Requirements
Bachelors' Degree in health-related field, Finance/Accounting or Medical Management office experience preferred. Minimum high school diploma.
Minimum one- or two-years' experience, preferred experience in the medical, behavioral healthcare or financial field.
Familiar with community resources and proficient in providing, discussing, and resolving financial issues and policies.

Provides culturally competent and appropriate behavioral health treatment to people served by Community Counseling Solutions, namely through the Wraparound program. The position provides the treatment in accordance with the Oregon Administrative Rules (OAR's) and the mission and values of CCS. The position works closely with other involved community partners and is professional in all aspects of service delivery. Additionally, this position assists administration in meeting the behavioral health needs of the community.

Depending upon location, this position is supervised by the Clinical Supervisor or Clinical Manager.
Supervision Exercised
This position does not supervise other employees.
RESPONSIBILITIES
Coordinates mentalhealth services with outside agencies, including placement agencies, Developmental Disability services, and educational services.
Assists referrers with the collection of information for referral packets and serving as the point of contact for submission of information.
Facilitates communication between the family, treatment providers, natural supports, community resources, and involved child-serving providers and agencies.
Provides orientation to ISA services for children and families.
Organizes and facilitates Community Resource Team (CRT) meetings that identify the strengths and needs of children and families referred for ISA services and develop service coordination plans and safety and crisis plans.
Provides for continuity of care by creating linkages to and managing transitions between levels of care and transitions for older youth to the adult service system.
Assists with coordination and tracking of children in inpatient care.
Assists with coordinating payments for mentalhealth services with other counties and local service providers.
Coordinates and participates in reviews of all ISA cases every 90 days, and individual reviews for Day Treatment clients every 90 days.
Collects and submits data to: GOBHI, Regional Youth Resource Program, and OMHAS for all ISA children.
Promote individual's equality, diversity, rights and responsibilities.
Provide case management type services to children, adults, and families.
If varianced, provide clinical services to children, adults and families. This would include but is not limited to screening, assessment, individual and group therapy, consultation, and all other allowed clinical services.
Actively participate in joint case planning and coordination with agency employees and relevant agency contractors. Act as a liaison between clients and other agencies. Act as a client advocate when appropriate.
Actively participate in group and individual supervision sessions.
Work with other staff and community representatives to initiate new programs, reviews, evaluates and revises existing programs as necessary.
Perform joint case planning and coordination in areas of behavioral health with other community agencies including but not limited to: schools, group homes, police organizations, district attorney's offices, courts, community clinics and hospitals and other agencies in the Department of Human Services.
Provide behavioral health and addiction education, prevention and information to various interest groups.
Provide after hours emergency services on a 24 hour, rotating basis to adults. This includes telephone consultation and crisis intervention in the community. If varianced, provides same services to children.
If varianced, initiate holds, provide civil commitment investigations, and work with the hospitals, case workers and the state and other individuals/agencies for all individuals in the civil commitment process.
Complete all paperwork in a way that is professional, clinically sound and timely as prescribed by the OAR's and other pertinent guidelines. Required to ensure that all paperwork is present, and/or the client record is well maintained.
Attend trainings, meetings, conferences, etc. as directed by administration and use the information gathered to benefit the agency and the customers.
Assist other clinicians in the facilitation of groups as requested.
If varianced, provide intensive children's treatment services.
Utilize agency software/computer systems to prepare current client records of treatment and reports as necessary and required.
Transports clients as required.
Administer forms for urinalysis testing (UA's), provide accurate information on the UA's to clients, in some cases observes the UA, and record all pertinent information.
Must report all abuse to appropriate legal office, complete all necessary paperwork and investigations, and develop safety plans as required.
Other responsibilities as assigned.

Education and/or Experience
A Bachelors degree from an accredited college in social work, psychology or other human service related field is required, or a high school diploma and three years of equivalent training and work experience; or equivalent combination of education and work experience.

What You'll Do
Conduct intake assessments and evaluate Member readiness for care
Facilitate virtual individual and group counseling sessions using Affect's evidence-based curriculum
Provide crisis support and coordinate referrals when needed
Maintain timely and accurate documentation in our EMR
Collaborate with clinical supervisors on treatment planning and discharge
Ensure compliance with HIPAA and applicable state regulations
Required Qualifications
Active, unrestricted New Mexico license (LCSW, LPCC, LMFT, LISW, or LADAC)
Experience working with substance use disorder populations
Comfort providing care via telehealth platforms
Strong documentation and organizational skills
Private, HIPAA-compliant workspace with reliable internet
Compensation & Benefits
Salary range: $55,000-$70,000 (commensurate with license and experience)

Responsibilities
Manage a set of assigned patients and conduct individual therapy sessions
Select appropriate treatment modalities and apply them effectively
Assist patients with discharge planning including FMLA, Short-Term Disability, and sober housing
Attend Treatment Team meetings as needed
Collaborate effectively across treatment teams and departments
Maintain positive relationships with internal staff and external agencies
Perform additional duties as assigned
Report directly to the Clinical Director
Qualifications
Active state license required
Master's degree or higher in Psychology, Counseling, Social Work, or related field required
2+ years of experience in a clinical role preferred
Experience in chemical dependency or addiction treatment preferred
Proficiency in Microsoft Office and comfort with electronic health records
Strong verbal and written communication skills
Passion or interest in substance abuse recovery strongly preferred
Commitment to a drug-free lifestyle and responsible alcohol use is essential
Authorization to work in the US is required
